You Can Now Play Video Games Developed Behind the Iron Curtain (vice.com) 15

An anonymous reader quotes a report from Motherboard: The Cold War couldn't stop gaming from thriving in the Eastern Bloc. From the late 1980s through the early 1990s, a generation of young people living behind the Iron Curtain designed and released their own video games and arcade cabinets. Now, you can play English translations of some of these lost classics of early gaming. One is a text adventure where a Soviet military officer hunts and kills Rambo. The translated games all come from Slovakia and are a collaboration between the Slovak Game Developers Association and the Slovak Design Museum.

According to Stanislav Hrda, one of the programmers who created the games on offer, making video games was something only kids did. "The games were not sold in shops and the authors were not entitled to remuneration," he said in the post explaining the project. "Therefore, practically no one could engage in video game programming as a business activity, and adult programmers worked at most in state institutions on large mainframe computers. Thus, video game programmers became mainly teenagers." The computing power was limited and the teenagers' technological knowhow almost non-existent so many of these early games were text adventures. "These could also be programmed in the simpler Basic language that every home computer had built in," Hrda said. "Text-based games offered the opportunity to imprint one's fantasies into a world of characters, locations, descriptions of reality or fantasy at will. That is why hundreds of such video games were created in the 1980s in Czechoslovakia. The authors from the ranks of teenagers portrayed their friends, but also heroes from films that were distributed on VHS tapes or from the pop-cultural world of the West from the occasionally available comics, films, TV series and books."

Hrda loved American action movies and programmed the video game Satochin, a text adventure where a Soviet officer hunts John Rambo. "The game was very hard to win," Hrda told Ars Technica. "Whenever you made a small mistake, you would die. So before you win, you are killed ten times by Rambo." [...] The project has localized ten games for Western audiences, including Satochin, with plans to tackle more over the next few years. "The games translated over the next 2-3 years after the end of the project will represent almost the complete video game production from the period of 8-bit computers in Slovakia, with an emphasis on text adventure games," the site said. English versions are available here and can be played in the Fuse emulator. The Slovak versions can be played online through the project's website.

Five of World's Most Powerful Nations Pledge To Avoid Nuclear War (theguardian.com) 81

An anonymous reader quotes a report from The Guardian: Five of the world's most powerful nations have agreed that "a nuclear war cannot be won and must never be fought" in a rare joint pledge to reduce the risk of such a conflict ever starting. The pledge was signed by the US, Russia, China, the UK and France, the five nuclear weapons states recognized by the 1968 Nuclear Non-Proliferation Treaty (NPT) who are also the five permanent members of the UN security council. They are known as the P5 or the N5. Such a common statement on a major issue of global security has become a rarity at a time of increasing friction between Russia, China and the west. With Moscow threatening to invade Ukraine and China signaling its readiness to use military force against Taiwan, the joint statement represents a renewed commitment to prevent any confrontation turning into a nuclear catastrophe.

A senior US state department official said the wording of the statement had been hammered out at P5 meetings over several months, despite the high-tension environment. "At the base level to be able to say that this is how we think about these risks, and this is an acknowledgement that it is something that we want to avoid, particularly during a difficult time, I think is noteworthy," the official said. The release of the statement had been timed to coincide with the five-yearly review conference of the NPT, but that conference has been postponed amid the spread of the Omicron variant of Covid-19, and disagreements on whether the session could be held virtually. "We affirm that a nuclear war cannot be won and must never be fought," the statement said, echoing a joint declaration by Ronald Reagan and Mikhail Gorbachev at a 1985 summit in Geneva.

The NPT was a bargain between states without nuclear weapons, who pledged not to acquire them, and the five nuclear-armed states, which promised to disarm. The review conference, originally planned for 2020, was expected to be contentious as a result of the stalling of momentum towards disarmament and the moves made by the five weapons states to modernize their arsenals. Four other countries with nuclear weapons, not recognized under NPT: Israel, India, Pakistan and North Korea -- have also shown no signs of reducing their stockpiles. Meanwhile, the breakdown of the 2015 nuclear agreement with Iran and the deadlock so far in attempts to salvage it, have raised the risks of nuclear proliferation, particularly in the Middle East. Monday's joint statement was aimed at improving the atmosphere at the NPT review conference.

