Why Is 'Juice Jacking' Suddenly Back In the News? (krebsonsecurity.com) 32

An anonymous reader shares a report from KrebsOnSecurity: KrebsOnSecurity received a nice bump in traffic this week thanks to tweets from the Federal Bureau of Investigation (FBI) and the Federal Communications Commission (FCC) about "juice jacking," a term first coined here in 2011 to describe a potential threat of data theft when one plugs their mobile device into a public charging kiosk. It remains unclear what may have prompted the alerts, but the good news is that there are some fairly basic things you can do to avoid having to worry about juice jacking.

The term juice jacking crept into the collective paranoia of gadget geeks in the summer of 2011, thanks to the headline for a story here about researchers at the DEFCON hacker convention in Vegas who'd set up a mobile charging station designed to educate the unwary to the reality that many mobile devices were set up to connect to a computer and immediately sync data by default. Since then, Apple, Google and other mobile device makers have changed the way their hardware and software works so that their devices no longer automatically sync data when one plugs them into a computer with a USB charging cable. Instead, users are presented with a prompt asking if they wish to trust a connected computer before any data transfer can take place. On the other hand, the technology needed to conduct a sneaky juice jacking attack has become far more miniaturized, accessible and cheap. And there are now several products anyone can buy that are custom-built to enable juice jacking attacks. [...]

How seriously should we take the recent FBI warning? An investigation by the myth-busting site Snopes suggests the FBI tweet was just a public service announcement based on a dated advisory. Snopes reached out to both the FBI and the FCC to request data about how widespread the threat of juice jacking is in 2023. "The FBI replied that its tweet was a 'standard PSA-type post' that stemmed from the FCC warning," Snopes reported. "An FCC spokesperson told Snopes that the commission wanted to make sure that their advisory on "juice-jacking," first issued in 2019 and later updated in 2021, was up-to-date so as to ensure 'the consumers have the most up-to-date information.' The official, who requested anonymity, added that they had not seen any rise in instances of consumer complaints about juice-jacking."
The best way to protect yourself from juice jacking is by using your own gear to charge and transfer data from your device(s) to another.

"Juice jacking isn't possible if a device is charged via a trusted AC adapter, battery backup device, or through a USB cable with only power wires and no data wires present," says security researcher Brian Krebs. "If you lack these things in a bind and still need to use a public charging kiosk or random computer, at least power your device off before plugging it in."

Virginia Norwood, 'Mother' of Satellite Imaging Systems, Dies At 96 (nytimes.com) 27

Virginia Norwood, an aerospace pioneer who invented the scanner that has been used to map and study the earth from space for more than 50 years, has died at her home in Topanga, Calif. She was 96. The New York Times reports: Her death was announced by the United States Geological Survey, whose Landsat satellite program relies on her invention. Her daughter, Naomi Norwood, said her mother was found dead in her bed on the morning of March 27. The Landsat satellites, speeding 438 miles above the surface, orbit the earth every 99 minutes and have captured a complete image of the planet every 16 days since 1972. These images have provided powerful visual evidence of climate change, deforestation and other shifts affecting the planet's well-being.

Ms. Norwood, a physicist, was the person primarily responsible for designing and championing the scanner that made the program possible. NASA has called her "the mother of Landsat." At the dawn of the era of space exploration in the 1950s and '60s, she was working at Hughes Aircraft Company developing instruments. One of a small group of women in a male-dominated industry, she stood out more for her acumen. "She said, 'I was kind of known as the person who could solve impossible problems,'" Naomi Norwood told NASA for a video on its website. "So people would bring things to her, even pieces of other projects." [...]

Over the next 50 years, new Landsat satellites replaced earlier ones. Ms. Norwood oversaw the development of Landsat 2, 3, 4 and 5. Currently, Landsat 8 and 9 are orbiting the earth, and NASA plans to launch Landsat 10 in 2030. Each generation satellite has added more imaging capabilities, but always based on Ms. Norwood's original concept. The Landsat program has mapped changes in the planet brought on by climate change and by human actions. They include the near disappearance of the Aral Sea between Kazakhstan and Uzbekistan, the shrinking of the Great Salt Lake in Utah, the evolving shape of the Mississippi Delta, and the deforestation and increasing agricultural use of land in Turkey and Brazil.

