Telegram Has a Serious Doxxing Problem (wired.com) 64

An anonymous reader shares a report: Telegram's doxxing problem goes far beyond Myanmar. WIRED spoke to activists and experts in the Middle East, Southeast Asia, and Eastern Europe who said that the platform has ignored their warnings about an epidemic of politically motivated doxxing, allowing dangerous content to proliferate, leading to intimidation, violence, and deaths. Telegram, which now claims more than 700 million active users worldwide, has a publicly stated philosophy that private communications should be beyond the reach of governments. That has made it popular among people living under authoritarian regimes all over the world (and among conspiracy theorists, anti-vaxxers, and "sovereign citizens" in democratic countries). But the service's structure -- part encrypted messaging app, part social media platform -- and its almost complete lack of active moderation has made it "the perfect tool" for the kind of doxxing campaigns occurring in Myanmar, according to digital rights activist Victoire Rio. This structure makes it easy for users to crowdsource attacks, posting a target for doxxing and encouraging their followers to dig up or share private information, which they can then broadcast more widely. Misinformation or doxxing content can move seamlessly from anonymous individual accounts to channels with thousands of users. Cross-posting is straightforward, so that channels can feed off one another, creating a kind of virality without algorithms that actively promote harmful content. "Structurally, it's suited to this use case," Rio says.

The first mass use of this tactic occurred during Hong Kong's massive 2019 democracy protests, when pro-Beijing Telegram channels identified demonstrators and sent their information to the authorities. Hundreds of protesters were sentenced to custodial sentences for their role in the demonstrations. But with the city split along "yellow" (pro-protests) and "blue" (pro-police) lines, channels were also set up to dox police officers and their families. In November 2020, a telecom company employee was jailed for two years after doxing police and government employees over Telegram. Since then, Telegram doxing appears to be spreading to new countries. In Iraq, militia groups and their supporters have become adept at using Telegram to source information about opponents, such as leaders of civil society groups, which they then broadcast on channels with tens of thousands of followers. Sometimes, bounties are offered for information, according to Hayder Hamzoz, founder of the Iraqi Network for Social Media, an organization that tracks social media use in the country. Often, these come with direct or implicit threats of violence. Targets have faced harassment and violence, and some have had to flee their homes, Hamzoz says.

Charter Must Pay $1.1 Billion After Cable Technician Murdered Customer (arstechnica.com) 121

Charter Communications must pay over $1.1 billion to the estate and family of an 83-year-old woman murdered in her home by a Spectrum cable technician, a Dallas County Court judge ruled yesterday. Ars Technica reports: A jury in the same court previously ordered Charter to pay $7 billion in punitive damages and $337.5 million in compensatory damages. Judge Juan Renteria lowered the award in a ruling issued yesterday. The damages are split among the estate and four adult children of murder victim Betty Thomas. Renteria did not change the compensatory damages but lowered the punitive damages awarded to the family to $750 million. Pre-judgment interest on the damages pushes Charter's total liability to over $1.1 billion.

It isn't surprising that the judge lowered the payout, in which the jury decided punitive damages should be over 20 times higher than what Charter is liable for in compensatory damages. A nine-to-one ratio is often used as a maximum because of a 2003 US Supreme Court ruling that said: "In practice, few awards exceeding a single-digit ratio between punitive and compensatory damages, to a significant degree, will satisfy due process." Former Spectrum technician Roy Holden pleaded guilty to the 2019 murder of customer Betty Thomas and was sentenced to life in prison in April 2021. Charter was accused of hiring Holden without verifying his employment history and ignoring a series of red flags about his behavior, which included stealing credit cards and checks from elderly female customers.

Advocacy Group Asks FCC To Probe Efficacy of Wireless Industry's Voluntary Phone Unlocking Commitments 24

A public interest group has asked the Federal Communications Commission (FCC) to look at whether the wireless industry's voluntary phone unlocking commitments are even effective, claiming the practice harms competition. From a report: The advocacy group, Public Knowledge, met with FCC staffers last week and filed the comment shortly afterwards, arguing the practice of locking phones to a network makes it "more difficult for consumers to change carriers," reduces the number of devices available on the secondary market, and hurts smaller players on the scene. The nonprofit filed the request as part of an ongoing investigation by the FCC into the State of Competition in the Communications Marketplace, conducted biennially by the agency. The group is hoping the agency will throw its weight behind policy efforts to change this.

