Amazon Buys Globalstar For $10.8 Billion, Moving To Expand Its Satellite Internet Service (nytimes.com) 26

Amazon is buying satellite communications company Globalstar for $10.8 billion to expand its Leo satellite-internet network and compete more directly with SpaceX's Starlink. The deal also includes a partnership with Apple to support satellite connectivity for iPhones and Apple Watches, with Amazon planning voice, data, and messaging services starting in 2028. The New York Times reports: Leo was Amazon's move to enter the market for beaming high-speed internet to the ground from orbit. That is an arena dominated by Elon Musk's SpaceX, which operates the Starlink satellite-internet service. Starlink, which has thousands of satellites in orbit, already serves several million customers around the world. This month, SpaceX filed to go public in what is shaping up to be one of the largest-ever initial public offerings. Mr. Musk has valued SpaceX -- which has landed contracts with federal agencies such as NASA and the Department of Defense -- at more than $1 trillion. Other companies are racing to catch up to what Mr. Musk has built for space.

Globalstar, founded in 1991, is a Louisiana-based global telecommunications company. It operates networks of low-Earth orbiting satellites to provide internet connectivity to customers. Paul Jacobs, Globalstar's chief executive, said in a statement that together, the two companies "will advance innovations in digital connectivity."

Californians Sue Over AI Tool That Records Doctor Visits (arstechnica.com) 33

An anonymous reader quotes a report from Ars Technica: Several Californians sued Sutter Health and MemorialCare this week over allegations that an AI transcription tool was used to record them without their consent, in violation of state and federal law. The proposed class-action lawsuit, filed on Wednesday in federal court in San Francisco, states that, within the past six months, the plaintiffs received medical care at various Sutter and MemorialCare facilities.

During those visits, medical staff used Abridge AI. According to the complaint, this system "captured and processed their confidential physician-patient communications. Plaintiffs did not receive clear notice that their medical conversations would be recorded by an artificial intelligence platform, transmitted outside the clinical setting, or processed through third-party systems." The complaint adds that these recordings "contained individually identifiable medical information, including but not limited to medical histories, symptoms, diagnoses, medications, treatment discussions, and other sensitive health disclosures communicated during confidential medical consultations."

In recent years, Abridge's software and AI service have been rapidly deployed across major health care providers nationwide, including Kaiser Permanente, the Mayo Clinic, Duke Health, and many more. When activated, the software captures, transcribes, and summarizes conversations between patients and doctors, and it turns them into clinical notes. Sutter Health began partnering with Abridge two years ago. Sutter spokesperson Liz Madison said the company is aware of the lawsuit. "We take patient privacy seriously and are committed to protecting the security of our patients' information," Madison said. "Technology used in our clinical settings is carefully evaluated and implemented in accordance with applicable laws and regulations."

Omissions, Deceptions, Lying. The New Yorker Asks: Can Sam Altman Be Trusted? (newyorker.com) 76

A 17,000-word expose in the New Yorker reveals "several executives connected to OpenAI have expressed ongoing reservations about Altman's leadership." Reporters Ronan Farrow and Andrew Marantz spoke to "a hundred people with firsthand knowledge of how Altman conducts business," including current and former OpenAI employees and board members.

Among other revelations, internal messages from a few years ago show that OpenAI executives and board members "had come to believe that Altman's omissions and deceptions might have ramifications for the safety of OpenAI's products..." At the behest of his fellow board members, [OpenAI cofounder] Sutskever worked with like-minded colleagues to compile some seventy pages of Slack messages and H.R. documents, accompanied by explanatory text... The memos, which we reviewed, have not previously been disclosed in full. They allege that Altman misrepresented facts to executives and board members, and deceived them about internal safety protocols. One of the memos, about Altman, begins with a list headed "Sam exhibits a consistent pattern of . . ." The first item is "Lying"....

In a tense call after Altman's firing, the board pressed him to acknowledge a pattern of deception. "This is just so fucked up," he said repeatedly, according to people on the call. "I can't change my personality." Altman says that he doesn't recall the exchange.... He attributed the criticism to a tendency, especially early in his career, "to be too much of a conflict avoider." But a board member offered a different interpretation of his statement: "What it meant was 'I have this trait where I lie to people, and I'm not going to stop.' " Were the colleagues who fired Altman motivated by alarmism and personal animus, or were they right that he couldn't be trusted?

Friday Altman responded in part to the article. ("I am not proud of being conflict-averse, which has caused great pain for me and OpenAI," he wrote in a blog post. "I am not proud of handling myself badly in a conflict with our previous board that led to a huge mess for the company.")

