Microsoft Azure Platform Certified "Secure" By Department of Defense 90

cagraham writes "Microsoft's cloud storage platform Azure received their first government certification yesterday, less than 24 hours before the official shutdown. The certification, which grants Azure 'Provisional Authority to Operate,' should make it easier for Microsoft to compete with rivals like IBM and Amazon Web Services for government contracts. The certification signifies that the Department of Defense, Homeland Security, and US General Services Administration have all deemed Azure safe from external hackers. Government cloud contracts are a lucrative market, as seen by Amazon's recent tussle with IBM over a $600M contract for a private CIA cloud."

Justice Department Slaps IBM Over H-1B Hiring Practices 195

Dawn Kawamoto writes "IBM reached a settlement with the Justice Department over allegations it posted discriminatory online job openings, allegedly stating a preference for H-1B and foreign student visa holders for its software and apps developer positions. The job openings were for IT positions that would eventually require the applicant to relocate overseas. IBM agreed to pay $44,400 in civil penalties to the U.S., as well as take certain actions in the way it hires within the U.S. The settlement, announced Friday, comes at a time with tech companies are calling for the U.S. to allow more H-1B workers into the country."

Video IBM VP Talks About Another $1 Billion for Linux Development (Video) 50

Brad McCredie is an IBM VP, and head of IBM's Power Systems development. (He's also one of the mere few hundred IBM Fellows that have been named in the past 50 years.) He pointed out in his keynote at this year's LinuxCon gathering that IBM has been adopting and supporting Linux (and associated software, like Apache) in various ways for the past decade and a half. Famously, the company promised to support Linux to the tune of a billion dollars in 2001, and McCredie renewed the promise on Tuesday. I sat down to talk with him about just how they'll go about spending the next billion dollars on Linux development; when a company has more than $200 billion in market capitalization, there are lots of ways to spread it around. Spending on hardware is one way, and McCredie also talked about the recently announced OpenPower consortium, which ties directly into the ongoing Linux push.

IBM Promises $1B Investment In Linux Development 109

itwbennett writes with a link to a story you'll need to mentally upgrade from "expected to" to "just happened" about IBM's $1 billion dollar investment in Linux officially announced Tuesday morning at LinuxCon (the WSJ broke the story yesterday), by IBM VP Brad McCredie. IBM, says the linked article, will use all that money "to promote Linux development as it tries to adapt Power mainframes and servers to handle cloud and big data applications in distributed computing environments. The investment will fund Linux application development programs for IBM's Power servers and also be used to expand a cloud service where developers can write and test applications for Power servers before deployment. It will also facilitate software development around IBM's new Power8 chips, which will go into servers next year." It's not the only time that IBM has recently tossed around the B-word, and as Nick Kolakowski notes at Slash BI, it's also not the first time IBM has put that much money into Linux.

Michael Dell To Buy Dell Inc. 175

awarrenfells writes "After a shareholder vote, Michael Dell is expected to buy out and take Dell Inc. private. This move comes in the wake of plans to move Dell into position as an enterprise computing provider, but some analysts state this move may have come too late, much of the target market being taken by IBM and HP already." Nerval's Lobster provides some more details at Slash Cloud: "[T]he final buyout price was $13.75 a share, which includes a 13-cent-a-share “special dividend.” All told, that puts the deal’s price at $24.9 billion. In order to reach this point, Dell and Silver Lake had to fend off activist investor Carl Icahn and investment firm Southeastern Asset Management, which made their own combined play for a restructured capitalization. In a series of public letters, Icahn argued that Dell’s privatization proposal undervalued the company, and—at least until the beginning of September—made it very clear that he was willing to fight things out in court. By convincing the shareholders that his plan is the best route forward, Dell avoids what could have devolved into a very protracted and messy battle. Michael Dell wants to focus the majority of the company’s efforts on services, essentially remaking it into a tech firm more along the lines of IBM."

Those days may be long gone, but are our mapping, GPS, and social media technologies in effect helping to create modern-day 'Leper Colonies'? The recently-shuttered GhettoTracker.com (born again as Good Part of Town) generated cries of racism by inviting users to rate neighborhoods based on 'which parts of town are safe and which ones are ghetto, or unsafe'. Calling enough already with the avoid-the-ghetto apps, The Atlantic Cities' Emily Badger writes, "this idea toes a touchy line between a utilitarian application of open data and a sly wink toward people who just want to steer clear of 'those kinds of neighborhoods.'" The USPTO has already awarded avoid-crime-ridden-neighborhoods-like-the-plague patents to tech giants Microsoft, IBM, and Google. So, when it comes to navigational apps, where's the line between utility and racism? 'As mobile devices get smarter and more ubiquitous,' writes Svati Kirsten Narula, 'it is tempting to let technology make more and more decisions for us. But doing so will require us to sacrifice one of our favorite assumptions: that these tools are inherently logical and neutral...the motivations driving the algorithms may not match the motivations of those algorithms' users.' Indeed, the Google patent for Storing and Providing Routes proposes to 'remove streets from recommended directions if uploaded route information indicates that travelers seem to avoid the street.' Even faster routes that 'traverse one or more high crime areas,' Google reasons, 'may be less appealing to most travelers'."