China Is Harvesting 'Masses' of Data on Western Targets from Social Media (msn.com) 42

The Washington Post reports: China is turning a major part of its internal Internet data surveillance network outward, mining Western social media, including Facebook and Twitter, to equip its government agencies, military and police with information on foreign targets, according to a Washington Post review of hundreds of Chinese bidding documents, contracts and company filings.

China maintains a countrywide network of government data surveillance services — called public opinion analysis software — that were developed over the past decade and are used domestically to warn officials of politically sensitive information online. The software primarily targets China's domestic Internet users and media, but a Washington Post review of bidding documents and contracts for over 300 Chinese government projects since the beginning of 2020 include orders for software designed to collect data on foreign targets from sources such as Twitter, Facebook and other Western social media.... These surveillance dragnets are part of a wider drive by Beijing to refine its foreign propaganda efforts through big data and artificial intelligence. They also form a network of warning systems designed to sound real-time alarms for trends that undermine Beijing's interests... Some of the Chinese government's budgeting includes buying and maintaining foreign social media accounts on behalf of police and propaganda departments....

The documents describe highly customizable programs that can collect real-time social media data from individual social media users. Some describe tracking broad trends on issues including U.S. elections... The exact scope of China's government public opinion monitoring industry is unclear, but there have been some indications about its size in Chinese state media. In 2014, the state-backed newspaper China Daily said more than 2 million people were working as public opinion analysts... In June 2020, Twitter suspended 23,000 accounts that it said were linked to the Chinese Communist Party and covertly spreading propaganda to undermine pro-democracy protests in Hong Kong. This month, Twitter said it removed a further 2,048 accounts linked to Beijing and producing coordinated content undermining accusations of rights abuses in Xinjiang.

Experts say those accounts represent a small fraction of China's efforts to boost pro-Beijing messaging on foreign social media.

Reached for comment, a Twitter spokesperson told the Post," We prohibit use of our API for surveillance purposes, as per our developer policy and terms."

The Post adds that Facebook "did not respond to requests for comment about whether it is aware of the monitoring...."

China's New AI Policy Doesn't Prevent It From Building Autonomous Weapons (thenextweb.com) 46

The Next Web's Tristan Greene combed through a recently published "position paper" detailing China's views on military AI regulation and found that it "makes absolutely no mention of restricting the use of machines capable of choosing and firing on targets autonomously." From the report: Per the paper: "In terms of law and ethics, countries need to uphold the common values of humanity, put people's well-being front and center, follow the principle of AI for good, and observe national or regional ethical norms in the development, deployment and use of relevant weapon systems." Neither the US or the PRC has any laws, rules, or regulations currently restricting the development or use of military LAWs.

The paper's rhetoric may be empty, but there's still a lot we can glean from its contents. Research analyst Megha Pardhi, writing for the Asia Times, recently opined it was intended to signal that China's seeking to "be seen as a responsible state," and that it may be concerned over its progress in the field relative to other superpowers. According to Pardhi: "Beijing is likely talking about regulation out of fear either that it cannot catch up with others or that it is not confident of its capabilities. Meanwhile, formulating a few commonly agreeable rules on weaponization of AI would be prudent."
"Despite the fact that neither the colonel's article nor the PRC's position paper mention LAWs directly, it's apparent that what they don't say is what's really at the heart of the issue," concludes Greene. "The global community has every reason to believe, and fear, that both China and the US are actively developing LAWS."

