Chinese Satellites Complete First High-Altitude Rendezvous For Possible Groundbreaking Refueling (extremetech.com) 11

Two Chinese satellites, SJ-25 and SJ-21, have reportedly completed the first autonomous high-altitude orbital docking. "Although unconfirmed, this is thought to be the first orbital refueling at such a height -- the two satellites are currently over 20,000 miles from Earth," reports ExtremeTech. From the report: Orbital refueling is an important component in keeping satellites and space stations in low Earth orbit flying, but any efforts beyond that have been merely speculative until the past few years, when serious efforts from a range of private and national entities have explored its possibilities. China may have gotten ahead of the curve with this latest docking, though, in an impressive world first that raises serious concerns for satellites from nations and entities that align themselves differently from China's goals and ambitions.

In January, a satellite designated SJ-25 was launched "for the verification of satellite fuel replenishment and life extension service technologies," according to the Chinese state-owned designer, Shanghai Academy of Spaceflight Technology (via Ars Technica). Sometime last week, it matched orbits with the SJ-21 satellite, which previously conducted space debris maneuvering tests in 2021 and has remained in a geosynchronous orbit ever since.

Last week, the two satellites matched orbits and seemingly docked together. Analysts believe the newer SJ-25 has likely proven refueling is possible even for geosynchronous satellites without the need for a manned crew to facilitate it. In an effort to prove this, two US Space Force's inspector satellites have positioned themselves in closer orbits to SJ-25 and SJ-21 for improved optics. [...] China continues to suggest these missions are part of a debris clean-up program, though it hasn't publicly made any statements about the recent alleged docking and refueling to celebrate its successes. If it doesn't, the only way we'll know if a refueling maneuver was successful is if the SJ-21 satellite unshackles from its younger sibling and performs fuel-demanding maneuvers that its previously estimated fuel levels shouldn't allow for.

The bank has consolidated 12 international sanctions screening systems into one platform, retired 20 cash equities platforms and launched a replacement, and automated high-risk processes where "fat-finger" errors previously occurred. Recent mistakes included crediting one account with $81 trillion after an employee failed to remove zeros from an electronic form and a copy-paste error that almost missent $6 billion.

Hacker With 'Political Agenda' Stole Data From Columbia, University Says (therecord.media) 28

A politically motivated hacker breached Columbia University's IT systems, stealing vast amounts of sensitive student and employee data -- including admissions decisions and Social Security numbers. The Record reports: The hacker reportedly provided Bloomberg News with 1.6 gigabytes of data they claimed to have stolen from the university, including information from 2.5 million applications going back decades. The stolen data the outlet reviewed reportedly contains details on whether applicants were rejected or accepted, their citizenship status, their university ID numbers and which academic programs they sought admission to. While the hacker's claims have not been independently verified, Bloomberg said it compared data provided by the hacker to that belonging to eight Columbia applicants seeking admission between 2019 and 2024 and found it matched.

The threat actor reportedly told Bloomberg he was seeking information that would indicate whether the university continues to use affirmative action in admissions despite a 2023 Supreme Court decision prohibiting the practice. The hacker told Bloomberg he obtained 460 gigabytes of data in total -- after spending two months targeting and penetrating increasingly privileged layers of the university's servers -- and said he harvested information about financial aid packages, employee pay and at least 1.8 million Social Security numbers belonging to employees, applicants, students and their family members.

Bezos-Backed Methane Tracking Satellite Is Lost In Space (reuters.com) 60

MethaneSAT, an $88 million satellite backed by Jeff Bezos and led by the Environmental Defense Fund to track global methane emissions, has been lost in space after going off course and losing power over Norway. "We're seeing this as a setback, not a failure," Amy Middleton, senior vice president at EDF, told Reuters. "We've made so much progress and so much has been learned that if we hadn't taken this risk, we wouldn't have any of these learnings." Reuters reports: The launch of MethaneSAT in March 2024 was a milestone in a years-long campaign by EDF to hold accountable the more than 120 countries that in 2021 pledged to curb their methane emissions. It also sought to help enforce a further promise from 50 oil and gas companies made at the Dubai COP28 climate summit in December 2023 to eliminate methane and routine gas flaring. [...] While MethaneSAT was not the only project to publish satellite data on methane emissions, its backers said it provided more detail on emissions sources and it partnered with Google to create a publicly-available global map of emissions.