But the article also assembled similar stories from throughout Altman's career: - At Altman's earlier startup Loopt, "groups of senior employees, concerned with Altman's leadership and lack of transparency, asked Loopt's board on two occasions to fire him as C.E.O.," according to Keach Hagey, author of the Altman biography The Optimist.

- During Altman's time as president of Y Combinator, "several Silicon Valley investors came to believe that his loyalties were divided. An investor told us that Altman was known to 'make personal investments, selectively, into the best companies, blocking outside investors.'" The article adds that in private, Y Combinator co-founder Paul Graham "has been unambiguous that Altman was removed because of Y.C. partners' mistrust... On one occasion, Graham told Y.C. colleagues that, prior to his removal, 'Sam had been lying to us all the time.'"

- "In a meeting with U.S. intelligence officials in the summer of 2017, he claimed that China had launched an 'A.G.I. Manhattan Project,'" the article points out, "and that OpenAI needed billions of dollars of government funding to keep pace...." But one intelligence official "after looking into the China project, concluded that there was no evidence that it existed: 'It was just being used as a sales pitch.'"

- As California lawmakers considered safety testing for AI model, one legislative aide complained of "increasingly cunning, deceptive behavior from OpenAI". OpenAI later subpoenaed some of the bill's top supporters (and OpenAI critics), in some cases asking for their private communications to investigate whether Elon Musk was funding them. [The article notes an ongoing animosity between Altman and Musk. "When Altman complained on X about a Tesla he'd ordered, Musk replied, 'You stole a non-profit.'"]

And "Multiple prominent investors who have worked with Altman told us that he has a reputation for freezing out investors if they back OpenAI's competitors." [M]ost of the people we spoke to shared the judgment of Sutskever and Amodei: Altman has a relentless will to power that, even among industrialists who put their names on spaceships, sets him apart. "He's unconstrained by truth," the board member told us. "He has two traits that are almost never seen in the same person. The first is a strong desire to please people, to be liked in any given interaction. The second is almost a sociopathic lack of concern for the consequences that may come from deceiving someone."

The board member was not the only person who, unprompted, used the word "sociopathic." One of Altman's batch mates in the first Y Combinator cohort was Aaron Swartz, a brilliant but troubled coder who died by suicide in 2013 and is now remembered in many tech circles as something of a sage. Not long before his death, Swartz expressed concerns about Altman to several friends. "You need to understand that Sam can never be trusted," he told one. "He is a sociopath. He would do anything."

Multiple senior executives at Microsoft said that, despite [CEO Satya] Nadella's long-standing loyalty, the company's relationship with Altman has become fraught. "He has misrepresented, distorted, renegotiated, reneged on agreements," one said... The senior executive at Microsoft said, of Altman, "I think there's a small but real chance he's eventually remembered as a Bernie Madoff- or Sam Bankman-Fried-level scammer."

Apple and Lenovo Have the Least Repairable Laptops, Analysis Finds (arstechnica.com) 57

An anonymous reader quotes a report from Ars Technica: Apple earned the lowest grades in a report on laptop and smartphone repairability released today by the consumer advocacy group Public Interest Research Group (PIRG) Education Fund. The report, which looks at how easy devices are to disassemble and how easy it is to find repairability information, gave Apple a C-minus in laptop repairability and a D-minus in cell phone repairability. For its "Failing the Fix (2026): Grading laptop and cell phone companies on the fixability of their products" report, PIRG analyzed the 10 newest laptops and phones that were available via manufacturers' French website in January. [...] Apple leads the list of laptop repairability losers, largely due to it having low disassembly scores. Apple, along with Dell and Samsung, also lost a full point for being members of TechNet and the CTA. Lenovo had the second-worst grade with a C-minus. Like Apple, Lenovo had low disassembly scores.

It also lost 0.5 points for failing to properly post PDFs explaining the French repair scores for some of its newest laptops sold in the region, as required in France. This is especially noteworthy because Lenovo got an F in last year's report for missing this information on at least 12 laptops. At the time, Lenovo director of communications David Hamilton provided a statement to Ars saying that the missing information was "due to a backend web compatibility issue that temporarily prevented the display of repairability scores on our Lenovo France website" that was "widely resolved." However, it appears that over a year later, Lenovo still isn't providing sufficient information to meet France's requirements

"While Lenovo has improved somewhat with their compliance with French consumer law by providing more repair score PDFs on their website, we urge the company to resolve this multi-year issue," this year's report says. PIRG's report concluded that "laptops are pretty stagnant in terms of repairability" across many of the eight most popular laptop brands in the US. However, Proctor noted to Ars that consumers' access to parts, tools, and information that vendors have has improved, but improvements around ease of disassembly "take longer to realize." He also praised vendors' efforts to release more repairable designs, such as Apple's MacBook Neo.
For its repairability index, PIRG weighed physical ease of disassembly most heavily, while also considering the availability of repair documentation, spare parts, spare-parts affordability, and other product-specific criteria. It then adjusted company grades by deducting points for membership in trade groups that oppose right-to-repair laws and adding small bonuses for manufacturers that supported right-to-repair legislation.

