Pentagon Splits $9 Billion Cloud Contract Between 4 Firms 49

Google, Oracle, Microsoft and Amazon will share in the Pentagon's $9 billion contract to build its cloud computing network, a year after accusations of politicization over the previously announced contract and a protracted legal battle resulted in the military starting over in its award process. The Associated Press reports: The Joint Warfighter Cloud Capability is envisioned to provide access to unclassified, secret and top-secret data to military personnel all over the globe. It is anticipated to serve as a backbone for the Pentagon's modern war operations, which will rely heavily on unmanned aircraft and space communications satellites, but will still need a way to quickly get the intelligence from those platforms to troops on the ground. The contract will be awarded in parts, with a total estimated completion date of June 2028, the Pentagon said in a statement.

Last July, the Pentagon announced it was cancelling its previous cloud computing award, then named JEDI. At the time, the Pentagon said that due to delays in proceeding with the contract, technology had changed to the extent that the old contract, which was awarded to Microsoft, no longer met DOD's needs. It did not mention the legal challenges behind those delays, which had come from Amazon, the losing bidder. Amazon had questioned whether former President Donald Trump's administration had steered the contract toward Microsoft due to Trump's adversarial relationship with Amazon's chief executive officer at the time, Jeff Bezos. A report by the Pentagon's inspector general did not find evidence of improper influence, but it said it could not determine the extent of administration interactions with Pentagon decision-makers because the White House would not allow unfettered access to witnesses.
"It's the most important cloud deal to come out of the Beltway," said analyst Daniel Ives, who monitors the cloud industry for Wedbush Securities. "It's about the Pentagon as a reference customer. It says significant accolades about what they think about that vendor, and that's the best reference customer you could have in that world."

Gut Bacteria Are Linked To Depression (wsj.com) 86

Two studies published Tuesday in the journal Nature Communications found a link between several types of bacteria in the gut and depressive symptoms. The first study, titled "Gut microbiome-wide association study of depressive symptoms," reports: Here we investigate the relation of fecal microbiome diversity and composition with depressive symptoms in 1,054 participants from the Rotterdam Study cohort and validate these findings in the Amsterdam HELIUS cohort in 1,539 subjects. We identify association of thirteen microbial taxa, including genera Eggerthella, Subdoligranulum, Coprococcus, Sellimonas, Lachnoclostridium, Hungatella, Ruminococcaceae (UCG002, UCG003 and UCG005), LachnospiraceaeUCG001, Eubacterium ventriosum and Ruminococcusgauvreauiigroup, and family Ruminococcaceae with depressive symptoms. These bacteria are known to be involved in the synthesis of glutamate, butyrate, serotonin and gamma amino butyric acid (GABA), which are key neurotransmitters for depression. Our study suggests that the gut microbiome composition may play a key role in depression. The second study, titled "The gut microbiota and depressive symptoms across ethnic groups," reports: Both the microbiome and depressive symptom levels vary substantially across ethnic groups. Thus, any intervention for depression targeting the microbiome requires understanding of microbiome-depression associations across ethnicities. Analyzing data from the HELIUS cohort, we characterize the gut microbiota and its associations with depressive symptoms in 6 ethnic groups (Dutch, South-Asian Surinamese, African Surinamese, Ghanaian, Turkish, Moroccan; N=3211), living in the same urban area. Diversity of the gut microbiota, both within (a-diversity) and between individuals (B-diversity), predicts depressive symptom levels, taking into account demographic, behavioural, and medical differences. These associations do not differ between ethnic groups. Further, B-diversity explains 29%-18% of the ethnic differences in depressive symptoms. Bacterial genera associated with depressive symptoms belong to mulitple families, prominently including the families Christensenellaceae, Lachnospiraceae, and Ruminococcaceae. In summary, the results show that the gut microbiota are linked to depressive symptom levels and that this association generalizes across ethnic groups. Moreover, the results suggest that ethnic differences in the gut microbiota may partly explain parallel disparities in depression. The Wall Street Journal shared (paywalled) the findings.