Why the Air Force Wants To Put Lidar On Robot Dogs (popsci.com) 18

[...] Putting lidar on drones and on ground robots gives the military a way to map the interior of a building with a machine. With that lidar data transmitted to the computers in a command center, or even just the tablet of an operator sitting outside the building, a human can see what the robot sees, and direct the robot accordingly. (In the civilian world, lidar sensors are commonly used on self-driving cars as one tool for the vehicles to perceive the world around them.) Goddin's presentation, released online December 9, 2021, shows lidar mounted on Spot, the Boston Dynamics dog-shaped robot. Ghost Robotics Q-UGV machines, also dog-shaped and sensor-rich, have been used to patrol the perimeter of Tyndall AFB, making Spot the second breed (or brand) of robot dog to serve the needs of the base.

While all of this mapping at Tyndall is happening in the wake of Hurricane Michael, creating a virtual 3D model of the buildings as they stand can guide future repair. Such a virtual model is a useful tool for regular maintenance and repair, and it provides a record of a prior state should disaster strike again. Such techniques could also allow better investigations of failure after the fact. By comparing lidar scans of downed or wrecked craft to those before launch, and to surviving aircraft that made it back from a fight, the Air Force could understand how to better make more durable craft. Scanning a wrecked plane with lidar also lets rescue workers and recovery teams know if and how they should act to save pilots and passengers, suggested Javier Rodriguez, a technician stationed at Tyndall.

Kim Jong Un marked a decade as supreme leader of North Korea in December. Whether he can hold on to power for another 10 years may depend on state hackers, whose cybercrimes finance his nuclear arms program and prop up the economy. From a report: According to the U.S. Cybersecurity & Infrastructure Security Agency, North Korea's state-backed "malicious cyberactivities" target banks around the world, steal defense secrets, extort money through ransomware, hijack digitally mined currency, and launder ill-gotten gains through cryptocurrency exchanges. Kim's regime has already taken in as much as $2.3 billion through cybercrimes and is geared to rake in even more, U.S. and United Nations investigators have said. The cybercrimes have provided a lifeline for the struggling North Korean economy, which has been hobbled by sanctions. Kim has shown little interest in returning to negotiations that could lead to a lifting of sanctions if North Korea winds down its nuclear arms program.

Money from cybercrimes represents about 8% of North Korea's estimated economy in 2020, which is smaller than when Kim took power, according to the Bank of Korea in Seoul. (The bank for years has provided the best available accounting on the economic activity of the secretive state.) Kim's decision to shut borders because of Covid-19 suspended the little legal trade North Korea had and helped send the economy into its biggest contraction in more than two decades. Kim's regime has two means of evading global sanctions, which were imposed to punish it for nuclear and ballistic missile tests. One is the ship-to-ship transfer of commodities such as coal: A North Korean vessel will shift its cargo to another vessel, or the other way around, and both vessels typically try to cloak their identity. The other is the cyberarmy. Its documented cybercrimes include attempts to steal $2 billion from the Swift (Society for Worldwide Interbank Financial Telecommunication) system of financial transactions. North Korea has also illegally accessed military technology that could be used for financial gain, according to a UN Security Council panel charged with investigating sanctions-dodging by the government.

US Builds New Software Tool To Predict Actions that Could Draw China's Ire (reuters.com) 60

U.S. military commanders in the Pacific have built a software tool to predict how the Chinese government will react to U.S. actions in the region like military sales, U.S.-backed military activity and even congressional visits to hotspots like Taiwan. From a report: Deputy Secretary of Defense Kathleen Hicks was briefed on the new tool during a visit to the United States Indo-Pacific Command in Hawaii on Tuesday. "With the spectrum of conflict and the challenge sets spanning down into the grey zone. What you see is the need to be looking at a far broader set of indicators, weaving that together and then understanding the threat interaction," Hicks said in an interview aboard a military jet en route to California. The tool calculates "strategic friction," a defense official said. It looks at data since early 2020 and evaluates significant activities that had impacted U.S.-Sino relations. The computer-based system will help the Pentagon predict whether certain actions will provoke an outsized Chinese reaction. In October, the Chinese military condemned the United States and Canada for each sending a warship through the Taiwan Strait, saying they were threatening peace and stability in the region. The incident and others like it have fueled demand for the tool, the U.S. official said, to ensure the United States does not inadvertently upset China with its actions.

