Eclipse Foundation Celebrates 10 Years 155

Although Eclipse was released in 2001, development was controlled by IBM until the creation of the independent Eclipse Foundation in 2004. "According to Eclipse Foundation Director Mike Milinkovich, that's a major reason Eclipse was able to thrive: 'IBM....did an exemplary job of setting Eclipse free ... We became the first open source organization to show that real competitors could collaborate successfully within the community.' He also talks about misconceptions about Eclipse, its current open source success, and what he sees for the future."

First Evidence That Google's Quantum Computer May Not Be Quantum After All 224

KentuckyFC writes "In May last year, Google and NASA paid a reported $15 million for a quantum computer from the controversial Canadian start up D-Wave Systems. One question mark over the device is whether it really is quantum or just a conventional computer in disguise. That's harder to answer than it sounds, not least because any direct measurement of a quantum state destroys it. So physicists have to take an indirect approach. They assume the computer is a black box in which they can input data and receive an output. Given this input and output, the question is whether this computing behavior can be best reproduced by a classical or a quantum algorithm. Last summer, an international team of scientists compared a number of classical algorithms against an algorithm that relies on a process called quantum annealing. Their conclusion was that quantum annealing best reproduces the D-Wave computer's behavior, a result that was a huge boon for the company. Now a group from UC Berkeley and IBM's Watson Research Lab says it has a found a classical algorithm that explains the results just as well, or even better, than quantum annealing. In other words, the results from the D-Wave machine could just as easily be explained if it was entirely classical. That comes on the back of mounting evidence that the D-Wave computer may not cut the quantum mustard in other ways too. Could it be that Google and NASA have forked out millions for a classical calculator?"

IBM's PC Junior Turns 30, Too 178

McGruber writes "Like the Mac, the IBM PC Junior first went on sale in late January 1984. That is where the similarities end — the PC Junior became the biggest PC dud of all time. Back on May 17, 1984, the NY Times reported that the PC Junior 'is too expensive for casual home users, but, at the same time, is not nearly powerful enough for serious computer users who can afford a more capable machine.' The article also quoted Peter Norton, then still a human programmer who had not yet morphed into a Brand, who said that the PC Junior 'may well be targeted at a gray area in the market that just does not exist.'' IBM cancelled the machine in March 1985, after only selling 270,000 of them. While it was a commercial flop, the machine is still liked by some. Michael Brutman's PCJr page attempts to preserve the history and technical information of the IBM PCjr and YouTube has a video of a PC Junior running a demo."

Lenovo To Buy IBM's Server Business For $2.3 Billion 160

Earlier this week the rumor mill was getting revved up about a potential sale of IBM's x86 server business, with Lenovo, Dell, and Fujitsu reportedly all interested in scooping it up. On Thursday, Lenovo Group announced it has agreed to buy IBM's x86 server hardware business and related maintenance services for $2.3 billion. The deal encompasses IBM's System x, BladeCenter and Flex System blade servers and switches, x86-based Flex integrated systems, NeXtScale and iDataPlex servers and associated software, blade networking and maintenance operations. IBM will retain its System z mainframes, Power Systems, Storage Systems, Power-based Flex servers, and PureApplication and PureData appliances." SlashBI has some words from an analyst about why Lenovo wants the x86 product line more than IBM does.

Well, the rumors have started up again, only this time Lenovo has some competition, as Dell and Fujitsu are now being thrown into the mix as possible suitors."

IBM Dumping $1 Billion Into New Watson Group 182

Nerval's Lobster writes "IBM believes its Watson supercomputing platform is much more than a gameshow-winning gimmick: its executives are betting very big that the software will fundamentally change how people and industries compute. In the beginning, IBM assigned 27 core researchers to the then-nascent Watson. Working diligently, those scientists and developers built a tough 'Jeopardy!' competitor. Encouraged by that success on live television, Big Blue devoted a larger team to commercializing the technology—a group it made a point of hiding in Austin, Texas, so its members could better focus on hardcore research. After years of experimentation, IBM is now prepping Watson to go truly mainstream. As part of that upgraded effort (which includes lots of hype-generating), IBM will devote a billion dollars and thousands of researchers to a dedicated Watson Group, based in New York City at 51 Astor Place. The company plans on pouring another $100 million into an equity fund for Watson's growing app ecosystem. If everything goes according to IBM's plan, Watson will help kick off what CEO Ginni Rometty refers to as a third era in computing. The 19th century saw the rise of a "tabulating" era: the birth of machines designed to count. In the latter half of the 20th century, developers and scientists initiated the 'programmable' era—resulting in PCs, mobile devices, and the Internet. The third (potential) era is 'cognitive,' in which computers become adept at understanding and solving, in a very human way, some of society's largest problems. But no matter how well Watson can read, understand and analyze, the platform will need to earn its keep. Will IBM's clients pay lots of money for all that cognitive power? Or will Watson ultimately prove an overhyped sideshow?"