Discord Says Cooperating in Probe of Classified Material Breach (reuters.com) 24

Instant messaging platform Discord says it was cooperating with U.S. law enforcement's investigation into a leak of secret U.S. documents that has grabbed attention around the world. From a report: The statement comes as questions continue to swirl over who leaked the documents, whether they are genuine and whether the intelligence assessments in them are reliable. The documents, which carry markings suggesting that they are highly classified, have led to a string of stories about the war in Ukraine, protests in Israel and how the U.S. surveils friend and foe alike. The source of the documents is not publicly known, but reporting by the open-source investigative site Bellingcat has traced their earliest appearance to Discord, a communications platform popular with gamers. Discord's statement suggested it was already in touch with investigators. The White House also urged social media companies on Thursday to prevent the circulation of information that could hurt national security.

NASA Reveals What Made an Entire Starlink Satellite Fleet Go Down (inverse.com) 47

schwit1 shares a report from Inverse: On March 23, sky observers marveled at a gorgeous display of northern and southern lights. It was a reminder that when our Sun gets active, it can spark a phenomenon called "space weather." Aurorae are among the most benign effects of this phenomenon. At the other end of the space weather spectrum are solar storms that can knock out satellites. The folks at Starlink found that out the hard way in February 2022. On January 29 that year, the Sun belched out a class M 1.1 flare and related coronal mass ejection. Material from the Sun traveled out on the solar wind and arrived at Earth a few days later. On February 3, Starlink launched a group of 49 satellites to an altitude only 130 miles above Earth's surface. They didn't last long, and now solar physicists know why.

A group of researchers from NASA Goddard Space Flight Center and the Catholic University of America took a closer look at the specifics of that storm. Their analysis identified a mass of plasma that impacted our planet's magnetosphere. The actual event was a halo coronal mass ejection from an active region in the northeast quadrant of the Sun. The material traveled out at around 690 kilometers per second as a shock-driving magnetic cloud. Think of it as a long ropy mass of material writhing its way through space. As it traveled, it expanded and at solar-facing satellites -- including STEREO-A, which took a direct hit from it -- made observations. Eventually, the cloud smacked into Earth's magnetosphere creating a geomagnetic storm.

The atmosphere thickened enough that it affected the newly launched Starlink stations. They started to experience atmospheric drag, which caused them to deorbit and burn up on the way down. It was an expensive lesson in space weather and provided people on Earth with a great view of what happens when satellites fall back to Earth. It was also that could have been avoided if they'd delayed their launch to account for the ongoing threat.

The new management of FTX, headed by CEO John Ray III, on Sunday released its first interim report on control failures at the collapsed crypto exchange. There is a lot to digest. The Block: The 45-page report -- published Sunday afternoon by FTX Trading Ltd and its affiliated debtors -- describes in painstaking detail FTX's slapdash record-keeping, near non-existent cybersecurity defenses and its sparse expertise in key areas like finance. One of the more eye-catching items concerned Alameda Research, the trading firm that allegedly had access to billions of dollars in customer funds stored with FTX. The report states that Alameda "often had difficulty understanding what its positions were, let alone hedging or accounting for them."

Former CEO Sam Bankman-Fried, now under house arrest and facing a litany of criminal charges, described Alameda in internal communications as "hilariously beyond any threshold of any auditor being able to even get partially through an audit," according to the report. He went on: "Alameda is unauditable. I don't mean this in the sense of 'a major accounting firm will have reservations about auditing it'; I mean this in the sense of 'we are only able to ballpark what its balances are, let alone something like a comprehensive transaction history.' We sometimes find $50m of assets lying around that we lost track of; such is life."