Acer stood out as the only laptop vendor that avoided the 0.5-point trade-group penalty, since it was not listed as a member of TechNet or the Consumer Technology Association.

Supreme Court Wipes Piracy Liability Verdict Against Grande Communications (torrentfreak.com) 30

Sony ruling, the Supreme Court has vacated the contributory copyright infringement verdict against ISP Grande Communications, ordering the Fifth Circuit to reconsider its decision in light of the new precedent. [...] The order (PDF) effectively removes the case from the Supreme Court docket, urging the Fifth Circuit Court of Appeals to take another look at its decision in light of the new ruling.

Given the similarities between the two cases, it is no surprise that the Supreme Court came to this conclusion. It is now up to the Fifth Circuit to revisit whether Grande's conduct meets the intent threshold that was established in Cox. That is a significantly higher bar than the one applied in the original verdict, which found that continuing to provide service to known infringers was enough to establish material contribution.

The music companies previously said they sent over a million copyright infringement notices, but that Grande failed to terminate even a single subscriber account in response. However, without proof of active inducement, these absolute numbers carry less weight now. Whether this translates into a win for Grande on remand remains to be seen. For now, however, the original $47 million verdict is further away than ever.

Russia's VPN Crackdown Caused Bank Outages, Telegram Founder Says (yahoo.com) 52

Russia's "great crackdown" on VPNs — and a clampdown on Telegram's messaging platform — had an unintended side effect, reports Bloomberg. It "triggered the widespread banking outage seen across the country this week, Telegram's billionaire founder Pavel Durov said." "Telegram was banned in Russia, yet 65 million Russians still use it daily via VPNs," Durov said Saturday in a post on Telegram. "The government has spent years trying to ban VPNs too. Their blocking attempts just triggered a massive banking failure; cash briefly became the only payment method nationwide yesterday." Attempts on Friday to limit VPN use could have sparked the disruption affecting banking apps, The Bell and other Russian media reported, citing industry sources who weren't identified.

The outage may have been caused by an overload in the filtering systems run by Russia's communications watchdog, according to the reports, with experts warning that major restrictions risk undermining network stability... Separately, payments for Apple Inc.'s app store and other services became unavailable in Russia from April 1, the US company said on its website, without saying why. Earlier, RBC newswire reported that the Digital Development Ministry had asked mobile operators to disable top-ups, which could help limit VPN use....

Durov, who's being investigated in Russia for allegedly aiding terrorist activity, compared the situation in his home country to Iran, where similar restrictions prompted widespread adoption of VPNs instead of the intended shift to state-backed messaging apps. "Welcome back to the Digital Resistance, my Russian brothers and sisters," said Durov, who has lived in Dubai and France in recent years. "The entire nation is now mobilized to bypass these absurd restrictions," he wrote, adding that Telegram would continue adapting to make its traffic harder to detect and block.

Reuters reports: SpaceX puts more rockets in space than any other company and promises a chance to invest in humanity's return to the moon and attempt to colonize Mars. The company aspires to put artificial intelligence data centers in space, while running a lucrative satellite communications system that opens up much of the earth to the internet and is increasingly used in war. A public listing at a potential valuation of more than $1.75 trillion comes after SpaceX merged with Musk's artificial intelligence startup xAI in a deal that valued the rocket company at $1 trillion and the developer of the Grok chatbot at $250 billion. SpaceX is hosting an analyst day on April 21, encouraging research analysts to attend in person, [...]. The company is also offering analysts an optional visit to xAI's "Macrohard" data center site in Memphis, Tennessee, on April 23, and plans to hold a virtual session on May 4 to discuss financial models with banks' research analysts, the source said.

In what has been cast by diplomats as Russia's "great crackdown," the authorities have repeatedly blocked mobile internet and jammed major messenger services while giving sweeping powers to cut off mass communications. "The task is reduce VPN usage," Digital Minister Maksut Shadayev said on state-backed messenger MAX late on Monday, adding that his ministry was trying to impose the limits with minimal impact on users. He said decisions had been taken to restrict access to a number of unidentified foreign platforms without giving details.

An anonymous reader quotes a report from the New York Times: A global ban on taxing digital streaming and downloads across national borders expired on Monday, after members of the World Trade Organization concluded an annual meeting without agreeing to extend it. U.S. representatives had pushed to extend the ban, which prevents the more than 160 members of the W.T.O. from issuing duties related to e-commerce. But Brazil and Turkey blocked a motion for a longer extension.