Americans can unlock their handsets from the services of the carrier that sold it to them, but the procedure can be a headache. The fact that consumers can unlock them free of charge came about in 2015, when carriers were told to give customers a "penalty-free" way to unlock them under the Unlocking Consumer Choice and Wireless Competition Act. The Act allows "circumvention (unlocking) to be initiated by the owner" but only "when such connection is authorized by the operator of such network" -- after their service contracts expire. Public Knowledge added that the practice of locking phones disadvantages low-income customers and places a "burden on smaller carriers, new entrants, and MVNOs in particular... due to a lack of handset availability," compounded "by the competitive disadvantages caused by agreements between the handset manufacturers and the larger service provides like AT&T, Verizon and T-Mobile, which smaller carriers may not be able to negotiate."

Uber Says Lapsus$-Linked Hacker Responsible For Breach (reuters.com) 1

Uber said on Monday a hacker affiliated with the Lapsus$ hacking group was responsible for a cyber attack that forced the ride-hailing company to shut several internal communications temporarily last week. From a report: Uber said the attacker had not accessed any user accounts and the databases that store sensitive user information such as credit card numbers, bank account or trip details. "The attacker accessed several internal systems, and our investigation has focused on determining whether there was any material impact," Uber said, adding that investigation was still ongoing. The company said it was in close coordination with the FBI and the U.S. Department of Justice on the matter. Friday's cybersecurity incident had brought down Uber's internal communication system for a while and employees were restricted to use Salesforce-owned office messaging app Slack. Uber said the attacker logged in to a contractor's Uber account after they accepted a two-factor login approval request following multiple requests, giving the hacker access to several employee accounts and tools such as G-Suite and Slack.

Refreezing Earth's Poles: Feasible and Cheap, New Study Finds (phys.org) 177

"The poles are warming several times faster than the global average," Phys.org reminds us, "causing record smashing heatwaves that were reported earlier this year in both the Arctic and Antarctic. Melting ice and collapsing glaciers at high latitudes would accelerate sea level rise around the planet.

"Fortunately, refreezing the poles by reducing incoming sunlight would be both feasible and remarkably cheap, according to new research published Friday in Environmental Research Communications." Scientists laid out a possible future program whereby high-flying jets would spray microscopic aerosol particles into the atmosphere at latitudes of 60 degrees north and south — roughly Anchorage and the southern tip of Patagonia. If injected at a height of 43,000 feet (above airliner cruising altitudes), these aerosols would slowly drift poleward, slightly shading the surface beneath. "There is widespread and sensible trepidation about deploying aerosols to cool the planet," notes lead author Wake Smith, "but if the risk/benefit equation were to pay off anywhere, it would be at the poles."

Particle injections would be performed seasonally in the long days of the local spring and early summer. The same fleet of jets could service both hemispheres, ferrying to the opposite pole with the change of seasons.

Sony: PSVR2 Is 'Truly Next-Generation,' So It Can't Play PSVR1 Games (arstechnica.com) 53

An anonymous reader quotes a report from Ars Technica: A Sony executive confirmed Friday that the PlayStation VR 2 will not be backward-compatible with games developed for the original PlayStation VR. Sid Shuman, senior director of content communications at Sony Interactive, asked Hideaki Nishino, senior vice president of platform experience at Sony, whether games for the original PSVR could be played on a PSVR2 kit on the Official PlayStation Podcast, episode 439 (his answer starts at 29:12). "PSVR games are not compatible with PSVR2 because PSVR2 is designed to deliver a truly next-generation VR experience," Nishino said. Nishino listed several "much more advanced features" in the VR2, including new controllers with haptic feedback, adaptive triggers, advanced eye tracking, and 3D audio. "That means developing games for PSVR2 requires a whole different approach than the original PSVR."

While the answer was emphatic -- not compatible -- and closed off any hope fans might have harbored, Nishino's checklist of new VR2 features didn't clearly explain why the system would be incapable of running less-advanced VR1 games. Consider the Oculus Rift S, which touted an entirely different eye tracking system than its predecessor, the original Oculus Rift. The Rift S maintained compatibility with games built for any Rift system (along with some games for other headsets). It was a seamless transition for those who upgraded their Rift or bought into VR at a later stage. It's also a disappointing outcome for some great games that were available only on PlayStation VR. Those include the original Mario-caliber Astro Bot, brain-twisting puzzle-game Statik, the VR mode for Resident Evil 7 that never saw release on any other system, first-party VR exclusive Blood & Truth, and a VR mode for WipEout that could only benefit from a VR2 headset.