Meta Threatens To Pull News From Facebook If Congress Passes Media Bill (cnet.com) 161

An anonymous reader quotes a report from CNET: Facebook parent company Meta on Monday threatened to remove news from its social media platform in the US if Congress approves a bill that would allow news organizations to collectively bargain with tech companies for compensation. Andy Stone, Meta's head of policy communications, wrote on Twitter that Facebook would "be forced to consider removing news" if the Journalism Competition and Preservation Act becomes law. He added that the proposal fails to recognize that publishers and broadcasters put their content on Facebook "because it benefits their bottom line -- not the other way around."

The bill, which was proposed in March 2021, is reportedly being considered by lawmakers for inclusion with a must-pass annual defense bill. The News Media Alliance, a trade group representing newspaper publishers that supports the bill, called Facebook's threat "undemocratic and unbecoming," adding that "as the tech platforms compensate news publishers around the world, it demonstrates there is a demand and economic value for news." More than 20 organizations, including the Electronic Frontier Foundation, Public Knowledge and the Computer & Communications Industry Association, have urged lawmakers to reconsider support for the "problematic" bill, warning (PDF) that it would "create an ill-advised antitrust exemption for publishers and broadcasters."
A similar law in Australia giving the government power to make internet giants Meta and Alphabet's Google negotiate content supply deals with media outlets has largely worked, a government report said last week. But the bill did result in a brief shutdown of Facebook news feeds in the country.

SpaceX Unveils 'Starshield,' a Military Variation of Starlink Satellites (cnbc.com) 83

Elon Musk's SpaceX is expanding its Starlink satellite technology into military applications with a new business line called Starshield. CNBC reports: "While Starlink is designed for consumer and commercial use, Starshield is designed for government use," the company wrote on its website. Few details are available about the intended scope and capabilities of Starshield. The company hasn't previously announced tests or work on Starshield technology.

On its website, SpaceX said the system will have "an initial focus" on three areas: Imagery, communications and "hosted payloads" -- the third of which effectively offers government customers the company's satellite bus (the body of the spacecraft) as a flexible platform. The company also markets Starshield as the center of an "end-to-end" offering for national security: SpaceX would build everything from the ground antennas to the satellites, launch the latter with its rockets, and operate the network in space.

SpaceX notes that Starshield uses "additional high-assurance cryptographic capability to host classified payloads and process data securely," building upon the data encryption it uses with its Starlink system. Another key feature: the "inter-satellite laser communications" links, which the company currently has connecting its Starlink spacecraft. It notes that the terminals can be added to "partner satellites," so as to connect other companies' government systems "into the Starshield network."

Senator Urges Automakers to Keep Making Cars with AM Radio (boston.com) 320

The Boston Globe reports that U.S. Senator Ed. Markey just sent a letter to more than 20 car manufacturers asking them to continue including AM radios in future car models — including electric vehicles: Some EV manufacturers have raised concerns even as far back as 2016 about how the battery power of an EV can interfere with AM radio signals. However, Markey addressed these concerns saying, "car manufacturers appear to have developed innovative solutions to this problem."
"The last time I listened to AM radio was in the late 1970s," writes long-time Slashdot reader non-e-moose. "And then it was mostly because there were either no FM stations in reception range, or I was riding my bicycle and only had a transistor radio."

But the Senator sees it differently: AM radio has long been an important source of information for consumers. Before the COVID-19 pandemic, nearly 90 percent of Americans ages 12 and older — totaling hundreds of millions of people — listened to AM or FM radio each week, higher than the percentage that watch television (56 percent) or own a computer (77 percent).... Moreover, 33 percent of new car buyers say that AM radio is a very important feature in a vehicle — higher than dedicated Wi-Fi (31 percent), SiriusXM satellite radio (27 percent), and personal assistants such as Google Assistant (12 percent) and Amazon Alexa (9 percent). In other words, broadcast AM and FM radio remain an essential vehicle feature for consumers.