U.S. representatives excoriated the outcome as further proof of the organization's irrelevance. The W.T.O. provides a forum for trade negotiations and setting rules for global trade. But U.S. officials have long criticized the group for its failure to police unfair trade practices by countries like China. Over the past year, the Trump administration has further abandoned W.T.O. by issuing its own global framework of tariffs instead. [...] Brazil had pushed for a two-year extension of the moratorium on e-commerce duties, while the United States wanted a permanent one. The countries couldn't come to a compromise, but negotiations are set to continue in Geneva this spring. W.T.O. members also failed to reach an agreement on future reforms for the organization.
Bernd Lange, the chair of the international trade committee for the European Parliament, wrote in a post on X that "supporters of the multilateral trading system are waking up with a hangover."

"We knew that a breakthrough might not materialize, but that doesn't make it any less painful," he wrote, adding that "without an agreement to extend moratorium on digital tariffs, a period of great uncertainty could soon begin for businesses and consumers."

Jonathan McHale, the vice president of digital trade at the Computer & Communications Industry Association, called the outcome "deeply disappointing." He said: "For more than two decades, W.T.O. members have recognized that imposing tariffs on electronic transmissions would be counterproductive, but allowed the issue to become a negotiating football."

Australia Readies Social Media Court Action Citing Teen Ban Breaches (reuters.com) 27

Australia is preparing possible court action against major social media platforms that are failing to enforce the country's social media ban on under-16s. "Three months after the ban came into effect, the eSafety Commissioner said it was probing Meta's Instagram and Facebook, Google's YouTube, Snapchat and TikTok for possible breaches of the law," reports Reuters. From the report: Communications Minister Anika Wells said the government was gathering evidence "so that the eSafety Commissioner can go to the Federal Court and win." "We have spent the summer building that evidence base of all the stories that no doubt you have all heard ... about how kids are getting around that," Wells told reporters in Canberra. The legal threat is a striking change of tone from a government which had hailed tech giants' shows of cooperation when the ban went live in December.

Under the Australian law, platforms must show they are taking reasonable steps to keep out underage users or face fines of up to $34 million per breach, something eSafety would need to pursue in a civil court. The regulator previously said it would only take enforcement action in cases of systemic noncompliance. But in its first comprehensive compliance report since the ban took effect, eSafety said measures taken by the platforms were substandard and it would make a decision about next steps by mid-year. "We are now moving âinto an enforcement stance," said commissioner Julie Inman Grant in a statement.

The regulator reported major compliance gaps, including platforms prompting children who had previously declared ages under 16 to do fresh age checks, allowing repeated attempts at age-assurance tests until a child got a result over 16 and poor pathways for people to report underage accounts. Some platforms did not use age-inference, which estimates age based on someone's online activity, and some only used age-assurance measures like photo-based checks after a user tried to change their age, rather than at sign-up. That made it "likely many Australian children aged under 16 have been able to create accounts on age-restricted social media platforms by simply declaring they are 16 or older", the regulator said. Nearly one-third of parents reported their under-16 child had at least one social media account after the ban took effect, of which two-thirds said the platform had not asked the child's age, it added.

What Made Bell Labs So Successful? (msn.com) 86

Bell Labs "created many of the foundational innovations of the modern age," writes Jon Gertner, author of The Idea Factory: Bell Labs and the Great Age of American Innovation — from transistors and telecommunications satellites to Unix and the C programming language.

But what was the secret to its success? he asks in a new article for the Wall Street Journal. Start with its lucky arrival in a "problem-rich" environment, suggests Arno Penzias, winner of one of Bell Labs' 11 Nobel Prizes: It was Bell Labs' responsibility, in other words, to create technologies for designing, expanding and improving an unruly communications network of cables and microwave links and glass fibers. The Labs also had to figure out ways to create underwater conduits, as well as switching centers that could manage the growing number of customers and escalating amounts of data.... Money mattered, too. Being connected to AT&T, the largest company in the world, was an advantage. The Labs' budget was enormous, and accounting conventions allowed its parent company to make huge and continuing investments in R & D. The generous funding, moreover, allowed scientists and engineers to buy and build expensive equipment — for instance, anechoic chambers to create the world's quietest rooms...

The most fortunate part of Bell Labs' situation, however, was that in being attached to a monopoly it could partake in long-term thinking... Without competition nipping at its heels, Bell Labs engineers had the luxury of working out difficult ideas over decades. The first conceptualization of a cellular phone network, for instance, came out of the Labs in the late 1940s; it wasn't until the late 1970s that technicians began testing one in Chicago to gauge its potential. The challenge of deploying these technologies was immense. (The regulatory hurdles were formidable, too....)