US To Blacklist Eight More Chinese Companies, Including Drone Maker DJI (reuters.com) 115

schwit1 shares a report from the Financial Times: The US Treasury will put DJI and the other groups on its Chinese military-industrial complex companies blacklist on Thursday (Warning: source may be paywalled; alternative source), according to two people briefed on the move. US investors are barred from taking financial stakes in the 60 Chinese groups already on the blacklist. The measure marks the latest effort by President Biden to punish China for its repression of Uyghurs and other Muslim ethnic minorities in the north-western Xinjiang region.

The other Chinese companies that will be blacklisted on Thursday include Megvii, SenseTimes main rival that last year halted plans to list in Hong Kong after it was put on a separate US blacklist, and Dawning Information Industry, a supercomputer manufacturer that operates cloud computing services in Xinjiang. Also to be added are CloudWalk Technology, a facial recognition software company, Xiamen Meiya Pico, a cyber security group that works with law enforcement, Yitu Technology, an artificial intelligence company, Leon Technology, a cloud computing company, and NetPosa Technologies, a producer of cloud-based surveillance systems. DJI and Megvii are not publicly traded, but Dawning Information, which is also known as Sugon, is listed in Shanghai, and Leon, NetPosa and Meiya Pico trade in Shenzhen. All eight companies are already on the commerce department's "entity list," which restricts US companies from exporting technology or products from America to the Chinese groups without obtaining a government license.

An Experimental Target-Recognition AI Mistakenly Thought It Was Succeeding 90% of the Time (defenseone.com) 65

The American military news site Defense One shares a cautionary tale from top U.S. Air Force Major General Daniel Simpson (assistant deputy chief of staff for intelligence, surveillance, and reconnaissance). Simpson describes their experience with an experimental AI-based target recognition program that had seemed to be performing well: Initially, the AI was fed data from a sensor that looked for a single surface-to-surface missile at an oblique angle, Simpson said. Then it was fed data from another sensor that looked for multiple missiles at a near-vertical angle. "What a surprise: the algorithm did not perform well. It actually was accurate maybe about 25 percent of the time," he said.

That's an example of what's sometimes called brittle AI, which "occurs when any algorithm cannot generalize or adapt to conditions outside a narrow set of assumptions," according to a 2020 report by researcher and former Navy aviator Missy Cummings. When the data used to train the algorithm consists of too much of one type of image or sensor data from a unique vantage point, and not enough from other vantages, distances, or conditions, you get brittleness, Cummings said. In settings like driverless-car experiments, researchers will just collect more data for training. But that can be very difficult in military settings where there might be a whole lot of data of one type — say overhead satellite or drone imagery — but very little of any other type because it wasn't useful on the battlefield...

Simpson said the low accuracy rate of the algorithm wasn't the most worrying part of the exercise. While the algorithm was only right 25 percent of the time, he said, "It was confident that it was right 90 percent of the time, so it was confidently wrong. And that's not the algorithm's fault. It's because we fed it the wrong training data."

'China Will Soon Lead the US in Tech' (nytimes.com) 289

Graham Allison, a professor of government at Harvard, and Eric Schmidt, former CEO of Google, writing in a column for WSJ: Last year China produced 50% of the world's computers and mobile phones; the U.S. produced only 6%. China produces 70 solar panels for each one produced in the U.S., sells four times the number of electric vehicles, and has nine times as many 5G base stations, with network speeds five times as fast as American equivalents. In the advanced technology likely to have the greatest effect on economics and security in the coming decade -- artificial intelligence -- China is ahead of the U.S. in crucial areas.

A spring 2021 report from the National Security Commission on AI warned that China is poised to overtake the U.S. as the global leader in AI by 2030. U.S.-born students are earning roughly as many doctorates each year in AI-related fields as in 1990, while China is on track to graduate twice as many science, technology engineering and mathematics Ph.D.s as the U.S. by 2025. The Harvard report adds that China now clearly tops the U.S. in practical AI applications, including facial recognition, voice recognition and fintech.

