The two men, Nicolo Denichilo, 38, and Adrian Goolcharran, 35, smuggled items including marijuana, steroids, cell phones, SIM cards, and syringes into the prison in Fort Dix, New Jersey, according to the US Attorney's Office, District of New Jersey. The prison, known as FCI Fort Dix, is a "low security federal correctional institution" that houses more than 3,000 inmates, according to its website...
The Fort Dix prison officials also discovered an inmate near the drone drop site in possession of more than 30 cell phones and 50 SIM cards, among other phone equipment, the statement said...

Rather than an expensive military or radio solution, howsabout fishnet or chicken-wire over open spaces? No permits required, except possibly a building permit from the local municipality. An additional side-benefit is that chicken-wire overhead would *PASSIVELY* (no radio permit required) block cellphone reception transmission from the inside for any cellphones that do get through.

For one thing, a drone with a camera, seems like it would be really easy to fly in at night and park it pretty accurately somewhere pre-determined that would be very out of the way, so an inmate could come get it at day.
For another, since most of the items you would be bringing in would have to be able to fit in a rectum, it means you could transport a lot of goods on a small drone.
There is probably way more of this going on than is known...

First, you're right about out-of-the-way places. There are a plethora of places to drop. On the recreation field, or next to one of the facilities that does not open when the first inmate movement is called. On my compound this would have been by the laundry, or behind UNICOR, maybe behind food service.
Second, it doesn't need to fit in anybody's rectum. It just needs to fit in a small gym bag. That's what they sell inmates to carry their crap around in since they stopped letting them have pants with po

Most contraband in prison is brought in by staff: cigarettes, cell phones, drugs, alcohol. Get a friend or family member to venmo the cop $75 for a pack of Newport 100s (cut each one in to 4 parts and sell each bit for $7 to $10), $1500 for a flip phone.
Before drones, people would stuff things in a football and chuck it over the fence (low-security FCIs have no walls or towers, just 2 chain link fences with plenty of razor wire on and between them).