FCC Approves Space-Based Texting Service From Lynk (techcrunch.com) 13

The FCC has approved Lynk's satellite-to-phone connectivity service that will allow people to send and receive texts via satellites in space. According to TechCrunch, all that's left is "selecting a mobile network partner to bring it to market here in the States." From the report: Lynk demonstrated a direct satellite-to-phone (and back) emergency connectivity service late last year with its test orbital cell tower. Far from an orbital broadband connection or a legacy satellite band that has you pointing your phone at an invisible dot in the sky, Lynk would provide intermittent (think every half hour or so) 2-way SMS service via ordinary cellular bands that just happen to reach orbit. It's intended for emergencies, check-ins from the back country, and spreading information in places where networks are down, such as disaster zones.

It's not easy to send a text to or from an antenna moving several thousand miles per hour, and CEO Charles Miller confirmed that it took a few years for them to make it happen. So when major companies say they're working on it, he doesn't feel too much heat. "That's the benefit of having invented the tech five years ago: There's a bunch of hard things that no one else has done yet. I'm not saying they can't, just that they haven't yet," he told me. "We validated this and patented it in 2017. We did it from space yesterday and the day before -- we have the world's only active cell tower in space."

Of course, you could have a thousand of them and it wouldn't matter unless you have regulatory approval and partners in the mobile space. That's the next step for Lynk, and although they have 15 contracts spanning 36 countries around the world and are preparing for commercial launch, the United States FCC is the "gold standard" for this kind of testing and validation. That's not just because they have the best facilities -- the FCC approval process is also the de facto battleground where companies attempt to run interference on one another. [...] Today's order approves Lynk's satellite services to operate in general, having showed that they will not interfere with other services, radio bands, and so on. A separate approval will be needed when Lynk finds a partner to go to market with -- but the more difficult and drawn out question of safety and interference is already answered.

Elon Musk Enters In-Flight Wi-Fi Market With Small Satellites (bloomberg.com) 40

SpaceX wants to show the world its Starlink satellite system can deliver Netflix and YouTube at 30,000 feet. So it recently held a demo for the media aboard a jet operated by its first airline customer, regional carrier JSX. From a report: The short jaunt from Burbank to San Jose, California marks the start of Elon Musk's bid to seize in-flight business from satellite providers Intelsat and Viasat that already serve thousands of aircraft. It won't be easy, even for a serial market disrupter such as Musk.

"Are they a serious competitor? Yes," said Jeff Sare, president of commercial aviation for Intelsat, a leading provider of wireless service on airlines. Still, Sare said, "We don't believe there's anybody that can beat us." Starlink, part of Musk's Space Exploration Technologies, delivers broadband from a constellation of low-flying small satellites. Lower satellites circle the planet in 90 to 120 minutes. That's a departure from the established practice of using a few powerful spacecraft in higher and slower orbits. An upside for Starlink is its signals arrive sooner.

Uber Investigating Breach of Its Computer Systems (nytimes.com) 27

Uber discovered its computer network had been breached on Thursday, leading the company to take several of its internal communications and engineering systems offline as it investigated the extent of the hack. From a report: The breach appeared to have compromised many of Uber's internal systems, and a person claiming responsibility for the hack sent images of email, cloud storage and code repositories to cybersecurity researchers and The New York Times. "They pretty much have full access to Uber," said Sam Curry, a security engineer at Yuga Labs who corresponded with the person who claimed to be responsible for the breach. "This is a total compromise, from what it looks like."