The article also credits the visionary management of Mervin Kelly — who fortunately also "had access to funding in a decade when most executives and universities didn't" to hire the brightest people. (By the early 1980s Bell Labs employed about 25,000 researchers, technicians and support staff, with an annual budget of $2 billion — roughly $7 billion in today's dollars.) "The Labs' involvement in World War II suggested to Kelly that an exciting postwar era of electronics was approaching, but that the technical problems would be so complex that they required a mix of expertise — not just physicists, but material scientists, chemists, electrical engineers, circuitry experts and the like." At Bell Labs, Kelly would sometimes handpick teams and create such a mix, as was the case for the transistor invention in the late 1940s. He came to see innovation arising not from like-minded or similarly trained people conversing with each other, but from a friction of ideas and approaches. It meant hiring researchers who had different personalities and favored a range of experimental angles. It also meant personally designing a campus in Murray Hill where departments were spread apart, so that scientists and engineers would be forced to walk, mingle and engage in serendipitous conversations and debate ideas. Meanwhile, under Kelly, the Labs focused on hiring people who were deeply curious, not just smart. Kelly saw it as his professional duty to do far more than what was expected, with his laboratory and vast resources, to create new technologies...

The breakup of AT&T's monopoly, which led to a steady shrinking of Bell Labs' staff, budget and remit, shows us that no matter how forward looking your employees and managers may be, they will not necessarily see the future coming. It likewise suggests that technological progress is too unpredictable for one organization, no matter how powerful or smart, to control. Famously, Bell Labs managers didn't see value in the Arpanet, which eventually led to today's internet.

And yet, for at least five decades, Bell Labs created a blueprint for the global development of communications and electronics. In understanding why it did so, I tend to think its ultimate secret may be hiding in plain sight. The secret has to do with Bell Labs' structure — not only being connected to a fabulously profitable monopoly, but being connected to a company that could move theoretical and applied research into a huge manufacturing division that made telecom equipment (at Western Electric) and ultimately into a dynamic operating system (the AT&T network)... Scientists and engineers at the Labs understood their ideas would be implemented, if they passed muster, into the huge system its parent company was running.

Bell Labs racked up about 30,000 patents, according to the article, and celebrated its 100th anniversary last April.

Supreme Court Sides With Internet Provider In Copyright Fight Over Pirated Music 91

Longtime Slashdot reader JackSpratts writes: The Supreme Court unanimously said on Wednesday that a major internet provider could not be held liable for the piracy of thousands of songs online in a closely watched copyright clash. Music labels and publishers sued Cox Communications in 2018, saying the company had failed to cut off the internet connections of subscribers who had been repeatedly flagged for illegally downloading and distributing copyrighted music. At issue for the justices was whether providers like Cox could be held legally responsible and required to pay steep damages -- a billion dollars or more in Cox's case -- if they knew that customers were pirating music but did not take sufficient steps to terminate their internet access.

In its opinion released (PDF) on Wednesday, the court said a company was not liable for "merely providing a service to the general public with knowledge that it will be used by some to infringe copyrights." Writing for the court, Justice Clarence Thomas said a provider like Cox was liable "only if it intended that the provided service be used for infringement" and if it, for instance, "actively encourages infringement." Justice Sonia Sotomayor, joined by Justice Ketanji Brown Jackson, wrote separately to say that she agreed with the outcome but for different reasons. [...]
Cox called the court's unanimous decision a "decisive victory" for the industry and for Americans who "depend on reliable internet service."

"This opinion affirms that internet service providers are not copyright police and should not be held liable for the actions of their customers," the company said.

NASA Halts Work On Gateway To Develop a Lunar Base (spacenews.com) 73

NASA is reportedly halting work on the lunar Gateway in favor of a more direct push to build a lunar base. The new plan would cost tens of billions over the next decade, though the change could face hurdles because Congress previously funded Gateway specifically. SpaceNews reports: "Starting today, we're building humanity's first deep space outpost," said Carlos Garcia-Galan, program executive for NASA's moon base effort. The lunar base will take place in three phases. Phase 1, running from 2026 to 2028, "is all about getting to the moon reliably," he said. That includes a significant increase in the cadence of lander missions through the Commercial Lunar Payload Services and other programs. It will also focus on developing enabling technologies and getting "ground truth" for potential base locations at the lunar south pole.

Phase 2, from 2029 through 2031, starts building the base, he said. That would include building out communications, navigation, power and other infrastructure, developing larges CLPS cargo landers and supporting two crewed missions a year. Phase 3, beginning 2032, will enable "long distance and long duration human exploration" on the moon, he said, with routine logistics missions to the moon and uncrewed cargo return missions from the moon. Garcia-Galan said NASA foresees spending $10 billion each on Phases 1 and 2. Phase 3, lasting to at least 2036, would cost an additional $10 billion or more.