Most Tor Keys May Be Vulnerable To NSA Cracking 236

Ars Technica reports that security researcher Rob Graham of Errata Security, after analyzing nearly 23,000 Tor connections through an exit node that Graham controls, believes that the encryption used by a majority of Tor users could be vulnerable to NSA decryption: "About 76 percent of the 22,920 connections he polled used some form of 1024-bit Diffie-Hellman key," rather than stronger elliptic curve encryption. More from the article: "'Everyone seems to agree that if anything, the NSA can break 1024 RSA/DH keys,' Graham wrote in a blog post published Friday. 'Assuming no "breakthroughs," the NSA can spend $1 billion on custom chips that can break such a key in a few hours. We know the NSA builds custom chips, they've got fairly public deals with IBM foundries to build chips.' He went on to cite official Tor statistics to observe that only 10 percent of Tor servers are using version 2.4 of the software. That's the only Tor release that implements elliptical curve Diffie-Hellman crypto, which cryptographers believe is much harder to break. The remaining versions use keys that are presumed to be weaker."

Amazon Hiring More Than a 100 Who Can Get Top Secret Clearances 213

dcblogs writes "Amazon has more than 100 job openings for people who can get a top secret clearance, which includes a U.S. government administered polygraph examination. It needs software developers, operations managers and cloud support engineers, among others. Amazon's hiring effort includes an invitation-only recruiting event for systems support engineers at its Herndon, Va., facility on Sept. 24 and 25. Amazon is fighting to win a contract to build a private cloud for the CIA. The project is being rebid after IBM filed a protest. In a recent federal lawsuit challenging the rebid, Amazon took a shot at IBM, describing the company as 'a traditional fixed IT infrastructure provider and late entrant to the cloud computing market.' Among the things IBM says in response, is that the government didn't look at Amazon's outage record. An analyst firm, Ptak Noel & Associates, concluded, in a report about the dispute, that CIA officials 'too casually brush off Amazon's outages' in evaluating the proposals."

IBM Uses Internal Kickstarters To Pick Projects 40

alphadogg writes "IBM is readying its fourth internal Kickstarter-like crowdfunding effort over the past year or so to inspire employees to innovate and collaborate, often across departments and the globe. According to IBM Research member Michael Muller, IBM has embraced the crowdfunding model popularized in recent years by Kickstarter, Indiegogo and hundreds of other such platforms that match up creators and financial backers from among the masses. But IBM's 'behind-the-firewall' form of crowdfunding, for which Muller has coined the term 'enterprise crowdfunding,' is unique in that it isn't open to the public. In an experiment held in the third quarter of last year, 500 Watson Research Center employees were each given $100 to invest exclusively in colleagues' proposals, which ranged from procuring a 3D printer to setting up a disc golf course to recording and sharing seminars."

In investigating the simultaneous claims of both a shortage and a surplus of STEM workers, Charette was surprised by 'the apparent mismatch between earning a STEM degree and having a STEM job. Of the 7.6 million STEM workers counted by the Commerce Department, only 3.3 million possess STEM degrees. Viewed another way, about 15 million U.S. residents hold at least a bachelor's degree in a STEM discipline, but three-fourths of them — 11.4 million — work outside of STEM.' So, why would universities, government, and tech companies like Facebook, IBM, and Microsoft cry STEM-worker-shortage-wolf? 'Clearly, powerful forces must be at work to perpetuate the cycle,' Charette writes. 'One is obvious: the bottom line. Companies would rather not pay STEM professionals high salaries with lavish benefits, offer them training on the job, or guarantee them decades of stable employment. So having an oversupply of workers, whether domestically educated or imported, is to their benefit...Governments also push the STEM myth because an abundance of scientists and engineers is widely viewed as an important engine for innovation and also for national defense. And the perception of a STEM crisis benefits higher education, says Ron Hira, because as 'taxpayers subsidize more STEM education, that works in the interest of the universities' by allowing them to expand their enrollments. An oversupply of STEM workers may also have a beneficial effect on the economy, says Georgetown's Nicole Smith, one of the coauthors of the 2011 STEM study. Unisys and Intel are are set to introduce on September 9 a new kind of secure computing platform designed to as a replacement platform for RISC systems running mission-critical cloud and big data workloads. 'It sounds funny to hear Intel talk about RISC migration since it is in the RISC business with the Itanium,' says Andy Patrizio, 'but at this point, what's left? HP was the driving force behind Itanium and it's in chaos right now. IBM has a healthy RISC business, so the target is obviously what's left of the Sun installed base.'"