Moreover, broadcast AM radio, in particular, is a critical mechanism for government authorities to communicate with the public during natural disasters, extreme weather events, and other emergencies. AM radio operates at lower frequencies and has longer wavelengths than FM radio, so AM radio waves more easily pass through solid objects. As a result, AM radio signals can travel long distances, making them well-suited for broadcasting emergency alerts....

Despite innovations such as the smartphone and social media, AM/FM broadcast radio remains the most dependable, cost-free, and accessible communication mechanism for public officials to communicate with the public during times of emergency. As a result, any phase-out of broadcast AM radio could pose a significant communication problem during emergencies.... Given AM radio's importance for emergency communications and continued consumer demand, I urge your company to maintain the feature in its new vehicles...

What Happened After Matt Taibbi Revealed Twitter's Deliberations on Hunter Biden Tweets? (wired.com) 377

"Twitter CEO Elon Musk turned to journalist Matt Taibbi on Friday to reveal the decision-making behind the platform's suppression of a 2020 article from the New York Post regarding Hunter Biden's laptop," reports Newsweek.

"Taibbi later deleted a tweet showing [former Twitter CEO] Jack Dorsey's email address," adds the Verge, covering reactions to Taibbi's thread — and the controversial events that the tweets described: At the time, it was not clear if the materials were genuine, and Twitter decided to ban links to or images of the Post's story, citing its policy on the distribution of hacked materials. The move was controversial even then, primarily among Republicans but also with speech advocates worried about Twitter's decision to block a news outlet. While Musk might be hoping we see documents showing Twitter's (largely former) staffers nefariously deciding to act in a way that helped now-President Joe Biden, the communications mostly show a team debating how to finalize and communicate a difficult moderation decision.
Taibbi himself tweeted that "Although several sources recalled hearing about a 'general' warning from federal law enforcement that summer about possible foreign hacks, there's no evidence - that I've seen - of any government involvement in the laptop story."

More from the Verge: Meanwhile, Taibbi's handling of the emails — which seem to have been handed to him at Musk's direction, though he only refers to "sources at Twitter" — appears to have exposed personal email addresses for two high-profile leaders: Dorsey and Representative Ro Khanna. An email address that belongs to someone Taibbi identifies as Dorsey is included in one message, in which Dorsey forwards an article Taibbi wrote criticizing Twitter's handling of the Post story. Meanwhile, Khanna confirmed to The Verge that his personal Gmail address is included in another email, in which Khanna reaches out to criticize Twitter's decision to restrict the Post's story as well.

"As the congressman who represents Silicon Valley, I felt Twitter's actions were a violation of First Amendment principles so I raised those concerns," Khanna said in a statement to The Verge. "Our democracy can only thrive if we are open to a marketplace of ideas and engaging with people with whom we disagree."

The story also revealed the names of multiple Twitter employees who were in communications about the moderation decision. While it's not out of line for journalists to report on the involvement of public-facing individuals or major decision makers, that doesn't describe all of the people named in the leaked communications.... "I don't get why naming names is necessary. Seems dangerous," Twitter co-founder Biz Stone wrote Friday in apparent reference to the leaks.... The Verge reached out to Taibbi for comment but didn't immediately hear back.

Twitter, which had its communications team dismantled during layoffs last month, also did not respond to a request for comment.

Wired adds: What did the world learn about Twitter's handling of the incident from the so-called Twitter Files? Not much. After all, Twitter reversed its decision two days later, and then-CEO Jack Dorsey said the moderation decision was "wrong."
In other news, "Twitter will start showing view count for all tweets," Elon Musk announced Friday, "just as view count is shown for all videos." And he shared other insights into his plans for Twitter's future.