The base would leverage existing programs, although with some changes. NASA is planning to revamp the Lunar Terrain Vehicle program after concluding the current approach would take too long to get a crew-capable rover to the moon. "We were projecting a delivery on the lunar surface by 2030," he said. The agency is instead issuing a draft request for proposals for simplified rovers that could be quicker and easier to develop but could be upgraded later. The base, though, would include some new capabilities and technologies. One example Garcia-Galan provided was MoonFall, a drone that would be able to hop from one location to another on the lunar surface. The drones will be "built on the legacy" of Ingenuity, the small Mars helicopter. "We're going to take everything that we learned from Ingenuity's systems, the avionics, all of that, to build this."

FCC Bans Imports of New Foreign-Made Routers, Citing Security Concerns (reuters.com) 183

New submitter the_skywise shares a report from Reuters: The U.S. Federal Communications Commission said on Monday it was banning the import of all new foreign-made consumer routers, the latest crackdown on Chinese-made electronic gear over security concerns. China is estimated to control at least 60% of the U.S. market for home routers, boxes that connect computers, phones, and smart devices to the internet. The FCC order does not impact the import or use of existing models, but will ban new ones.

The agency said a White House-convened review deemed imported routers pose "a severe cybersecurity risk that could be leveraged to immediately and severely disrupt U.S. critical infrastructure." It said malicious actors had exploited security gaps in foreign-made routers "to attack households, disrupt networks, enable espionage, and facilitate intellectual property theft," citing their role in major hacks like Volt and Salt Typhoon. The determination includes an exemption for routers the Pentagon deems do not pose unacceptable risks.

Reddit Is Weighing Identity Verification Methods To Combat Its Bot Problem (engadget.com) 116

An anonymous reader quotes a report from Engadget: There could be one more step required before creating an account and posting on Reddit in the future. According to Reddit's CEO, Steve Huffman, the social media platform is exploring different ways to verify a user is human and not a bot. When asked by the TBPN podcast how to confirm that it's a human using Reddit, Huffman responded with several verification methods with varying degrees of heavy-handedness.

"The most lightweight way is with something like Face ID or Touch ID," Huffman said during the interview. "They actually require a human presence, like a human has to touch, or do or look at something, so that actually just proves there's a person there or gets you pretty far." Besides these passkey methods that use biometrics data, Huffman said there are other options like relying on third-party services that are decentralized or don't require ID. On the other end of the spectrum, Huffman also mentioned more burdensome options, like ID-checking services.

[...] "Part of our promise for our users is we don't know your name but we do want to know you're a person," Huffman said. "It'll be an evolution for us for a while, and probably every platform to find the right middle ground here." Reddit co-founder and former executive chair, Alexis Ohanian, said on X that Reddit requiring Face ID wasn't something he expected but agreed that something had to be done about the fake content from bots, adding that, "I just don't know how to sell face-scanning to Redditors or even lurkers." The Digg beta shut down earlier this month after failing to fight the overwhelming influx of AI-driven bots and spam. "The internet is now populated, in meaningful part, by sophisticated AI agents and automated accounts," said CEO Justin Mezzell. "We knew bots were part of the landscape, but we didn't appreciate the scale, sophistication, or speed at which they'd find us."

Elon Musk Announces $20B 'Terafab' Chip Plant in Texas To Supply His Companies (yahoo.com) 126

"Billionaire Elon Musk has announced plans to build a $20 billion chip plant in Austin, Texas" reports a local news station: Musk announced on Saturday night during a livestream on his social media platform X that the plant, called "Terafab," will be built near Tesla's campus and gigafactory in eastern Travis County. The long-anticipated project is a joint venture between Musk-owned properties Tesla, SpaceX and xAI... The Terafab plant is expected to begin production in 2027.
Musk "has said the semiconductor industry is moving too slow to keep up with the supply of chips he expects to need," writes Bloomberg — quoting Musk as saying "We either build the Terafab or we don't have the chips, and we need the chips, so we build the Terafab." Musk detailed some specific plans, including producing chips that can support 100 to 200 gigawatts a year of computing power on Earth, and chips that can support a terawatt in space, but gave no timelines for the facility or its output... The facility is expected to make two types of chips, one of which will be optimized for edge and inference, primarily for his vehicle, robotaxi and Optimus humanoid robots. The other will be a high-power chip, designed for space that could be used by SpaceX and xAI... Musk said he expects xAI to use the vast majority of the chips.

