NYC Creates a High-Level Position To Oversee Ethics In AI (engadget.com) 58

New York City has created a position primarily to ensure that there are no biases in AI and other algorithms. Engadget reports: Mayor Bill de Blasio has issued an executive order creating a position for an Algorithms Management and Policy Officer. Whoever holds the position will work within the Mayor's Office of Operations and serve as both an architect for algorithm guidelines and a go-to resource for algorithm policy. This person will make sure that city algorithms live up to principle of "equity, fairness and accountability," the Mayor's office said.

The officer will have the help of advisory and steering committees that will respectively draw on appointed public members and city officials to "drive the conversation" around algorithms. To put it another way, the algorithms officer should have a better understanding of how algorithms apply in the real world. It's not yet clear who will take the position.

    Life is not fair and has biases. If the AI captures objective reality then it will merely reflect the biases that really exist. Lost in the data will the the perfectly valid reasons why biases and differences in outcomes exist. Certain types of people favor certain lifestyles or occupations. When I see as much complaining about the lack of men in certain fields like HR or speech therapists then and likely only then will I listen to the howl about a lack of women in tech. Until then it's just a game of blame the white male with Asian males occasionally being allowed to be the target.

      Police find criminals and crime? Thats politically not allowed.
      Illegal migrants getting city services with ID fraud? Not looked for, not reported.
      Permit costs not allowing shops to stay open? Not a number the city wants to publish.

      Correct. So the solution is to decide what outcomes are socially acceptable and slap a filter on the output layer.

      For instance, an AI designed to recommend pretrial release or confinement was found to be biased against blacks. The reason is that blacks on pretrial release really are less likely to show up for trial. So there is nothing "wrong" with the way the AI works.

      But an explicitly biased output offends our sense of fairness. So just take the outputs and apply a fudge factor to make the recommendat

        This is an example of no bias, as the outcome is determined exclusively by a subjects actions. The "algorithm" doesn't need to no a subject's zip code, it doesn't need to know their race, income level, or even gender - when you add those factors, biases creep in, intentional or not.

        Imposing a politically correct bias into an unbiased system to achieve a more politically-correct outcome is the exact opposite of what is needed.

        Showing up for your subsequent trial is a perfectly reasonable consideration for an "AI" algorithm deciding eligibility for pre-trial release or confinement. I question why race specifically is included in the decision.

        You might suggest instead that race shouldn't be an input. But THAT DOESN'T WORK because the AI still has zip code, type of offense (blacks and whites often commit different types of crimes), acquaintances, family connections, prior arrest record, etc. So you are still going to end up with racial bias. You can't fix it by fiddling with the inputs without destroying the predictive capability.

          If you know someone's zip code, type of offence, acquantiances, etc. then you KNOW THEIR RACE with 95% accuracy, whether it is an explicit input or not.

          Go run for NYC mayor, and tell the voters that black people stay in jail because they are more likely to be criminals and everyone should just accept that. Good luck.

            You're intentionally conflating two different factors. The fact that people in a certain zip code mostly happen to be black doesn't mean you're keeping them imprisoned "because black people are more likely to be criminals". You're keeping them in prison because people in that zip code are more likely to be criminals. The difference may seem academic, but you clearly understand that it is actually significant. If you didn't, you wouldn't feel the need to rephrase the situation in a way which makes it see

      It's simple: it'll make associations that may or may not be causal.

      Say for example that AI identifies that people named Sally that own a blue sedan (purchased on a third Friday of a spring month) happen to have a 7% greater chance at being late on a payment. This could easily lead to anyone named Sally being quoted a higher loan interest rate. Is it fair to discriminate on such coincidental insanity?

        Set loan interest rates?
        Force a bank to put aside all their decades of collected data and give loans to people who can and will never pay back the loan?

        Say "Sally" wants a car loan.
        Get a job. Take out a tiny loan. Pay it back. Pay any bills on time. Got a CC? Pay that back as expected.
        Show some good credit history.
        Get a small loan for a very average car. Pay that back as the loan amount was not much and the wage could support the payments.

          Cities did this, to end the practice of "red lining" that prevented residents of certain neighborhoods from getting loans, despite a well-documented history of failed loans in those very neighborhoods.

            At some point people asking for a loan have to show a bank they can be expected to pay a loan back as an individual.
            Demanding a bank gove out loans that will not be paid back will only see the bank fail on that loan.

            If the city so wants to help neighborhoods it let fail, spend some new city money in the neighborhoods needing more support..

    • I'd say "it can be ethical". As the use of more sohisticated AI grows, I'd suggest that it can be legally and politically and ethically necessary. There are implications of AI based tools for facial recognition, for police profiling, and for personal privacy that do deserve thought for a city populace. A city as large as NYC will hear proposals for widespread facial recognition and urban planning that do involve AI, and that do involve evaluating its safety and effectiveness.       This is NOT about NYC regulating AI research, or deciding how future robots should deal with the trolley problem.

      It is about the ethics of programs ALREADY IN USE BY NYC. Several have already been found to be "racist": Recommending more police patrols in minority neighborhoods, recommending that pretrial release and probation be denied to black inmates, etc. The purpose of this post is to have someone set policy on how to deal with these is

        You don't need specialized officers with specialized expertise in each area to set policy. Especially on ethics. They can figure it out with the people they have and not waste money. No matter what they do, their policies will be called "racist": this is America.

        None of those things are inherently racist. If you wanted to determine whether the AI was racist you would have to ask it whether it believes that blacks are inherently inferior. As none of the AIs I'm aware can actually form beliefs, it seems unlikely that any of them can actually be racist.

        Your examples MIGHT show racial discrimination, which is a different thing than racism. However you would first have to show that race was the determining factor in those decisions, rather than other factors.

      Sometimes it's possible to have two thoughts at the same time, that the men's world record for bench press is 740lb and the women's 600lb but the vast, vast majority of men like 99.9%+ can't do 600lb bench presses. The highest ranked female chess player is in 85th place but 99.9%+ of us rank below that.     "Ethics" based on data analysis is the exact equivalent of "just making stuff up".

      Need to repair a road.
      The city wasted the road repair money on other city services for that year.
      The engineers, experts, workers again list the road as needing repair...

      Given data from other US cities with great roads and other US cities that fail to repair roads...

        This is the part that can never be reached by data, AI or otherwise. That roads should exist and be smooth or at least driveable, and that's better than the military blowing up all the roads and nobody driving ever again, cannot be determined by data. There is a -value- determination that precedes everything else, and is implied even if not stated in any "we should do X".

            The value determination is that the road needs to be fixed.

            That is a good value determination, but it isn't data that gets you there. Another person could look at the same data and state that no roads need to be fixed, that if nobody can get to their jobs and the economy collapses and everyone starves, that's "good for the environment", and subjectively, a "good thing overall". I would totally disagree, but data won't prove my case. The raw data says only there currently exist roads. Why there should continue to be roads ultima