Astronomers Say a New, Huge Satellite Is As Bright As the Brightest Stars (arstechnica.com) 83

An anonymous reader quotes a report from Ars Technica: Last month, a Texas-based company announced that it had successfully deployed the largest-ever commercial communications satellite in low-Earth orbit. This BlueWalker 3 demonstration satellite measures nearly 65 square meters, or about one-third the size of a tennis court. Designed and developed by AST SpaceMobile, the expansive BlueWalker 3 satellite is intended to demonstrate the ability of standard mobile phones to directly connect to the Internet via satellite. Large satellites are necessary to connect to mobile devices without a ground-based antenna. [...] Since BlueWalker3's launch in September, astronomers have been tracking the satellite, and their alarm was heightened following its antenna deployment last month. According to the International Astronomical Union, post-deployment measurements showed that BlueWalker 3 had an apparent visual magnitude of around 1 at its brightest, which is nearly as bright as Antares and Spica, the 15th and 16th brightest stars in the night sky.

For a few years, astronomers have been expressing concerns about megaconstellations, such as SpaceX's Starlink satellites. While these are more numerous -- there are more than 3,000 Starlink satellites in orbit -- they are much smaller and far less bright than the kinds of satellites AST plans to launch. Eventually, AST plans to launch a constellation of 168 large satellites to provide "substantial" global coverage, a company spokesperson said. Even one is enough for astronomers, however. "BlueWalker 3 is a big shift in the constellation satellite issue and should give us all reason to pause," said Piero Benvenuti, a director at the International Astronomical Union.

The organization of astronomers is also concerned about the potential for radio interference from these "cell phone towers in space." They will transmit strong radio waves at frequencies currently reserved for terrestrial cell phone communications but are not subject to the same radio quiet zone restrictions that ground-based cellular networks are. This could severely impact radio astronomy research -- which was used to discover cosmic microwave background radiation, for example -- as well as work in related fields. Astronomers currently build their radio astronomy observatories in remote areas, far from cell tower interference. They are worried that these large, radio-wave transmitting satellites will interfere in unpopulated areas.
"We are eager to use the newest technologies and strategies to mitigate possible impacts to astronomy," AST said in a statement to Ars. "We are actively working with industry experts on the latest innovations, including next-generation anti-reflective materials. We are also engaged with NASA and certain working groups within the astronomy community to participate in advanced industry solutions, including potential operational interventions."

AST is "committed to avoiding broadcasts inside or adjacent to the National Radio Quiet Zone in the United States [...] as well as additional radioastronomy locations," adds Ars.

iPhone 14 Satellite Feature Saves Stranded Man In Alaska (macrumors.com) 49

Apple's iPhone 14 Emergency SOS via Satellite Feature was put to the test in Alaska yesterday, when a man became stranded in a rural area. MacRumors reports: In the early hours of the morning on December 1, Alaska State Troopers received an alert that a man traveling by snow machine from Noorvik to Kotzebue had become stranded. The man was in a cold, remote location with no connectivity, and he activated the Emergency SOS via satellite feature on his iPhone 14 to alert authorities to his predicament. Apple's Emergency Response Center worked with local search and rescue teams and the Northwest Arctic Borough Search and Rescue Coordinator to send out volunteer searchers directly to the GPS coordinates that were relayed to Apple using the emergency function.

The man was rescued successfully and there were no injuries. The area where he was located is remote and on the fringes of where satellite connectivity is available. Apple says that satellite connectivity might not work in places above 62 degrees latitude, such as northern parts of Canada and Alaska, and Noorvik and Kotzebue are close to 69 degrees latitude. Troopers who helped with the rescue were "impressed with the accuracy and completeness of information included in the initial alert," with the Emergency SOS via Satellite feature designed to ask several questions ahead of when an alert is sent out to expedite rescue missions.

More Than 1 Billion People Expected To Be Using 5G By Year's End 55

More than 1 billion people will be connected to 5G by the end of 2022, according to the latest mobility report from Ericsson. CNET reports: Between July and September of this year, 5G added 110 million subscribers around the world, upping the total count to 870 million, said the report, released Wednesday. That's almost double the number of 5G subscribers there were by the end of 2021, which the Swedish telecommunications equipment maker estimated to be 580 million. If 5G users hit the 1 billion this year, that means fifth-generation networks will have hit the nine-figure subscriber mark two years faster than 4G did, said Ericsson, confirming that 5G is so far the "fastest-scaling mobile connectivity generation."