During the presentation, Musk also unveiled a speculative rendering of a future "mini" AI data center satellite, one piece of a much larger satellite system that he wants SpaceX to build to do complex computing in space. In January, SpaceX requested a license from the Federal Communications Commission to launch one million data center satellites into orbit around Earth. Musk said that the mini satellite he revealed would have the capacity for 100 kilowatts of power. "We expect future satellites to probably go to the megawatt range," Musk said.

Raising money to build and launch AI data centers in space is one of the driving forces behind SpaceX's planned IPO later this year. SpaceX is expected to raise as much as $50 billion in a record-setting IPO this summer which could value it at more than $1.75 trillion, Bloomberg News reported earlier.

Tech Leaders Support California Bill to Stop 'Dominant Platforms' From Blocking Competition (ca.gov) 47

A new bill proposed in California "goes after big tech companies" writes Semafor. Supported by Y Combinator, Cory Doctorow , and the nonprofit advocacy group Fight for the Future, it's called the "BASED" act — an acronym which stands for "Blocking Anticompetitive Self-preferencing by Entrenched Dominant platforms."

As announced by San Francisco state representative Scott Wiener, the bill "will restore competition to the digital marketplace by prohibiting any digital platform with a market capitalization greater than $1 trillion and serving 100 million or more monthly users in the U.S., from favoring their own products and services on the platforms they operate."

More from Scott Wiener;s announcement: For years, giant digital platforms like Apple, Amazon, Google, and Meta have used their immense power to promote their own products and services while stifling competitors — a practice also known as self-preferencing. The result has been higher prices, diminished service, and fewer options for consumers, and less innovation across the technology ecosystem.

Self-preferencing also locks startups and mid-sized companies out of the online marketplace unless they play by rules set by their competitors. As a new generation of AI-powered startups seeks to enter the marketplace, their success — and public access to the innovations they produce — depends on their ability to compete on an even playing field.

"Anticompetitive behavior is everywhere on the internet," said Senator Wiener, "from rigged search results, to manipulative nudges boosting the 'house' product, to anti-discount policies that raise prices, to the dreaded green bubble that 'breaks' the group chat. When the world's largest digital platforms rig the game to favor their own products and services, we all lose. The announcement includes a quote from Teri Olle, VP of the nonprofit Economic Security California Action, saying the act would "safeguard merit-based market competition. This legislation stands for a simple principle: owning the stadium doesn't mean that you get to rig the game." Some conduct prohibited by the proposed bill includes
  • Manipulating the order of search results to favor a provider's products or services, irrespective of a merit-based process,
  • Using non-public data generated by third-party sellers — including sales volumes, pricing, and customer behavior — to develop competing products that are subsequently boosted above the third-party sellers' product...

And the announcement also notes that "under the terms of the bill, providers could not prevent consumers from obtaining a portable copy of their own data or restrict voluntary data sharing (by consumers) with third parties."

Millions Face Mobile Internet Outages in Moscow. 'Digital Crackdown' Feared (cnn.com) 54

13 million people live in Moscow, reports CNN.

But since early March the city "has experienced internet and mobile service outages on a level previously unseen." (Though Wi-Fi access to the internet is still available...) Russian social media "is flooded with jokes and memes about sending letters by carrier pigeons or using smartphones as ping-pong paddles..." [Moscow residents] complain they cannot navigate around the center or use their favorite mobile apps. The interruptions appear to have had a knock-on effect of making it more difficult to make voice calls or send an SMS. Some are panic-buying walkie-talkies, paper maps, and even pagers.

The latest shutdown builds on similar efforts around the country. For months, mobile internet service interruptions have hit Russia's regions, particularly in provinces bordering Ukraine, which has staged incursions and launched strikes inside Russian territory to counter Russia's full-scale invasion. Some regions have reported not having any mobile internet since summer. But the most recent outages have hit the country's main centers of wealth and power: Moscow and Russia's second city, St. Petersburg.

Public officials claim the blackout of mobile internet service in the capital and other regions is part of a security effort to counter "increasingly sophisticated methods" of Ukrainian attack... Speculation centers on whether the authorities are testing their ability to clamp down on public protest in the case there's an effort to reintroduce unpopular mobilization measures to find fresh manpower for the war in Ukraine; whether mobile internet outages may precede a more sweeping digital blackout; or if the new restrictions reflect an atmosphere of heightened fear and paranoia inside the Kremlin as it watches US-led regime- change efforts unfold against Russian allies such as Venezuela and Iran... On Wednesday, Russian mobile providers sent notifications that there would be "temporary restrictions" on mobile internet in parts of Moscow for security reasons, Russian state news agency RIA-Novosti reported. The measures will last "for as long as additional measures are needed to ensure the safety of our citizens," Kremlin spokesman Dmitry Peskov said on March 11...