EDF reported the lost satellite to federal agencies including the National Oceanic and Atmospheric Administration, Federal Communications Commission and the U.S. Space Force on Tuesday, it said. Building and launching the satellite cost $88 million, according to the EDF. The organization had received a $100 million grant from the Bezos Earth Fund in 2020 and got other major financial support from Arnold Ventures, the Robertson Foundation and the TED Audacious Project and EDF donors. The project was also partnered with the New Zealand Space Agency. EDF said it had insurance to cover the loss and its engineers were investigating what had happened.

The organization said it would continue to use its resources, including aircraft with methane-detecting spectrometers, to look for methane leaks. It also said it was too early to say whether it would seek to launch another satellite but believed MethaneSAT proved that a highly sensitive instrument "could see total methane emissions, even at low levels, over wide areas."

Laptop Mag, a tech publication that began in 1991 as a print magazine, is shutting down after nearly 35 years. The Verge reports: Laptop Mag has evolved many times over the years. It started as a print publication in 1991, when Bedford Communications launched the Laptop Buyers Guide and Handbook. Laptop Mag was later acquired by TechMedia Network (which is now called Purch) in 2011 and transitioned to digital-only content in 2013. Future PLC, the publisher that owns brands like PC Gamer, Tom's Guide, and TechRadar, acquired Purch -- and Laptop Mag along with it.

"We are incredibly grateful for your dedication, talent, and contributions to Laptop Mag, and we are committed to supporting you throughout this transition," [Faisal Alani, the global brand director at Laptop Mag owner Future PLC] said. Laptop Mag's shutdown follows the closure of long-running tech site AnandTech, which was also owned by Future PLC. It's not clear whether Laptop Mag's archives will be available following the shutdown.

AT&T Now Lets Customers Lock Down Account To Prevent SIM Swapping Attacks (theverge.com) 10

AT&T has launched a new Account Lock feature designed to protect customers from SIM swapping attacks. The security tool, available through the myAT&T app, prevents unauthorized changes to customer accounts including phone number transfers, SIM card changes, billing information updates, device upgrades, and modifications to authorized users.

SIM swapping attacks occur when criminals obtain a victim's phone number through social engineering techniques, then intercept messages and calls to access two-factor authentication codes for sensitive accounts. The attacks have become increasingly common in recent years. AT&T began gradually rolling out Account Lock earlier this year, joining T-Mobile, Verizon, and Google Fi, which already offer similar fraud prevention features.

FCC Delays Enforcement of Prison Call Pricing Limits (theverge.com) 84

The FCC will suspend enforcement of rules that would lower prison phone and video call prices until April 1st, 2027. Trump-appointed FCC Chair Brendan Carr said that prisons won't have to comply with the pricing regulations [PDF], reversing plans to implement the caps this year.

The rules would have dropped the price of a 15-minute phone call to 90 cents in larger prisons. Current fees can reach as high as $11.35 for a 15-minute call, which the FCC described in 2024 as "exorbitant." Four states -- Connecticut, California, Minnesota, and Massachusetts -- have made prison calls free. Former President Joe Biden signed the Martha Wright-Reed law in 2023, allowing the FCC to regulate prison call rates. The agency voted to adopt the new rates last year, with rules set to take effect on a staggered basis starting January 1st, 2025.

Carr said the regulations are "leading to negative, unintended consequences" and would make caps "too low" to cover "required safety measures." FCC Commissioner Anna Gomez criticized the delay, stating the Commission "is now stalling, shielding a broken system that inflates costs and rewards kickbacks to correctional facilities."

Encrypted communications provider Proton has joined an antitrust lawsuit against Apple, filing a legal complaint that claims the company's App Store practices harm developers, consumers, and privacy. The Switzerland-based firm joined a group of Korean developers who sued Apple in May rather than filing a separate case.

