South Korean prosecutors have refuted Do Kwon's claim from over the weekend that he is not on the run and asked Interpol to issue a red notice against the Terraform Labs' co-founder, escalating the publicly playing out drama following the $40 billion wipeout on his cryptocurrency startup in May this year. From a report: The Seoul Southern District Prosecutor's Office said that Kwon was not cooperating with the investigation and had told them (through his lawyer last month) that he had no intention to appear for questioning, according to official statements cited by local media Yonhap. The prosecutors have asked Seoul's foreign ministry to revoke Kwon's passport and said they have "circumstantial evidence" that Kwon is attempting to escape. An Interpol red notice, which is a call to law enforcement worldwide, can prevent individuals from being issues visas, restrict their cross border travels, and "provisionally arrest a person pending extradition, surrender or similar legal action." Over the weekend, Kwon claimed he was not on the run from any government agency that had "shown interest to communication." He added in a tweet: "We are in full cooperation and we don't have anything to hide."

Red Notice like the other not-so-great movie. It's where Interpol tells everyone that they should arrest you if you show up at their borders. It's used to find international criminals on the run and also abused by authoritarian countries to find and harass political dissidents.

* Western Sahara
* Kosovo
* North Korea
* Taiwan
* Palau (small island)
* Micronesia (small island)
* Tuvalu (small island)

"Authority" is not how Interpol works (Score:4, Informative)
Interpol has no direct power. It's a voluntary association of law enforcement agencies among many countries. An Interpol red notice requests that other countries who see this person arrest them for extradition.
It also doesn't force other countries to do anything. Russia and Turkey, and I'm sure others, have both issued Red Notices for political dissidents, and other countries have ignored them and/or complained.

Kosovo and Taiwan are civilised and pro-western, Palau is an US colony, Western Sahara hardly exists, Tuvalu is too small, you REALLY don't want to go to the Best Korea. That leaves Micronesia, which unlike what you said is not one but thousands of small islands, plenty of space to hide.
On the other hand, in most (by count not size) countries the law enforcement is kind of a joke, and this guy has at least a part of 40 billion reasons locals might help.