How Much Data Did the Chinese Spy Balloon Collect? (nbcnews.com) 50

Long-time Slashdot reader schwit1 shared this report from NBC News: The Chinese spy balloon that flew across the U.S. was able to gather intelligence from several sensitive American military sites, despite the Biden administration's efforts to block it from doing so, according to two current senior U.S. officials and one former senior administration official. China was able to control the balloon so it could make multiple passes over some of the sites (at times flying figure-eight formations) and transmit the information it collected back to Beijing in real time, the three officials said.

The intelligence China collected was mostly from electronic signals, which can be picked up from weapons systems or include communications from base personnel, rather than images, the officials said. The three officials said China could have gathered much more intelligence from sensitive sites if not for the administration's efforts to move around potential targets and obscure the balloon's ability to pick up their electronic signals by stopping them from broadcasting or emitting signals.

America's Department of Defense "directed NBC News to comments senior officials made in February that the balloon had 'limited additive value' for intelligence collection by the Chinese government 'over and above what [China] is likely able to collect through things like satellites in low earth orbit.'"

ChatGPT Sued for Lying (msn.com) 176

An anonymous readers shared this report from the Washington Post: Brian Hood is a whistleblower who was praised for "showing tremendous courage" when he helped expose a worldwide bribery scandal linked to Australia's National Reserve Bank. But if you ask ChatGPT about his role in the scandal, you get the opposite version of events. Rather than heralding Hood's whistleblowing role, ChatGPT falsely states that Hood himself was convicted of paying bribes to foreign officials, had pleaded guilty to bribery and corruption, and been sentenced to prison.

When Hood found out, he was shocked. Hood, who is now mayor of Hepburn Shire near Melbourne in Australia, said he plans to sue the company behind ChatGPT for telling lies about him, in what could be the first defamation suit of its kind against the artificial intelligence chatbot.... "There's never, ever been a suggestion anywhere that I was ever complicit in anything, so this machine has completely created this thing from scratch," Hood said — confirming his intention to file a defamation suit against ChatGPT. "There needs to be proper control and regulation over so-called artificial intelligence, because people are relying on them...."

If it proceeds, Hood's lawsuit will be the first time someone filed a defamation suit against ChatGPT's content, according to Reuters. If it reaches the courts, the case would test uncharted legal waters, forcing judges to consider whether the operators of an artificial intelligence bot can be held accountable for its allegedly defamatory statements.

The article notes that ChatGPT prominently warns users that it "may occasionally generate incorrect information." And another Post article notes that all the major chatbots now include disclaimers, "such as Bard's fine-print message below each query: 'Bard may display inaccurate or offensive information that doesn't represent Google's views.'"

But the Post also notes that ChatGPT still "invented a fake sexual harassment story involving a real law professor, Jonathan Turley — citing a Washington Post article that did not exist as its evidence." Long-time Slashdot reader schwit1 tipped us off to that story. But here's what happened when the Washington Post searched for accountability for the error: In a statement, OpenAI spokesperson Niko Felix said, "When users sign up for ChatGPT, we strive to be as transparent as possible that it may not always generate accurate answers. Improving factual accuracy is a significant focus for us, and we are making progress...." Katy Asher, senior communications director at Microsoft, said the company is taking steps to ensure search results are safe and accurate. "We have developed a safety system including content filtering, operational monitoring, and abuse detection to provide a safe search experience for our users," Asher said in a statement, adding that "users are also provided with explicit notice that they are interacting with an AI system."

But it remains unclear who is responsible when artificial intelligence generates or spreads inaccurate information. From a legal perspective, "we just don't know" how judges might rule when someone tries to sue the makers of an AI chatbot over something it says, said Jeff Kosseff, a professor at the Naval Academy and expert on online speech. "We've not had anything like this before."

The Free Software Foundation certifies products that meet their standards in regard to users' freedom, control over the product, and privacy. And they put out a new "Respects Your Freedom" certification on Thursday for ThinkPenguin's free software gigabit mini VPN router, the TPE-R1400.