The IT project to support Universal Credit was launched by the Cabinet Office, and it will be completed and run by the Department for Work and Pensions (DWP) — but the Guardian says the Cabinet Office has pulled out its elite experts too soon, while a different leak told Computer Weekly that the four original suppliers — HP, IBM, Accenture and BT — have been effectively frozen out in an internal change. It's the biggest change to Britain's benefits system for many years, and all the evidence says it's not going well."

Australian Dept. Store Chain's Website Crashes and Can't Get Back Up 156

McGruber writes "Myer, Australia's largest department store chain, has closed its website 'until further notice' at the height of the post-Christmas (and Australian summer) sales season. The website crashed on Christmas Day and has been down ever since. This means Myer will see no benefit for those days from booming domestic online sales, which were tipped to hit $344 million across the retail sector on Boxing Day alone. Teams from IBM and Myer's information technology division were 'working furiously' to fix the problem."

For a long time, the 'product placement' of big iron was limited to a few brands, primarily Burroughs. For instance: 'Batman: The Movie and Fantastic Voyage (both 1966) revert to the archaic Burroughs B205, though Fantastic Voyage also shows an IBM AN/FSQ-7 Combat Direction Central. At 250 tons for each installation (there were about two dozen) the AN/FSQ-7 was the largest computer ever built, with 60,000 vacuum tubes and a requirement of 3 megawatts of power to perform 75,000 ips for regional radar centers. The last IBM AN/FSQ-7, at Luke Air Force Base in Arizona, was demolished in February 1984.' Fun reading, I think."

While anyone can file a lawsuit, being sued by an institutional investor is a little different than being sued by John Q. Disgruntled.

Open Source 'Wasn't Available' Two Years Ago, Says UK Gov't IT Project Chief 113

An anonymous reader writes "The head of delivery for the UK's Department for Work and Pensions' flagship welfare reform project, Universal Credit, has said that the department didn't adopt open source and web-based technologies at the beginning of the project because 'such things weren't available' two and a half years ago. Howard Shiplee told the Work and Pensions Committee this week that the department is now using open source technologies in its enhanced version of Universal Credit, which was initially developed by the Government Digital Service (GDS) and will be rolled out nationally by 2017 for most claimants. The existing system being used in pathfinder pilots and developed by the likes of IBM, HP and Accenture will be largely be replaced by the digital version."

Over 20% of Online Black Friday Sales Came From Mobile Devices 201

cagraham writes "According to IBM's latest Data Benchmark report, 21.8% of all online Black Friday sales were made from mobile devices. Mobile traffic, meanwhile, accounted for 39.7% of all Black Friday traffic. Interestingly, iOS users accounted for 18.1% of online sales, while Android users accounted for just 3.5%. The data come from IBM's real-time monitoring over 800 U.S. online retailers. The report also notes that tablets generated less traffic than smartphones, but accounted for almost twice the number of sales. Overall, online sales for Black Friday grew 18.9% year-over-year."

NYT: Healthcare.gov Project Chaos Due Partly To Unorthodox Database Choice 334

One interesting aspect: 'Another sore point was the Medicare agency's decision to use database software, from a company called MarkLogic, that managed the data differently from systems by companies like IBM, Microsoft and Oracle. CGI officials argued that it would slow work because it was too unfamiliar. Government officials disagreed, and its configuration remains a serious problem.'" The story does not say that MarkLogic's software is bad in itself, only that the choice meant increased complexity on the project.

Japan Aims To Win Exascale Race 51

dcblogs writes "In the global race to build the next generation of supercomputers — exascale — there is no guarantee the U.S. will finish first. But the stakes are high for the U.S. tech industry. Today, U.S. firms — Hewlett-Packard, IBM and Intel, in particular — dominate the global high performance computing (HPC) market. On the Top 500 list, the worldwide ranking of the most powerful supercomputers, HP now has 39% of the systems, IBM, 33%, and Cray, nearly 10%. That lopsided U.S. market share does not sit well with other countries, which are busy building their own chips, interconnects, and their own high-tech industries in the push for exascale. Europe and China are deep into effort to build exascale machines, and now so is Japan. Kimihiko Hirao, director of the RIKEN Advanced Institute for Computational Science of Japan, said Japan is prepping a system for 2020. Asked whether he sees the push to exascale as a race between nations, Hirao said yes. Will Japan try to win that race? 'I hope so,' he said. 'We are rather confident,' said Hirao, arguing that Japan has the technology and the people to achieve the goal. Jack Dongarra, a professor of computer science at the University of Tennessee and one of the academic leaders of the Top 500 supercomputing list, said Japan is serious and on target to deliver a system by 2020."