4G subscriptions are still growing as well, with 41 million subscribers added between July and September. It's anticipated they will peak at 5.2 billion by the end of the year, and mobile subscriptions overall are forecast to exceed 8.4 billion. By 2028, 5G is expected to reach 5 billion subscriptions globally and make up 55% of all network subscriptions, according to the report. Overall mobile subscriptions in 2028 are expected to be more than 9.2 billion.

Google Partners With Med Tech Company To Develop AI Breast Cancer Screening Tools (theverge.com) 8

Google announced today that it has licensed its AI research model for breast cancer screening to medical technology company iCAD. This is the first time Google is licensing the technology, with the hopes that it will eventually lead to more accurate breast cancer detection and risk assessment. From a report: The two companies aim to eventually deploy the technology in real-world clinical settings -- targeting a "2024 release," Google communications manager Nicole Linton told The Verge in an email. Commercial deployment, however, still depends on how successful continued research and testing are. "We will move deliberately and test things as we go," Linton said in the email.

The partnership builds on Google's prior work to improve breast cancer detection. Back in 2020, Google researchers published a paper in the journal Nature that found that its AI system outperformed several radiologists in identifying signs of breast cancer. The model reduced false negatives by up to 9.4 percent and reduced false positives by up to 5.7 percent among thousands of mammograms studied. iCAD plans to incorporate Google's mammography AI research model into iCAD's existing tools. The first is its "ProFound AI" tool that analyzes images from digital breast tomosynthesis (DBT), an advanced imaging technique sometimes called "3D mammography." The tool scans DBT images to look for malignant soft tissue densities and calcifications. iCAD also plans to use Google's model with its risk evaluation tool, which the company says provides personalized breast cancer risk estimation tailored to each person.

Workers at Amazon's Largest Air Hub in the World Push for a Union (theguardian.com) 27

"Amazon workers at the air hub outside the Cincinnati Northern Kentucky international airport, Amazon's largest air hub in the world, are pushing to organize a union," reports the Guardian, "in the latest effort to mobilize workers at the tech company." Workers say they are dissatisfied with annual wage increases this year. About 400 of them have signed a petition to reinstate a premium hourly pay for Amazon's peak season that hasn't been enacted at the site yet. Their main demands also include a $30 an hour starting wage, 180 hours of paid time off and union representation at disciplinary hearings....

About 4,500 workers are employed at the expanding air hub in Kentucky. Those organizing have already filed two unfair labor practice charges over Amazon's response to the unionization effort, which has included anti-union talking points on televisions and its communications system for employees that characterize the effort as a third-party scheme....

Organizing efforts at Amazon have spread beyond the JFK8 Staten Island, New York, warehouse, where workers won the first union election at an Amazon site in the US in April 2022. But they have yet to repeat the success.... Employees at an Amazon warehouse outside Raleigh, North Carolina, are now collecting union authorization signatures in hopes of filing for an election by this summer.... At other Amazon warehouses in Georgia, Minnesota, Illinois and California, workers have organized strikes and petitions to push the company to increase wages and improve working conditions.

Steven Kelley, a learning ambassador at the Kentucky air hub, explained that most workers were paid less than $20 an hour. He said the pay wasn't commensurate with the dangerous work the workers perform, in a location where employee turnover was about 150%, with a constant training of workers who wind up quitting. He also said the disciplinary procedures at Amazon weren't transparent or communicated well enough.... He explained that workers weren't paid enough to live without roommates and made less than other workers in transportation and logistics because they were classified as retail employees.

One worker at the Kentucy air hub complained to the Guardian, "We're the lifeblood of the company, not corporate, not upper management. We're actually the ones who are sorting the freight, and loading the freight."

'How Washington Chased Huawei Out of Europe' (politico.eu) 102

Huawei "is giving up on Europe," writes Politico, saying the Chinese telecommunications company is "retrenching its European operations and putting its ambitions for global leadership on ice."