Proton asked the US District Court for Northern California to require Apple to allow alternative app stores, expose those stores through its own App Store, permit developers to disable Apple's in-app payment system, and provide full access to Apple APIs. The company added a privacy-focused argument to typical antitrust complaints, contending that Apple's pricing model particularly penalizes companies that refuse to harvest user data. Senate GOP Budget Bill Has Little-Noticed Provision That Could Hurt Your Wi-Fi (arstechnica.com) 62

An anonymous reader shares a report: Sen. Ted Cruz (R-Texas) has a plan for spectrum auctions that could take frequencies away from Wi-Fi and reallocate them for the exclusive use of wireless carriers. The plan would benefit AT&T, which is based in Cruz's home state, along with Verizon and T-Mobile.

Cruz's proposal revives a years-old controversy over whether the entire 6 GHz band should be devoted to Wi-Fi, which can use the large spectrum band for faster speeds than networks that rely solely on the 2.4 and 5 GHz bands. Congress is on the verge of passing legislation that would require spectrum to be auctioned off for full-power, commercially licensed use, and the question is where that spectrum will come from.

When the House of Representatives passed its so-called "One Big Beautiful Bill," it excluded all of the frequencies between 5.925 and 7.125 gigahertz from the planned spectrum auctions. But Cruz's version of the budget reconciliation bill, which is moving quickly toward a final vote, removed the 6 GHz band's protection from spectrum auctions. The Cruz bill is also controversial because it would penalize states that regulate artificial intelligence.

Instead of excluding the 6 GHz band from auctions, Cruz's bill would instead exclude the 7.4-8.4 GHz band used by the military. Under conditions set by the bill, it could be hard for the Commerce Department and Federal Communications Commission to fulfill the Congressional mandate without taking some spectrum away from Wi-Fi.

Sinaloa Cartel Used Phone Data and Surveillance Cameras To Find and Kill FBI Informants in 2018, DOJ Says (aol.com) 36

Designated as a foreign terrorist group by multiple countries, Mexico's Sinaloa drug cartel fiercely defends its transnational organized crime syndicate.

"A hacker working for the Sinaloa drug cartel was able to obtain an FBI official's phone records," reports Reuters, "and use Mexico City's surveillance cameras to help track and kill the agency's informants in 2018, the U.S. Justice Department said in a report issued on Thursday." The incident was disclosed in a Justice Department Inspector General's audit of the FBI's efforts to mitigate the effects of "ubiquitous technical surveillance," a term used to describe the global proliferation of cameras and the thriving trade in vast stores of communications, travel, and location data... The report said the hacker identified an FBI assistant legal attaché at the U.S. Embassy in Mexico City and was able to use the attaché's phone number "to obtain calls made and received, as well as geolocation data."

The report said the hacker also "used Mexico City's camera system to follow the (FBI official) through the city and identify people the (official) met with." The report said "the cartel used that information to intimidate and, in some instances, kill potential sources or cooperating witnesses."

Supreme Court Rejects Challenge To FCC Broadband Subsidy Program (nbcnews.com) 58

The Supreme Court ruled Friday that the FCC's Universal Service Fund can continue operating, rejecting claims that the program's funding mechanism violates the Constitution. In a 6-3 decision written by Justice Elena Kagan, the court found that Congress did not exceed its authority when it enacted the 1996 law establishing the fund and that the FCC could delegate administration to a private corporation. The Universal Service Fund subsidizes telecommunications services for low-income consumers, rural health care providers, schools and libraries through fees generally passed on to customers that raise billions of dollars annually.

The program is administered by the Universal Service Administrative Company, a nonprofit the FCC designated to run the fund. Conservative advocacy group Consumers' Research challenged the structure, arguing that "a private company is taxing Americans in amounts that total billions of dollars every year, under penalty of law, without true governmental accountability."

The Fifth Circuit Court of Appeals ruled in favor of Consumers' Research, prompting the FCC to petition the Supreme Court for review. Kagan wrote that Congress "sufficiently guided and constrained the discretion that it lodged with the FCC to implement the universal-service contribution scheme," adding that the FCC "retained all decision-making authority within that sphere." She concluded that "nothing in those arrangements, either separately or together, violates the Constitution." The challengers argued the program violates the "nondelegation doctrine," a conservative legal theory that says Congress has limited powers to delegate its lawmaking authority to the executive branch.