An Uber spokesman said the company was investigating the breach and contacting law enforcement officials. Uber employees were instructed not to use the company's internal messaging service, Slack, and found that other internal systems were inaccessible, said two employees, who were not authorized to speak publicly. Shortly before the Slack system was taken offline on Thursday afternoon, Uber employees received a message that read, "I announce I am a hacker and Uber has suffered a data breach." The message went on to list several internal databases that the hacker claimed had been compromised.
BleepingComputers adds: According Curry, the hacker also had access to the company's HackerOne bug bounty program, where they commented on all of the company's bug bounty tickets. Curry told BleepingComputer that he first learned of the breach after the attacker left the above comment on a vulnerability report he submitted to Uber two years ago. Uber runs a HackerOne bug bounty program that allows security researchers to privately disclose vulnerabilities in their systems and apps in exchange for a monetary bug bounty reward. These vulnerability reports are meant to be kept confidential until a fix can be released to prevent attackers from exploiting them in attacks.

Curry further shared that an Uber employee said the threat actor had access to all of the company's private vulnerability submissions on HackerOne. BleepingComputer was also told by a source that the attacker downloaded all vulnerability reports before they lost access to Uber's bug bounty program. This likely includes vulnerability reports that have not been fixed, presenting a severe security risk to Uber. HackerOne has since disabled the Uber bug bounty program, cutting off access to the disclosed vulnerabilities.

Millions of Borrowers May Be Eligible For a Refund On Student Loan Payments Made During the Pandemic (cnbc.com) 171

There's good news for the millions of people with federal student loans who've made payments on that debt during the Covid pandemic: many of them will be eligible to get the money back. CNBC reports: The U.S. Department of Education says that many borrowers eligible for President Joe Biden's student loan forgiveness plan who made payments on their debt during the pandemic-era pause on the bills will automatically be refunded. The relief policy has been in effect since March 2020, and is scheduled to end Dec. 31. More than 9 million people made at least one payment on their federal student debt between April 2020 and March 2022, according to the government. The vast majority of borrowers haven't made any payments, taking advantage of the suspension of the bills and accrual of interest.

Payments made since March 2020 on federal student loans eligible for the pause should now be refundable, said higher education expert Mark Kantrowitz. The roughly 5 million student loan borrowers who have commercially held Federal Family Education Loans (FFEL) weren't eligible for the payment pause and won't be for the refund either. Any payments made before the pandemic also don't qualify, Kantrowitz said.

Not all borrowers need to apply for the refund, said Elaine Rubin, senior contributor and communications specialist at Edvisors. The refunding process will be automatic for borrowers who are eligible for student loan forgiveness and for those who made voluntary payments during the pause that brought their balance below the maximum forgiveness amount: either $10,000 or $20,000, Rubin said. "They will be offered an automatic refund for the difference," Rubin said. If you paid your loan in full during the pandemic, however, you'll have to take action and request the payments back. Borrowers who have refinanced their federal loans will also need to ask their student loan servicer for the refund, Kantrowitz said.

SpaceX's Starlink Arrives In Antarctica, Now Available On All 7 Continents (pcmag.com) 63

With the recent addition of Antarctica, SpaceX's Starlink satellite internet service is now available on all seven continents. PC Magazine reports: The company has shipped a Starlink dish to McMurdo Station, a US research facility based on an island right off the coast of Antarctica. In a tweet on Wednesday, the National Science Foundation said that scientists with the US Antarctic Program have been testing out the dish at the site to supply increased internet bandwidth. The Starlink dish promises to offer faster internet speeds to McMurdo Station, which previously relied on satellite internet from other providers. The broadband quality had to be shared over a 17Mbps connection for the entire research facility, which can house over 1,000 people. Starlink, on the other hand, can offer much faster broadband due to the lower orbits of the company's Starlink satellites. Download speeds can range from 50 to 200Mbps for residential users, and 100 to 350Mbps for business customers through a high-performance dish, which can also withstand extreme temperatures.

To serve users in Antarctica, SpaceX has been launching batches of Starlink satellites to orbit the Earth's polar regions in an effort to beam high-speed broadband to users below, including in Alaska and northern Canada. Normally, Starlink satellites fetch the internet data by relying on ground stations on the planet's surface. But last year, SpaceX began outfitting new satellites with "laser links," which can allow them to send and receive data with each other across space. This can allow the same satellites to beam broadband without relying on a ground station below.