Ex-Employee Divulges Shortfalls In IBM's Cloud Business 45

That's the claim of a former IBM employee who backed up more than a few of his/her critical assessments of the vendor's cloud prowess with a number of confidential internal documents shared with InformationWeek. The documents put IBM's 2012 cloud-related revenue at $2.26 billion, a figure the company has declined to disclose publicly. In 2011, IBM did issue a roadmap that set forth the goal of reaching $7 billion in annual cloud revenue by 2015, so the much lower figure raises doubts about whether the company is on track. Noteworthy is data that shows that roughly half of current IBM cloud revenues are tied to hardware, in many cases systems used to run customers' private clouds or partner clouds."

For his recent DBX Conference talk, Victor took attendees back to the year 1973, donning the uniform of an IBM systems engineer of the times, delivering his presentation on an overhead projector. The '60s and early '70s were a fertile time for CS ideas, reminds Victor, but even more importantly, it was a time of unfettered thinking, unconstrained by programming dogma, authority, and tradition. 'The most dangerous thought that you can have as a creative person is to think that you know what you're doing,' explains Victor. 'Because once you think you know what you're doing you stop looking around for other ways of doing things and you stop being able to see other ways of doing things. You become blind.' He concludes, 'I think you have to say: "We don't know what programming is. We don't know what computing is. We don't even know what a computer is." And once you truly understand that, and once you truly believe that, then you're free, and you can think anything.'"

IBM Devises Software For Its Experimental Brain-Modeling Chips 33

alphadogg writes "Following up on work commissioned by the U.S. Defense Advanced Research Projects Agency (DARPA), IBM has developed a programming paradigm, and associated simulator and basic software library, for its experimental SyNAPSE processor. The work suggests the processors could be used for extremely low-power yet computationally powerful sensor systems. 'Our end goal is to create a brain in a box,' said Dharmendra Modha, and IBM Research senior manager who is the principal investigator for the project. The work is a continuation of a DARPA project to design a system that replicates the way a human processes information." Also at SlashBI.

Australian State Bans IBM From All Contracts After Payroll Bungle 212

renai42 writes "If you don't follow Australian technology news, you're probably not aware that over the past few years, the State of Queensland massively bungled a payroll systems upgrade in its Department of Health. The issues resulted in thousands of hospital staff being underpaid or not paid at all, and has ballooned in cost from under $10 million in budget to a projected total cost of $1.2 billion. Queensland has now banned the project's prime contractor, IBM, comprehensively from signing any new contracts with any government department, until it addresses what the state says are IBM's project governance issues."

IBM Opens Up POWER Architecture For Licensing 131

New submitter HAL11000 was the first of many to write with news that IBM and others have formed a new consortium to license the POWER architecture to third parties "IBM puts up POWER architecture for licensing and announces the OpenPower Consortium with Google, Nvidia, Mellanox, and Tyan." Quoting El Reg: "The plan, according to McCredie, is to open up the intellectual property for the Power architecture and to allow customizations by licensees, just like ARM Holdings has done brilliantly with its ARM processors ... Nvidia is very excited about the prospects of marrying Power processors and Nvidia GPUs for both HPC and general purpose systems. ... Tyan will presumably be working on alternative motherboards to the ones that IBM has manufactured for its own use." There are mentions of the POWER firmware being "open sourced," but it is unclear if that actually means Open Source or something more like the Open Group's definition of open (vendors only).

Like Philip Greenspun, who wrote in 1999, 'One of the most painful things in our culture is to watch other people repeat earlier mistakes. We're not fond of Bill Gates, but it still hurts to see Microsoft struggle with problems that IBM solved in the 1960s.' Or Dave Winer, who recently observed, 'We marvel that the runtime environment of the web browser can do things that we had working 25 years ago on the Mac.' And then there's Scott Locklin, who argues in a new essay that one of the problems with modern computer technology is that programmers don't learn from the great masters. 'There is such a thing as a Beethoven or Mozart of software design,' Locklin writes. 'Modern programmers seem more familiar with Lady Gaga. It's not just a matter of taste and an appreciation for genius. It's a matter of forgetting important things.' Several Western Govts. Ban Lenovo Equipment From Sensitive Networks 410

renai42 writes "If you've been in the IT industry for a while, you'll know that Lenovo's ThinkPad brand has a strong reputation with large organisations for quality, dating back to the brand's pre-2005 ownership by IBM. However, all that may be set to change with the news that the defence agencies of key Western governments such as Australia, the US, Britain, Canada and New Zealand have banned Lenovo gear from being used in sensitive areas, because of concerns that the Chinese vendor has been leaving back doors in its devices for the Chinese Government. No evidence has yet been presented to back the claims, but Lenovo remains locked out of sensitive areas of these governments. Is it fearmongering? Or is there some legitimate basis for the ban?"