Starlink Helps Eight More Nations Pass 50% IPv6 Adoption (theregister.com) 68

Eight nations have surpassed 50% IPv6 deployment since June 2024, bringing the total number of countries in the majority IPv6 club to 21, according to the Internet Society. Brazil, Guatemala, Hungary, Japan, Mexico, Puerto Rico, Sri Lanka, and Tuvalu all crossed the threshold over the past year.

Tuvalu's adoption coincided with the arrival of Elon Musk's Starlink satellite broadband service, which operates as IPv6-only. The Internet Society's Pulse platform found no IPv6 deployment in the Pacific nation in June 2024, but Starlink now holds 88% market share there and 59% of Tuvalu's internet connections use IPv6.

France moved from third place to tie with India for the global lead at 73% IPv6 deployment. Japan rebounded from 49% to 55%, returning to the 50% club after dropping below the mark in mid-2024. Puerto Rico climbed from 49% to 53%. Thailand appears positioned to join next at 49% deployment, followed by Estonia at 46% and the United Kingdom at 45%.

"For years, young people seeking a lucrative career were urged to go all in on computer science. From 2005 to 2023, the number of comp-sci majors in the United States quadrupled. All of which makes the latest batch of numbers so startling. This year, enrollment grew by only 0.2 percent nationally, and at many programs, it appears to already be in decline, according to interviews with professors and department chairs. At Stanford, widely considered one of the country's top programs, the number of comp-sci majors has stalled after years of blistering growth. Szymon Rusinkiewicz, the chair of Princeton's computer-science department, told me that, if current trends hold, the cohort of graduating comp-sci majors at Princeton is set to be 25 percent smaller in two years than it is today. The number of Duke students enrolled in introductory computer-science courses has dropped about 20 percent over the past year."

"But if the decline is surprising, the reason for it is fairly straightforward: Young people are responding to a grim job outlook for entry-level coders. In recent years, the tech industry has been roiled by layoffs and hiring freezes. The leading culprit for the slowdown is technology itself. Artificial intelligence has proved to be even more valuable as a writer of computer code than as a writer of words. This means it is ideally suited to replacing the very type of person who built it. A recent Pew study found that Americans think software engineers will be most affected by generative AI. Many young people aren't waiting to find out whether that's true."

Australia Regulator and YouTube Spar Over Under-16s Social Media Ban 26

Australia's eSafety Commissioner has urged the government to deny YouTube an exemption from upcoming child safety regulations, citing research showing it exposes more children to harmful content than any other platform. YouTube pushed back, calling the commissioner's stance inconsistent with government data and parental feedback. "The quarrel adds an element of uncertainty to the December rollout of a law being watched by governments and tech leaders around the world as Australia seeks to become the first country to fine social media firms if they fail to block users aged under 16," reports Reuters. From the report: The centre-left Labor government of Anthony Albanese has previously said it would give YouTube a waiver, citing the platform's use for education and health. Other social media companies such as Meta's Facebook and Instagram, Snapchat, and TikTok have argued such an exemption would be unfair. eSafety Commissioner Julie Inman Grant said she wrote to the government last week to say there should be no exemptions when the law takes effect. She added that the regulator's research found 37% of children aged 10 to 15 reported seeing harmful content on YouTube -- the most of any social media site. [...]

YouTube, in a blog post, accused Inman Grant of giving inconsistent and contradictory advice, which discounted the government's own research which found 69% of parents considered the video platform suitable for people under 15. "The eSafety commissioner chose to ignore this data, the decision of the Australian Government and other clear evidence from teachers and parents that YouTube is suitable for younger users," wrote Rachel Lord, YouTube's public policy manager for Australia and New Zealand.

Inman Grant, asked about surveys supporting a YouTube exemption, said she was more concerned "about the safety of children and that's always going to surpass any concerns I have about politics or being liked or bringing the public onside". A spokesperson for Communications Minister Anika Wells said the minister was considering the online regulator's advice and her "top priority is making sure the draft rules fulfil the objective of the Act and protect children from the harms of social media."

Canadian Telecom Hacked By Suspected China State Group (arstechnica.com) 10

Hackers suspected of working on behalf of the Chinese government exploited a maximum-severity vulnerability, which had received a patch 16 months earlier, to compromise a telecommunications provider in Canada, officials from that country and the US said Monday. ArsTechnica: "The Cyber Centre is aware of malicious cyber activities currently targeting Canadian telecommunications companies," officials for the center, the Canadian government's primary cyber security agency, said in a statement. "The responsible actors are almost certainly PRC state-sponsored actors, specifically Salt Typhoon." The FBI issued its own nearly identical statement.