Google Spins Out Secret Hi-Speed Telecom Project Called Aalyria (cnbc.com) 13

Inside Google, a team of techies has been working behind the scenes on software for high-speed communications networks that extend from land to space. Codenamed "Minkowski" within Google, the secret project is being unveiled to the public on Monday as a new spinout called Aalyria. CNBC reports: While Google declined to offer details about Aalyria, such as how long it's been working on the technology and how many employees are joining the startup, Aalyria said in a news release that its mission is to manage "hyper fast, ultra-secure, and highly complex communications networks that span land, sea, air, near space, and deep space." The company says it has a laser communications technology "on an exponentially greater scale and speed than anything that exists today." Aalyria's software platform has been used in multiple aerospace networking projects for Google.

Aalyria (pronounced ah-Leer-eeh-ah) said it has an $8.7 million commercial contract with the U.S. Defense Innovation Unit. The company will be led by CEO Chris Taylor, a national security expert who has led other companies that have worked with the government. Taylor's LinkedIn profile says he's the CEO of a company in stealth mode that he founded in November. Aalyria's board of advisors includes several previous Google employees and executives as well as Vint Cerf, Google's chief internet evangelist who's known as one of the fathers of the web. Google will retain a minority stake in Aalyria but declined to say how much it owns and how much outside funding the company has raised. Google said that earlier this year it transferred nearly a decade's worth of intellectual property, patents and physical assets, including office space, to Aalyria.
Aalyria's light laser technology, which it calls "Tightbeam," claims to keep data "intact through the atmosphere and weather and offers connectivity where no supporting infrastructure exists."

"Tightbeam radically improves satellite communications, Wi-Fi on planes and ships, and cellular connectivity everywhere," the company said.

Imperial College To Shut Joint Research Ventures with Chinese Defence Firms (theguardian.com) 18

schwit1 writes: Imperial College will shut down two major research centres sponsored by Chinese aerospace and defence companies amid a crackdown on academic collaborations with China, the Guardian has learned.

The Avic Centre for Structural Design and Manufacturing is a long-running partnership with China's leading civilian and military aviation supplier, which has provided more than $6m to research cutting-edge aerospace materials. The second centre is run jointly with Biam, a subsidiary of another state-owned aerospace and defence company, which has contributed $4.5m for projects on high-performance batteries, jet engine components and impact-resistant aircraft windshields. The centres' stated goals are to advance civilian aerospace technologies, but critics have repeatedly warned that the research could also advance China's military ambitions.

Now Imperial has confirmed the two centres will be shut by the end of the year after the rejection of two licence applications to the government's Export Control Joint Unit (ECJU), which oversees the sharing of sensitive research with international partners. The closures follow a warning in July by the heads of MI5 and the FBI of the espionage threat posed by China to UK universities, and highlight the government's hardening attitude on the issue.

"You can say with a high degree of confidence that this decision has been taken because the government is of the view that continuing licensing would enable the military development in China, which is viewed as a threat to security," said Sam Armstrong, director of communications at the Henry Jackson Society thinktank. "The government has made it clear to universities that there is an overall shift in the weather such that these collaborations are no longer possible."

Where Did the Internet Really Come From? (slate.com) 150

Where did the internet come from? When students are asked that by an assistant professor of media studies at the University of Virginia, some mention ARPANET or Silicon Valley — and "no fewer than four students have simply written, 'Bill Gates....'"

But even beyond that, "The best-known histories describe an internet that hasn't existed since 1994..." argues Kevin Driscoll "the intersection of hundreds of regional, national, commercial, and cooperative networks." So in an excerpt from his new book, Driscoll describes exactly how "a mixture of commercial online services, university networks, and local community networks mutated into something bigger, more commercial, and more accessible to the general public..."

And what's often left out is the pre-web "modem world": Whereas ARPANET was created by professional researchers in university and government labs, the modem world was driven by community-oriented amateurs and entrepreneurs — hobby radio groups, computer clubs, software pirates, and activist organizations. Despite their shared interest in computer networking, these were, with rare exception, distinct spheres of social and technical activity. The predominant form of PC networking was the bulletin board system, or BBS.... The ARPANET family of networks ran on a fundamentally different infrastructure from consumer-oriented BBS networks, and relatively few people were expert users of both. BBSs were not so much ignored by institutions of power as they were overlooked....