The U.S. still has a dominant position in the semiconductor industry, which it has held for almost half a century. But China may soon catch up in two important arenas: semiconductor fabrication and chip design. China's production of semiconductors has surpassed America's, with its share of global production rising to 15% from less than 1% in 1990, while the U.S. share has fallen from 37% to 12%. In 5G, the Pentagon's Defense Innovation Board reports that China is on track to replicate the economic and military advantages America gained from being the global leader in 4G. China has installed 950,000 base stations to America's 100,000. By the end of last year, 150 million Chinese were using 5G mobile phones with average speeds of 300 megabits a second, while only six million Americans had access to 5G with speeds of 60 megabits a second. America's 5G service providers have put more focus on advertising their capabilities than on building infrastructure. The Chinese Communist Party has made no secret of its ambitions: China intends to become the global leader in the technologies that will shape the decades ahead.

Revisiting the 'Tsar Bomba' Nuclear Test (arstechnica.com) 143

An anonymous reader quotes a report from Ars Technica: The detonation of the first nuclear bombs over Hiroshima and Nagasaki in August 1945 is seared into our collective memory, and the world has been haunted by the prospect of a devastating nuclear apocalypse ever since. Less well-known but equally significant from a nuclear arms race standpoint was the Soviet Union's successful detonation of a hydrogen "superbomb" in the wee hours of October 30, 1961. Dubbed "Tsar Bomba" (loosely translated, "Emperor of Bombs"), it was the size of a small school bus -- it wouldn't even fit inside a bomber and had to be slung below the belly of the plane. The 60,000-pound (27 metric tons) test bomb's explosive yield was 50 million tons (50 megatons) of TNT, although the design had a maximum explosive yield of 100 million tons (100 megatons).

The US had conducted the first successful test of a hydrogen bomb (codename: Ivy Mike) in 1954 and had been pondering the development of even more powerful hydrogen superbombs. But the Soviets' successful test lent greater urgency to the matter. Ultimately, President John F. Kennedy opted for diplomacy, signing the Partial Nuclear Test Ban Treaty on October 7, 1963. But US nuclear policy -- and, hence, world history -- might have ended up looking very different, according to Alex Wellerstein, a historian of science at the Stevens Institute of Technology in New Jersey and author of Restricted Data: The History of Nuclear Secrecy in the United States, released earlier this year. He also maintains the NUKEMAP, an interactive tool that enables users to model the impact of various types of nuclear weapons on the geographical location of their choice.

Wellerstein has analyzed recently declassified documents pertaining to the US response to Tsar Bomba during the Kennedy administration. He described his conclusions in a fascinating article recently published in the Bulletin of the Atomic Scientists, coinciding with the 60th anniversary of the test. [...] According to Wellerstein, the US initially sought to minimize the significance of the Soviets' success, officially dismissing it as a political publicity stunt with little to no technical or strategic importance. But the declassified files revealed that, behind the scenes, US officials took the matter very seriously indeed. Physicist Edward Teller in particular strongly advocated in favor of developing two even more powerful hydrogen bombs, with yields of 1,000 and even 10,000 megatons, respectively. While much of Teller's testimony at a secret meeting on the topic remains classified, Wellerstein found that many scientists who were present expressed shock at his proposal. Concerns about the practical use of such a massive weapon, particularly the widespread nuclear fallout, ultimately scuttled those plans.
"I found the new information with regard to the US response to Tsar Bomba really interesting, because it contradicts what they said in public versus what was going on behind the scenes," says Wellerstein. "A lot of the discussions about the Tsar Bomba in American writing essentially parrot then-President Kennedy's line without realizing it: 'Oh, these bombs are worthless. No, they can't do it.' But it's clear that there were people within the Kennedy administration who didn't think it was as simple as that. We can be happy that those people didn't win out."

He added: "There is always this temptation for big bombs. I found a memo by somebody at Sandia, talking about meeting with the military. He said that the military didn't really know what they wanted these big bombs for, but they figured that if the Soviets thought they were a good idea, then the US should have one, too. It's reminiscent of that line from Dr. Strangelove."