Salt Typhoon is the name researchers and government officials use to track one of several discreet groups known to hack nations all over the world on behalf of the People's Republic of China. In October 2023, researchers disclosed that hackers had backdoored more than 10,000 Cisco devices by exploiting CVE-2023-20198, a vulnerability with a maximum severity rating of 10. Any switch, router, or wireless LAN controller running Cisco's iOS XE that had the HTTP or HTTPS server feature enabled and exposed to the Internet was vulnerable. Cisco released a security patch about a week after security firm VulnCheck published its report.

House Bans WhatsApp on Congressional Staff Devices Over Security Concerns (axios.com) 34

The U.S. House chief administrative officer has banned WhatsApp from congressional staffers' government devices citing data vulnerability concerns. The cybersecurity office deemed the messaging app "high-risk" due to lack of transparency in data protection, absence of stored data encryption, and potential security risks, according to an email obtained by Axios.

Staff cannot download or keep WhatsApp on any House device, including mobile, desktop, or web browser versions.

Bug Hits Some Threads Users: Their Words Echoed by All Other Users (techcrunch.com) 14

Threads now has 350 million users — but this week a strange bug affected some Threads accounts (on both desktop and mobile). "One user's post will get repeated over and over again..." explains TechCrunch, "as though every user on your feed is saying the same thing." "Siri, unsubscribe me from 2025," one Threads user wrote, per a screenshot from social media expert Alexa Heinrich. But then, everyone else on Heinrich's feed appeared to be echoing the same cheugy joke...

While it's not yet clear what caused the bug, Meta Communications Director Andy Stone responded to app researcher Jane Manchun Wong's post about the issue. "Whoops, well that clearly shouldn't have happened! We're working on getting it fixed now," Stone said.

I thought the bug was only affecting user feeds (and not replies). But either way, Wong came up with the perfect comeback.

DHS Warns of Sharp Rise in Chinese-Made Signal Jammers (theregister.com) 43

The Department of Homeland Security is concerned about the rate at which outlawed signal-jamming devices are being found across the US. From a report: In a warning issued on Wednesday, it said it has seen an 830 percent increase in seizures of these signal jammers since 2021, specifically those made in China. Signal-jamming devices are outlawed in the US, mainly because they can interfere with communications between emergency services and law enforcement.

While the Communications Act of 1934 effectively prohibits such devices, signal jammers of the type DHS is concerned about have only circulated in the last 20 to 30 years. Authorities have paid special attention to relay attack devices in recent years -- the types of hardware that can be used to clone signals used by systems such as remote car keys, although the first examples of these devices date back to the 1980s.

Axolotl Discovery Brings Us Closer Than Ever To Regrowing Human Limbs (sciencealert.com) 41

alternative_right shares a report from ScienceAlert: A team of biologists from Northeastern University and the University of Kentucky has found one of the key molecules involved in axolotl regeneration. It's a crucial component in ensuring the body grows back the right parts in the right spot: for instance, growing a hand, from the wrist. "The cells can interpret this cue to say, 'I'm at the elbow, and then I'm going to grow back the hand' or 'I'm at the shoulder... so I'm going to then enable those cells to grow back the entire limb'," biologist James Monaghan explains.

That molecule, retinoic acid, is arranged through the axolotl body in a gradient, signaling to regenerative cells how far down the limb has been severed. Closer to the shoulder, axolotls have higher levels of retinoic acid, and lower levels of the enzyme that breaks it down. This ratio changes the further the limb extends from the body. The team found this balance between retinoic acid and the enzyme that breaks it down plays a crucial role in 'programming' the cluster of regenerative cells that form at an injury site. When they added surplus retinoic acid to the hand of an axolotl in the process of regenerating, it grew an entire arm instead.

In theory, the human body has the right molecules and cells to do this too, but our cells respond to the signals very differently, instead forming collagen-based scars at injury sites. Next, Monaghan is keen to find out what's going on inside cells -- the axolotl's, and our own -- when those retinoic acid signals are received.
The research is published in Nature Communications.