Software Patent Reform Stalls Thanks To IBM and Microsoft Lobbying 239

An anonymous reader writes "The Washington post reports on the progress of a piece of legislation many hoped would address the glut of meaningless software patents used as weapons by patent trolls. Unfortunately, the provision that would have helped the USPTO nix these patents has been nixed itself. The article credits IBM, Microsoft, and other companies with huge patent portfolios for the change, citing an 'aggressive lobbying campaign' that apparently succeeded. Quoting: 'A September letter signed by IBM, Microsoft and several dozen other firms made the case against expanding the program. The proposal, they wrote, "could harm U.S. innovators by unnecessarily undermining the rights of patent holders. Subjecting data processing patents to the CBM program would create uncertainty and risk that discourage investment in any number of fields where we should be trying to spur continued innovation." ... Last week, IBM escalated its campaign against expanding the CBM program. An IBM spokesman told Politico, "While we support what Mr. Goodlatte's trying to do on trolls, if the CBM is included, we'd be forced to oppose the bill." Insiders say the campaign against the CBM provisions of the Goodlatte bill has succeeded. The House Judiciary Committee is scheduled to hold a markup of the legislation Wednesday, and Goodlatte will introduce a "manager's amendment" to remove the CBM language from his own bill. IBM hailed that change in a Monday letter to Goodlatte.'"

NVIDIA Announces Tesla K40 GPU Accelerator and IBM Partnership In Supercomputing 59

MojoKid writes "The supercomputing conference SC13 kicks off this week and Nvidia is kicking off their own event with the launch of a new GPU and a strategic partnership with IBM. Just as the GTX 780 Ti was the full consumer implementation of the GK110 GPU, the new K40 Tesla card is the supercomputing / HPC variant of the same core architecture. The K40 picks up additional clock headroom and implements the same variable clock speed threshold that has characterized Nvidia's consumer cards for the past year, for a significant overall boost in performance. The other major shift between Nvidia's previous gen K20X and the new K40 is the amount of on-board RAM. K40 packs a full 12GB and clocks it modestly higher to boot. That's important because datasets are typically limited to on-board GPU memory (at least, if you want to work with any kind of speed). Finally, IBM and Nvidia announced a partnership to combine Tesla GPUs and Power CPUs for OpenPOWER solutions. The goal is to push the new Tesla cards as workload accelerators for specific datacenter tasks. According to Nvidia's release, Tesla GPUs will ship alongside Power8 CPUs, which are currently scheduled for a mid-2014 release date. IBM's venerable architecture is expected to target a 4GHz clock speed and offer up to 12 cores with 96MB of shared L3 cache. A 12-core implementation would be capable of handling up to 96 simultaneous threads. The two should make for a potent combination."

Google Leads Among Consumer Tech Companies Lobbying Congress 65

Nerval's Lobster writes "Google is still the tech company that spends most lavishly to make its influence known in Washington, D.C., according to a report analyzing the lobbying activity of technology firms. Using data from disclosure forms filed with the Clerk of the House of Representatives, the oversight group Consumer Watchdog added up the efforts of tech-company representatives to get in front of lawmakers and state their employers' case. Facebook's spending on lobbying rose 47 percent between 2012 and 2013, from $980,000 during the third quarter of 2012 to 1.4 million during 2013. Microsoft also boosted its spending by 20 percent, from $1.9 million in 2012 to $2.2 million during the third quarter of this year. Google cut its spending on lobbyists, but still spent $3.4 million during the third quarter – three times what Facebook spent during the same quarter. Apple's lobbying efforts shot up 111 percent between the third quarter of 2012 and 2013, but still amounted to only $970,000 this year. Cisco Systems spent $890,000; IBM spent $1.18 million; Intel spent $980,000 and Oracle spent $1.36 million. Though telecommunications firms are in a separate category, Google still outspent Verizon (down 2 percent, to $3.04 million) and Verizon Wireless (up 19 percent, to $1.2 million). It was trumped by AT&T (up 23 percent, to $4.3 million)."