"The reasons for doing this have little to do with the company's commercial potential — Huawei is still able to offer cutting-edge technology at lower costs than its competitors — and everything to do with politics, according to interviews with more than 20 current and former staff and strategic advisers to the company." Pressed by the United States and increasingly shunned on a Continent it once considered its most strategic overseas market, Huawei is pivoting back toward the Chinese market, focusing its remaining European attention on the few countries — Germany and Spain, but also Hungary — still willing to play host to a company widely viewed in the West as a security risk.

"It's no longer a company floating on globalization," said one Huawei official. "It's a company saving its ass on the domestic market...."

Huawei's predicament was summed up by the company's founder Ren Zhengfei in a speech to executives at the company's Shenzhen headquarters in July. He laid out the trifecta of challenges the company has faced over the last three years: hostility from Washington; disruptions from the coronavirus pandemic; and Russia's invasion of Ukraine, which upended global supply chains and heightened European concerns about over-dependence on countries like China. "The environment we faced in 2019 was different from the one we face today," Ren said in his speech, which wasn't made public but was seen by POLITICO. "Don't assume that we will have a brighter future."

"We previously had an ideal for globalization striving to serve all humanity," he added. "What is our ideal today? Survival....!"

The company is also retrenching elsewhere, according to Ren. "We will give up markets in some countries," the firm's founder said in his speech this summer. "For example, we will give up markets in the Five Eyes countries and India." The "Five Eyes" refers to an intelligence-sharing arrangement between the U.S., U.K., Canada, Australia and New Zealand. All five countries have banned or are in the process of banning Huawei and other Chinese companies from their critical infrastructure because of security concerns.

The US Bans Huawei, ZTE Telecommunications Equipment Sales Over Chinese Spying Fears (cnn.com) 74

The U.S. government "has banned approvals of new telecommunications equipment from China's Huawei Technologies and ZTE," reports CNN, "because they pose 'an unacceptable risk' to US national security." The U.S. Federal Communications Commission said on Friday it had adopted the final rules, which also bar the sale or import of equipment made by China's surveillance equipment maker Dahua Technology, video surveillance firm Hangzhou Hikvision Digital Technology and telecoms firm Hytera Communications.

The move represents Washington's latest crackdown on the Chinese tech giants amid fears that Beijing could use Chinese tech companies to spy on Americans.

"These new rules are an important part of our ongoing actions to protect the American people from national security threats involving telecommunications," FCC Chairwoman Jessica Rosenworcel said in a statement.

Within the European Union, airlines will be able to install the latest 5G technology on their aircraft, allowing passengers to use their smartphones and other connected devices just as they do on the ground. From a report: The European Commission has adapted the legislation on mobile communications to the most modern standards. As a result, 5G coverage can also be made available on aircraft. "The sky is no longer the limit when it comes to high-speed, high-capacity connections," said EU Commissioner for the Internal Market Thierry Breton. "5G will enable innovative services for people and growth opportunities for European companies." The 5G coverage will be made possible by installing a so-called "pico-cell" in the aircraft.

EU Confirms Multiple Ongoing Investigations Into TikTok Data Practices (engadget.com) 7

The president of the European Commission, the executive branch of the European Union, has confirmed there are multiple ongoing investigations into TikTok. From a report: The probes concern the transfer of EU citizens' data to China and targeted advertising aimed at minors. Investigators are seeking to ensure that TikTok meets General Data Protection Regulation (GDPR) requirements. "The data practices of TikTok, including with respect to international data transfers, are the object of several ongoing proceedings," Ursula von der Leyden wrote in a letter shared by Federal Communications Commissioner Brendan Carr.