US To Blacklist Chinese AI Company SenseTime Over Xinjiang Ahead of IPO (ft.com) 37

The US will put SenseTime, the Chinese artificial intelligence company that specialises in facial recognition software, on an investment blacklist on Friday, the same day that it prices its Hong Kong initial public offering. From a report: The action against SenseTime, which Washington says enables human rights abuses against Muslim Uyghurs in Xinjiang, will be part of a package of sanctions against a number of countries to mark Human Rights Day, according to three people familiar with the decision.

The US Treasury will place SenseTime on a list of "Chinese military-industrial complex companies." In June, President Joe Biden signed an executive order that barred Americans from investing in companies on the list, following a Trump administration policy intended to tackle national security threats. The decision to blacklist SenseTime will coincide with the last day of the Democracy Summit that Biden has convened with more than 100 countries. The US president held a virtual meeting last month with Xi Jinping, his Chinese counterpart, in which they discussed ways to ensure that tensions between the countries did not veer into conflict. But Biden has stressed that he will not stop criticising China over human rights abuses.

The US Military Has Taken Action Against Ransomware Groups and 'Imposed Costs' (cnet.com) 124

"The U.S. military has gone on the offensive against ransomware groups," reports CNET, "as U.S. companies increasingly become targets of malware attacks, the nation's top cyber defender acknowledged on Saturday." Up until about nine months ago, reining in ransomware attacks was seen as the responsibility of law enforcement agencies, Gen. Paul M. Nakasone, the head of U.S. Cyber Command and director of the National Security Agency, told the New York Times. But attacks like the ones on Colonial Pipeline and JBS beef plants have been "impacting our critical infrastructure," Nakasone said, leading federal agencies to ramp up the gathering and sharing of intelligence on ransomware groups....

Nakasone didn't describe the action taken or identify the groups targeted, but said one of the goals is to "impose costs" for ransomware groups. "Before, during and since, with a number of elements of our government, we have taken actions and we have imposed costs," Nakasone said. "That's an important piece that we should always be mindful of."

US Satellites Are Being Attacked Every Day According To Space Force General (thedrive.com) 171

An anonymous reader quotes a report from The Drive: U.S. Space Force's General David Thompson, the service's second in command, said last week that Russia and China are launching "reversible attacks," such as electronic warfare jamming, temporarily blinding optics with lasers, and cyber attacks, on U.S. satellites "every single day." He also disclosed that a small Russian satellite used to conduct an on-orbit anti-satellite weapon test back in 2019 had first gotten so close to an American one that there were concerns an actual attack was imminent.

Thompson, who is Vice Chief of Space Operations, disclosed these details to The Washington Post's Josh Rogin in an interview on the sidelines of the Halifax International Security Forum, which ran from Nov. 19 to 21 in Halifax, Nova Scotia, in Canada. The forum opened just four days after a Russian anti-satellite weapon test involving a ground-launched interceptor, which destroyed a defunct Soviet-era electronic intelligence satellite and created a cloud of debris that presents a risk to the International Space Station (ISS). That test drew widespread condemnation, including from the U.S. government, and prompted renewed discussion about potential future conflicts in space.

"The threats are really growing and expanding every single day. And it's really an evolution of activity that's been happening for a long time," Thompson, told Rogin. "We're really at a point now where there's a whole host of ways that our space systems can be threatened." "Right now, Space Force is dealing with what Thompson calls 'reversible attacks' on U.S. government satellites (meaning attacks that don't permanently damage the satellites) 'every single day,'" according to Rogin. "Both China and Russia are regularly attacking U.S. satellites with non-kinetic means, including lasers, radio frequency jammers, and cyber attacks, he said." [...] Thompson's assertion that these kinds of attacks are occurring with extreme frequency is new. It underscores the rapid development and fielding by Russia and China, among others, of a wide variety of anti-satellite capabilities, something the U.S. military has called increasing attention to in recent years. "The Chinese are actually well ahead [of Russia]," Thompson told Rogin. "They're fielding operational systems at an incredible rate."
"Thompson could not confirm or deny whether any American satellites had actually been damaged in a Russian or Chinese attack," the report adds. "[H]e told Rogin that even if such a thing had occurred, that very fact would be classified."