Between 1994 and 1995, the World Wide Web — and not the BBS — became the public face of cyberspace. On television and in print, journalists touted graphical browsers like NCSA Mosaic and Netscape Navigator as the internet's future. As hype mounted, investment capital flooded the data communications industry. But instead of BBSs, the money and attention flowed to firms linked to the nascent Web. Finally, when a moral panic over "cyberporn" threatened to burst the dot-com bubble, BBSs provided a convenient scapegoat. BBSs were old and dirty; the Web was new, clean, and safe for commerce. To avoid the stigma, enterprising BBS operators quietly rebranded. Seemingly overnight, thousands of dial-up BBSs vanished, replaced by brand-new "internet service providers." In the United States, the term BBS fell out of use.

The people who built the modem world in the 1980s laid the groundwork for millions of others who would bring their lives online in the 1990s and beyond. Along with writing code and running up their phone bills, BBS operators developed novel forms of community moderation, governance, and commercialization. When internet access finally came to the public, former BBS users carried the experience of grassroots networking into the social Web. Over time, countless social media platforms have reproduced the social and technical innovations of the BBS community.

Forgetting has high stakes. As the internet becomes the compulsory infrastructure of everyday life, the stories we tell about its origins are more important than ever. Recovering the history of the modem world helps us to imagine a world beyond — or perhaps after — commercial social media, mass surveillance, and platform monopolies. Endlessly modifiable, each BBS represented an idiosyncratic dream of what cyberspace could be, a glimpse of the future written in code and accessible from your local telephone jack. Immersing ourselves in this period of experimentation and play makes the internet seem strange again. By changing how we remember the internet's past, we can change our expectations for its future.

NASA Makes RISC-V the Go-to Ecosystem for Future Space Missions (sifive.com) 54

They've now been selected to provide the core CPU for NASA's next generation High-Performance Spaceflight Computing processor (or HSPC), according to a SiFive announcement: HPSC is expected to be used in virtually every future space mission, from planetary exploration to lunar and Mars surface missions.

HPSC will utilize an 8-core, SiFive® Intelligence X280 RISC-V vector core, as well as four additional SiFive RISC-V cores, to deliver 100x the computational capability of today's space computers. This massive increase in computing performance will help usher in new possibilities for a variety of mission elements such as autonomous rovers, vision processing, space flight, guidance systems, communications, and other applications....

Scientists Found Genetic Mutations In Every Astronaut Blood Sample They Studied 46

When they examined decades-old blood samples from 14 NASA astronauts who flew Space Shuttle missions between 1998 and 2001, researchers found that samples from all 14 astronauts showed mutations in their DNA. Futurism reports: While these mutations are likely low enough not to represent a serious threat to the astronauts' long term health, the research underlines the importance of regular health screenings for astronauts, especially as they embark on longer missions to the Moon and beyond in coming years. The specific mutations, as identified in a new study published in the journal Nature Communications Biology, were marked by a high proportion of blood cells that came from a single clone, a phenomenon called clonal hematopoiesis. Mutations like this can be caused by exposure to excess ultraviolet radiation, and other forms of radiation including chemotherapy. In this case, researchers are suspicious that the mutations may have been the result of space radiation.

"Astronauts work in an extreme environment where many factors can result in somatic mutations, most importantly space radiation, which means there is a risk that these mutations could develop into clonal hematopoiesis," said lead author David Goukassian, professor of medicine at the Icahn School of Medicine at Mount Sinai, in a statement. The blood samples for this latest study were collected from 12 male and two female astronauts ten days before their flight and on the day of their landing. The samples were then cryogenically stored at -112 degrees Fahrenheit for around two decades. The mutations observed in the blood samples resemble the kind of somatic mutations we see in older individuals -- which is interesting on its own, considering the median age of the astronauts was only 42.

"Although the clonal hematopoiesis we observed was of a relatively small size, the fact that we observed these mutations was surprising given the relatively young age and health of these astronauts," Goukassian said. "The presence of these mutations does not necessarily mean that the astronauts will develop cardiovascular disease or cancer," he added, "but there is the risk that, over time, this could happen through ongoing and prolonged exposure to the extreme environment of deep space." Therefore, Goukassian and his team are recommending that NASA should regularly screen astronauts for these kinds of mutations.