"This includes an investigation by the Irish [Data Protection Commission] about TikTok's compliance with several GDPR requirements, including as regards data transfers to China and the processing of data of minors, and litigation before the Dutch courts (in particular concerning targeted advertising regarding minors and data transfers to China)." Von der Leyden was responding to concerns raised by members of the European Parliament regarding Chinese public authorities potentially gaining access to EU citizens' TikTok data, following a report by BuzzFeed News. The app's data practices have been under the EU's spotlight for a while. Earlier this year, TikTok agreed to enforce certain policies concerning ads and branded content following a complaint that accused the app of breaching EU consumer rules.

Amazon Plans To Close Up Shop on Wickr's User-Centric Encrypted Messaging App (gizmodo.com) 8

An anonymous reader shares a report: A little more than a year ago, Amazon, specifically Amazon Web Services, flashed its stacks of cash as it announced it was buying up the end-to-end encrypted messaging app Wickr. AWS users could suddenly use Wickr's services, and some reporters speculated Amazon could have been trying to make a move in the increasingly crowded encrypted messaging space. That's much more unlikely now as Amazon announced Monday it was nixing its secure messaging app Wickr Me.

The tech giant said that Wickr would instead be focused on business and public sector communications, specifically through AWS Wickr and Wickr Enterprise. The company will no longer allow registrations for Wickr Me after Dec. 31, and a year later, at the tail end of 2023, the app will be but a puff of smoke and a memory. Wickr was worth in the ballpark of $60 million when it was purchased, but just a few years ago Wickr was spouting off about its features that encrypted conference calls, which was a major evolution in the encrypted messaging space. Amazon's other messaging app, Chime, does videoconferencing without encryption. In September, Amazon finally added end-to-end encryption for the data sent to users through its Ring doorbells.

Aviation Regulators Push for More Automation so Flights Can Be Run by a Single Pilot 157

Regulators are pushing the UN's International Civil Aviation Organization (ICAO) to examine ways of making single pilot operations the eventual norm in commercial flights. From a report: In a working paper filed with the aviation standards body, the European Union Aviation Safety Agency (EASA) requested on behalf of member states that the "necessary enablers" be created "for a safe and globally harmonized introduction of commercial air transport (CAT) operations of large aeroplanes with optimised crew/single-pilot operations while ensuring an equivalent or higher level of safety compared to that achieved in current operations." There are two obvious drivers for the proposal -- cost cutting and crew shortages. Technology has over decades reduced the need for more people in the cockpit and the hope seems to be that further improvements can pare the current two down to one.

"One of the driving factors for the industry to propose taking advantage of the introduction of these new concepts of operations is a foreseen reduction in operating costs," the paper says, though it does note: "Potential additional costs related to higher-level ground support and two-way communications should also be considered. On the aircraft manufacturer side, the development and certification of new cockpit designs and associated systems may require significant investment, although these will likely produce safety benefits and savings in the medium/long term." The requirements for a full flying license are also incredibly onerous, which creates a bottleneck in the supply for qualified pilots. For most European airlines, you need 1,500 hours flight time before you get a full license. Until then, you're on provisional terms and need a fully qualified pilot operating alongside you.

Nationwide Study of US ISPs Finds Slower-than-Advertised Downloads and Inconsistent Pricing (msn.com) 42

"Dear internet service providers of America: We're onto your tricks," writes Washington Post technology columnist Geoffrey A. Fowler: Last year, I encouraged Washington Post readers to participate in a major nationwide study of ISPs by uploading a copy of their monthly bills to Fight for Fair Internet, a project of Consumer Reports and other partners. Some 22,000 Americans did, and the results released Thursday reveal the many ways internet and cable companies get away with jacking up our bills.

For you and me, the study of big and small ISPs alike offers a clearer view of their worst behaviors — and how to fight back. The most important cost-saving lesson: Calling up and threatening to quit your internet service works. It's super annoying, I know, but Verizon (for example) applied discounts to 58 percent of the bills people submitted, with an astounding monthly median discount of $40.

The study's spotlight on ISP tricks, including bogus fees, data caps and wildly inconsistent pricing, also is fresh evidence that in many parts of the United States, there just isn't a competitive market for internet service. Who would put up with it if there were? About 200 million people live in parts of the country with only one or two choices for reliable, fast internet, according to a 2021 report from the White House.