He did, however, provide new details about the incident in 2019 where a small Russian satellite released a projectile in one on-orbit anti-satellite weapon test. According to The Drive, "Russia's satellite had first got in very close to a U.S. 'national security satellite' and that 'the U.S. government didn't know whether it was attacking or not.'"

"It maneuvered close, it maneuvered dangerously, it maneuvered threateningly so that they were coming close enough that there was a concern of collision," Thompson said. "So clearly, the Russians were sending us a message."

Purchasing records seen by TechCrunch and video surveillance news site IPVM show the agencies collectively spent thousands of dollars on purchasing video surveillance equipment manufactured by Lorex, a wholly owned subsidiary of Dahua Technology. Dahua is one of several China-based companies banned from selling to the federal government under a 2019 defense spending law over fears that the technology could help the Chinese government conduct espionage.

Biden Administration Issues New Framework for Space Policy, With a Focus on Climate Change (theverge.com) 31

Today, Vice President Kamala Harris' office released a new framework for US space policy, detailing how the Biden administration plans to approach commercial, civil, and military space activity moving forward. From a report: Called the United States Space Priorities Framework, the document keeps many of the same space priorities from the previous administration but adds a new emphasis on using space to help combat climate change and investing in STEM education. The new framework comes ahead of today's National Space Council meeting, the first one to be held under the Biden administration. Harris, who chairs the National Space Council, will convene the policy advisory group at the United States Institute of Peace in Washington, DC, at 1:30PM ET today.

Notably, NASA's ambitious Artemis program, which was solidified under Trump, is still a major focus under Biden. And plenty of the topics discussed under Pence's Space Council are included in the new framework released by Harris. A few of the key points include maintaining US leadership in space by sending humans back to the Moon and exploring the Solar System with robotic spacecraft, fostering a competitive, regulatory environment for space companies, and defending against security threats in space while strengthening our space assets. In the biggest break from the previous administration, there looks to be a renewed focus on using space in the fight against climate change. In the new framework, the administration pledges to invest in satellites that can observe Earth from space, helping scientists better understand our changing climate. "Open dissemination of Earth observation data will support both domestic and international efforts to address the climate crisis," the document states. To further drive home this new emphasis on climate research from space, President Biden plans to sign a new Executive Order today that will add five new members to the National Space Council, including the Secretaries of Education, Labor, Agriculture, and the Interior, but also notably the National Climate Advisor.

Israel and Iran Broaden Cyberwar To Attack Civilian Targets (nytimes.com) 31

Iranians couldn't buy gas. Israelis found their intimate dating details posted online. The Iran-Israel shadow war is now hitting ordinary citizens. From a report: Millions of ordinary people in Iran and Israel recently found themselves caught in the crossfire of a cyberwar between their countries. In Tehran, a dentist drove around for hours in search of gasoline, waiting in long lines at four gas stations only to come away empty. In Tel Aviv, a well-known broadcaster panicked as the intimate details of his sex life, and those of hundreds of thousands of others stolen from an L.G.B.T.Q. dating site, were uploaded on social media. For years, Israel and Iran have engaged in a covert war, by land, sea, air and computer, but the targets have usually been military or government related. Now, the cyberwar has widened to target civilians on a large scale. In recent weeks, a cyberattack on Iran's nationwide fuel distribution system paralyzed the country's 4,300 gas stations, which took 12 days to have service fully restored.