As well as banning many social media platforms, Russia blocks calling features on messenger apps such as WhatsApp and Telegram. Roskomnadzor, the country's communications regulator, has introduced a "white list" of approved apps... Russia has also tested what it calls the "sovereign internet," a network that is effectively firewalled from the rest of the world. The disruptions are fueling broader concerns about tightening state control. In parallel with the internet shutdown, the Kremlin has also been pushing to impose a state-controlled messaging app called Max as the country's main portal for state services, payments and everyday communication. There has been speculation the Kremlin may be planning to ban Telegram, Russia's most widely used messaging app, entirely. Roskomnadzor said that it was restricting Telegram for allegedly failing to comply with Russian laws.

"Russia has opened a criminal case against me for 'aiding terrorism,'" Telegram's Russian-born founder Pavel Durov said on X last month. "Each day, the authorities fabricate new pretexts to restrict Russians' access to Telegram as they seek to suppress the right to privacy and free speech...."

FBI Is Buying Location Data To Track US Citizens, Director Confirms (techcrunch.com) 114

An anonymous reader quotes a report from TechCrunch: The FBI has resumed purchasing reams of Americans' data and location histories to aid federal investigations, the agency's director, Kash Patel, testified to lawmakers on Wednesday. This is the first time since 2023 that the FBI has confirmed it was buying access to people's data collected from data brokers, who source much of their information -- including location data -- from ordinary consumer phone apps and games, per Politico. At the time, then-FBI director Christopher Wray told senators that the agency had bought access to people's location data in the past but that it was not actively purchasing it.

When asked by U.S. Senator Ron Wyden, Democrat of Oregon, if the FBI would commit to not buying Americans' location data, Patel said that the agency "uses all tools ... to do our mission." "We do purchase commercially available information that is consistent with the Constitution and the laws under the Electronic Communications Privacy Act -- and it has led to some valuable intelligence for us," Patel testified Wednesday. Wyden said buying information on Americans without obtaining a warrant was an "outrageous end-run around the Fourth Amendment," referring to the constitutional law that protects people in America from device searches and data seizures.

Cloudflare Appeals Piracy Shield Fine, Hopes To Kill Italy's Site-Blocking Law (arstechnica.com) 25

Cloudflare is appealing a 14.2 million-euro fine from Italy for refusing to comply with its "Piracy Shield" law, which requires blocking access to websites on its 1.1.1.1 DNS service within 30 minutes. The company argues the system lacks oversight, risks widespread overblocking, and could undermine core Internet infrastructure. Ars Technica's Jon Brodkin reports: Piracy Shield is "a misguided Italian regulatory scheme designed to protect large rightsholder interests at the expense of the broader Internet," Cloudflare said in a blog post this week. "After Cloudflare resisted registering for Piracy Shield and challenged it in court, the Italian communications regulator, AGCOM, fined Cloudflare... We appealed that fine on March 8, and we continue to challenge the legality of Piracy Shield itself." Cloudflare called the fine of 14.2 million euros ($16.4 million) "staggering." AGCOM issued the penalty in January 2026, saying Cloudflare flouted requirements to disable DNS resolution of domain names and routing of traffic to IP addresses reported by copyright holders.

Cloudflare had previously resisted a blocking order it received in February 2025, arguing that it would require installing a filter on DNS requests that would raise latency and negatively affect DNS resolution for sites that aren't subject to the dispute over piracy. Cloudflare co-founder and CEO Matthew Prince said that censoring the 1.1.1.1 DNS resolver would force the firm "not just to censor the content in Italy but globally."

Piracy Shield was designed to combat pirated streams of live sports events, requiring network operators to block domain names and IP addresses within 30 minutes of receiving a copyright notification. Cloudflare said the fine should have been capped at 140,000 euros ($161,000), or 2 percent of its Italian earnings, but that "AGCOM calculated the fine based on our global revenue, resulting in a penalty nearly 100 times higher than the legal limit."

Despite its complaints about the size of the fine, Cloudflare said the principles at stake "are even larger" than the financial penalty. "Piracy Shield is an unsupervised electronic portal through which an unidentified set of Italian media companies can submit websites and IP addresses that online service providers registered with Piracy Shield are then required to block within 30 minutes," Cloudflare said.
Cloudflare is pushing for the law to be struck down, arguing that it is "incompatible with EU law, most notably the Digital Services Act (DSA), which requires that any content restriction be proportionate and subject to strict procedural safeguards."

In addition to appealing the fine, Cloudflare says it will continue to challenge Piracy Shield in Italian courts, engage with EU officials, and seek full access to AGCOM's Piracy Shield records.