The report identified the U.S. internet providers charging the highest equipment rental fees (Wave Broadband) and the highest data-cap fees (Cox Communications), as well as the ones with the lowest and highest monthly service fees. But in addition, Consumer Reports notes that "Download speeds routinely fail to match the advertised 'up to' speeds of several ISPs. This was especially true of consumers paying for 'premium' plans purporting to offer download speeds of between 940 and 1,200 Mbps, who in fact experienced median speeds of between 360 and 373 Mbps."

The Washington Post highlights one case "Where you might pay more for less: AT&T" On volunteer bills, AT&T's median pricing across different speed plans was all over the map. People getting:

12 mbps paid $63.
45 mbps paid $80.
100 mbps paid $60.
1000 mbps paid $80.

Why should people who aren't even getting minimum broadband speeds (25 mbps) be paying more than people getting zippy service? ISPs can and will charge whatever they can get away with in your neighborhood.

"The charges on those bills may reflect older plans that we no longer sell," said AT&T spokesman Jim Kimberly. "Customers with older plans can check on our website or call in to see if a lower cost offer is available to them for faster speeds and switch service."

That's another lesson for all of us: It's always worth checking to see if there's a new deal available. Unlike the cellphone carriers, ISPs rarely proactively switch consumers into cheaper or better plans.

According to documents recently declassified by the National Geospatial-Intelligence Agency (NGA), former President Donald Trump posted a classified satellite image of a failed rocket launch in Iran on Twitter in 2019. NPR reports: Now, three years after Trump's tweet, the National Geospatial-Intelligence Agency (NGA) has formally declassified the original image. The declassification, which came as the result of a Freedom of Information Act request by NPR, followed a grueling Pentagon-wide review to determine whether the briefing slide it came from could be shared with the public. Many details on the original image remain redacted -- a clear sign that Trump was sharing some of the U.S. government's most prized intelligence on social media, says Steven Aftergood, specialist in secrecy and classification at the Federation of American Scientists. "He was getting literally a bird's eye view of some of the most sensitive US intelligence on Iran," he says. "And the first thing he seemed to want to do was to blurt it out over Twitter." "[A]erospace experts determined the photo was taken by a classified spacecraft called USA 224, believed to be a multibillion-dollar KH-11 reconnaissance aircraft," adds Gizmodo. "The spacecraft is similar to the Hubble Telescope, but instead of getting a closer look at the stars, it views the Earth's surface."

DuckDuckGo's Anti-Tracking Android Tool Could Be 'Even More Powerful' Than iOS (arstechnica.com) 31

An anonymous reader quotes a report from Ars Technica: Privacy-focused search site DuckDuckGo has added yet another way to prevent more of your data from going to advertisers, opening its App Tracking Protection for Android to beta testers. DuckDuckGo is positioning App Tracking Protection as something like Apple's App Tracking Transparency for iOS devices, but "even more powerful." Enabling the service in the DuckDuckGo app for Android (under the "More from DuckDuckGo" section) installs a local VPN service on your phone, which can then start automatically blocking trackers on DDG's public blocklist. DuckDuckGo says this happens "without sending app data to DuckDuckGo or other remote servers."

Google recently gave Android users some native tools to prevent wanton tracking, including app-by-app location-tracking approval and a limited native ad-tracking opt-out. Apple's App Tracking Transparency asks if users want to block apps from accessing the Identifier for Advertisers (IDFA), but apps can still use the largest tracking networks across many apps to better profile app users. Allison Goodman, senior communications manager for DuckDuckGo, told Ars Technica that App Tracking Protection needs Android's VPN permission so it can monitor network traffic. When it recognizes a tracker from its blocklist, it "looks at the destination domain for any outbound request and blocks them if they are in our blocklist and the requesting app is not owned by the same company that owns the domain." Goodman added that "much of the data collected by trackers is not controlled by [Android] permissions," making App Tracking Protection a complementary offering.
