It's funny that most people that claim to be experts have never worked in a federal agency or with federal employees. So many experts don't know what two-thirds of the agencies do so they just assume they must be bloated.
Give yourself two points for each of these government offices you recognize: NIOSH, ORIA, NNSA, ONDCP, and OIPR. If you don't know what an agency is for, how can you state it is bloated and mostly unnecessary?

#1 that wasn't the issue presented. Threatening universities Federal funding unless they change their hiring and policies to comport with what the Executive Branch wants is a truly abhorrent restriction of speech. Same with threatening the law firms for their speech to extort pro-bono services from them. Oh yeah and deporting people based on beliefs, AKA thought crimes. This is clearly the most anti-free-speech admin we have had in our lifetimes, no contest.
As to the cutting of the budgets well, they should do just that. Pass. A. Budget. You get your majority and your votes and Congress controls the money. I don't have to like it but at least it went through the process.
If it's so important to cut the budget for the deficit the Republicans should put it up on a bill and vote it in, not hand over the responsibility to a foreign, unelected person to decide what is waste and what isn't. In other words, he's cut programs involved with securing elections and preventing outside influence, and now he's cutting program to counter propaganda and misinformation as well as getting the U.S. point of view out there. Anyone else see a pattern that might imply he's not working for U.S. interests?