That attack was attributed to Israel by two U.S. defense officials, who spoke on the condition of anonymity to discuss confidential intelligence assessments. It was followed days later by cyberattacks in Israel against a major medical facility and a popular L.G.B.T.Q. dating site, attacks Israeli officials have attributed to Iran. The escalation comes as American authorities have warned of Iranian attempts to hack the computer networks of hospitals and other critical infrastructure in the United States. As hopes fade for a diplomatic resurrection of the Iranian nuclear agreement, such attacks are only likely to proliferate. Hacks have been seeping into civilian arenas for months. Iran's national railroad was attacked in July, but that relatively unsophisticated hack may not have been Israeli. And Iran is accused of making a failed attack on Israel's water system last year. The latest attacks are thought to be the first to do widespread harm to large numbers of civilians. Nondefense computer networks are generally less secure than those tied to state security assets.

US Blacklists Chinese Quantum Computing Companies (ft.com) 74

The US has placed a dozen Chinese groups involved in quantum computing and other advanced technologies on an export blacklist, saying they pose a risk of gaining access to critical American technologies for the People's Liberation Army. From a report: The move, which makes it almost impossible for US companies to sell technologies to the listed companies, targeted a total of 27 entities, including 12 in China and two affiliated firms in Japan and Singapore. In addition to quantum computing, the list included companies in the semiconductor and aerospace industries. Eight of the Chinese groups were specifically targeted to prevent them from accessing sensitive quantum-related technology, the US commerce department said, arguing they could help the PLA improve counter-stealth and counter-submarine applications and facilitate efforts to break US encryption.

The actions mark the latest effort by the Biden administration to make it more difficult for China to secure cutting-edge technologies with military applications. Last month, US intelligence officials warned American companies about Chinese efforts to access technology in areas including quantum computing and artificial intelligence. "This is a sensible move and an important reminder of the scope and scale of China's efforts to achieve technological breakthroughs that erode US national security," said Martijn Rasser, a former CIA official who heads the technology and national security programme at the Center for a New American Security think-tank. In addition to the Chinese groups targeted, Washington put 13 Pakistani firms on the "entity list" for activities related to nuclear and ballistic missile programmes. It added the Moscow Institute of Physics and Technology to a "military end-user" list that makes it more difficult to sell technology with military applications.

Steve Wozniak's Startup Privateer Plans To Launch Hundreds of Satellites To Study Space Debris (space.com) 42

Apple co-founder Steve Wozniak's startup Privateer aims to help humanity get the goods on space junk before it's too late. Space.com reports: The Hawaii-based company, whose existence Wozniak and co-founder Alex Fielding announced in September, wants to characterize the ever-expanding space debris population like never before. Privateer will do this by incorporating a variety of data, including crowdsourced information and observations made by its own sizable satellite fleet. "I think we're looking at several hundred satellites," Privateer Chief Scientific Adviser Moriba Jah told Space.com. "We won't launch all several hundred at once; we'll just slowly build it up."

Orbital debris is already tracked by a number of organizations, including the U.S. military and private companies such as LeoLabs. Privateer wants to contribute to these efforts and help ramp them up, eventually creating the "Google Maps of space," as Fielding told TechCrunch last month. To make this happen, Privateer, which is still in "stealth mode" at the moment, plans to build and analyze a huge debris dataset that incorporates information from a variety of sources. "We want to basically be a company that's focused on decision intelligence by aggregating massive quantities of disparate and heterogeneous information, because there's something to be gained in the numbers," said Jah, a space debris expert who's also an associate professor of aerospace engineering and engineering mechanics at the University of Texas at Austin.

Privateer will purchase some of this information, crowdsource some of it and gather still more using its own satellites, Jah said. The first of those satellites is on track to launch this coming February, he added. This information will lead to much more than a census of space junk, if all goes according to plan. The company intends also to characterize debris objects, nailing down their size, shape and spin rate, among other features. "The catalogs of objects out there all treat things like they're spheres," Jah said. "We're going to take it beyond the sphere, to what the thing more realistically looks like and is." Such information will allow satellite operators and others in the space community to better gauge the threat posed by debris objects and improve their predictions about how long pieces of junk will stay aloft, he added. Privateer will make some of its analyses and data freely available for the public good and sell others to customers.