A New Explanation For the Reddish North Pole of Pluto's Moon Charon (phys.org) 5

A trio of researchers at Purdue University has developed a new theory to explain why Pluto's moon Charon has a reddish north pole. Phys.Org reports: In their paper published in the journal Nature Communications, Stephanie Menten, Michael Sori and Ali Bramson, describe their study of the reddish surfaces of many icy objects in the Kuiper Belt, and how they might relate to Charon's reddish pole. Prior research has shown that many icy objects in the Kuiper belt are partly or entirely covered in reddish brown material. Prior research has also shown that the material is a kind of tholin -- compounds that are formed when organic chemicals are showered with radiation. But that has raised the question of where the organic compounds may have come from. In this new effort, the researchers theorize that it comes from methane released from cryovolcanoes. [...] They note that prior research suggests that gases escaping from Pluto are responsible for the reddish pole.

As the ocean froze, the methane would have become trapped in the ice, the researchers note. They note also that as the water became pressurized, cracks would have formed, leading to occasional eruptions. Such cryovolcanic eruptions, they suggest, could have released some amount of methane gas. And if some of that methane gas managed to drift all the way to the north pole, it would have frozen and fallen to the surface. And if it fell to the surface, it would have been subjected to millions of years of radiation from the sun, making it turn red. [...] They found that approximately 1000 billion metric tons of the gas could have made it to northern pole -- more than enough to create a red cap.

A Text Alert May Have Saved California From Power Blackouts (bloomberg.com) 135

A timely mobile alert may have prevented hundreds of thousands of Californians from being plunged into darkness in the middle of a heat wave Tuesday night. Bloomberg reports: Just before 5:30 p.m. local time, California's grid operator ordered its highest level of emergency, warning that blackouts were imminent. Then, at 5:48 p.m., the state's Office of Emergency Services sent out a text alert to people in targeted counties, asking them to conserve power if they could. Within five minutes the grid emergency was all but over. Power demand plunged by 1.2 gigawatts between 5:50 and 5:55 p.m., and would continue to drop in the hours after that, according to data from the California Independent System Operator. A gigawatt is enough to power about 750,000 Californian homes.

But while the state's grid operator said California had avoided rolling blackouts Tuesday, some cities apparently didn't get the message. Officials in three San Francisco Bay area cities -- Alameda, Healdsburg and Palo Alto -- reported on social media that power shutdowns were underway that evening, which also could have contributed to the sharp decline in demand. By 8 p.m., the grid operator canceled the highest level of emergency without calling for power cuts. More than 500,000 homes and businesses had been warned earlier in the day that they might lose service.

Apple today announced that all iPhone 14 models sold in the U.S. do not have a built-in SIM card tray and instead rely entirely on eSIM technology. MacRumors reports: Tech specs on Apple's website confirm the iPhone 14, iPhone 14 Plus, iPhone 14 Pro, and iPhone 14 Pro Max are not compatible with physical SIM cards and instead have dual eSIM support, allowing for multiple cellular plans to be activated on a single device. An eSIM is a digital SIM that allows users to activate a cellular plan without having to use a physical nano-SIM card. eSIM availability is rapidly expanding, but the technology is still not available in all countries, which explains why iPhone 14 models will remain available with a SIM card tray outside of the U.S. for now. Apple's website has a list of carriers that support eSIM technology around the world. In the U.S., this includes AT&T, T-Mobile, US Cellular, Verizon, Xfinity Mobile, Boost Mobile, H2O Wireless, Straight Talk, C Spire, and some others.

FCC Has Obtained Detailed Broadband Maps From ISPs for the First Time Ever (arstechnica.com) 18

The Federal Communications Commission has collected precise broadband availability information from Internet service providers for the first time and aims to release a first draft of a new broadband map in November, FCC Chairwoman Jessica Rosenworcel wrote Friday. From a report: The FCC last week "completed the first filing window for submitting data on where broadband service is and is not available," a milestone in the years-long process of creating an accurate US broadband map, she wrote. "For the first time ever, we have collected extensive location-by-location data on precisely where broadband services are available, and now we are ready to get to work and start developing new and improved broadband maps."

The resulting map should show whether fixed broadband service is available at each residence or business location. The FCC's inaccurate broadband maps have long made it difficult to distribute deployment grants where they're needed most. Current maps are based on the Form 477 data-collection program in which ISPs report whether they offer service in each census block, which essentially lets ISPs count an entire census block as served even if it can serve just one home in the area. The new, more accurate maps will be used to help distribute $42.45 billion from the Broadband Equity, Access, and Deployment program created by Congress in the Infrastructure Investment and Jobs Act.