From the FSF's announcement: This is ThinkPenguin's first device to receive RYF certification in 2023, adding to their vast catalogue of certified devices from previous years. As with previous routers from ThinkPenguin, the Free Software Gigabit Mini VPN Router ships with an FSF-endorsed fully free embedded GNU/Linux distribution called libreCMC. It also comes with a custom flavor of the U-Boot boot loader, assembled by Robert Call, the maintainer of libreCMC and a former FSF intern.

The router enables users to run their network connection through a VPN service, helping to simplify the process of keeping their communications secure and private. While ThinkPenguin offers a VPN service, users are not required to purchase a subscription to their service in order to use the router, and the device comes with detailed instructions on how to use the router with a wide variety of VPN providers.

China Plans $500 Million Subsea Internet Cable To Rival US-Backed Project (reuters.com) 25

Chinese state-owned telecom firms are developing a $500 million undersea fiber-optic internet cable network that would link Asia, the Middle East and Europe to rival a similar U.S.-backed project, four people involved in the deal told Reuters. From the report: The plan is a sign that an intensifying tech war between Beijing and Washington risks tearing the fabric of the internet. China's three main carriers -- China Telecommunications Corporation (China Telecom), China Mobile Limited and China United Network Communications Group (China Unicom) -- are mapping out one of the world's most advanced and far-reaching subsea cable networks, according to the four people, who have direct knowledge of the plan.

Known as EMA (Europe-Middle East-Asia), the proposed cable would link Hong Kong to China's island province of Hainan, before snaking its way to Singapore, Pakistan, Saudi Arabia, Egypt and France, the four people said. They asked not to be named because they were not allowed to discuss potential trade secrets. The cable, which would cost approximately $500 million to complete, would be manufactured and laid by China's HMN Technologies, a fast-growing cable firm whose predecessor company was majority-owned by Chinese telecom giant Huawei, the people said.

AWS and Microsoft's Azure Face Antitrust Probe in UK (arstechnica.com) 6

The UK's communications watchdog has called for a probe into Microsoft and Amazon's dominance of the country's cloud computing market in the latest challenge to the tech giants from global regulators. From a report: Ofcom said on Wednesday it was "particularly concerned" by the practices of Amazon Web Services and Microsoft, which together control between 60 and 70 per cent of the UK cloud market. It has proposed referring the sector to the Competition and Markets Authority for further investigation. Cloud computing is dominated by Amazon and Microsoft, and has become a crucial driver of revenue at the tech giants. But growth in demand for these services has slowed this year and customers have sought to cut costs, with some complaining of rising prices and the difficulty of moving between cloud providers. Ofcom's move comes amid growing global scrutiny over the cloud market. Last year, Microsoft changed its cloud licensing policies in Europe in an effort to head off potential antitrust action from regulators in Brussels. The tech companies are already the targets of competition watchdogs in the US, UK and EU on multiple fronts, with investigations into Microsoft's $75bn acquisition of video games maker Activision and Amazon's deal to buy Roomba-maker iRobot. Ofcom said it was concerned that, if unchecked, the concentration of cloud computing supply in the hands of a small number of large US companies could lead to British customers paying more and smaller groups being squeezed out of the market.

US Military Prepares for Space Warfare As Potential Threats Grow From China (wsj.com) 52

America's Department of Defense "is gearing up for a future conflict in space," reports the Wall Street Journal, "as China and Russia deploy missiles and lasers that can take out satellites and disrupt military and civilian communications." The White House this month proposed a $30 billion annual budget for the U.S. Space Force, almost $4 billion more than last year and a bigger jump than for other services including the Air Force and the Navy.... A key aim of a stand-alone force was to plan, equip and defend U.S. interests in space for all of the services and focus attention on the emerging threats. For the first time, the spending request also includes plans for simulators and other equipment to train Guardians, as Space Force members are known, for potential battle....

Just as it is on Earth, China is the Pentagon's big worry in space. In unveiling a defense strategy late last year, the Biden administration cast China as the greatest danger to U.S. security. In space, the threats from China range from ground-launched missiles or lasers that could destroy or disable U.S. satellites, to jamming and other cyber interference and attacks in space, said Pentagon officials. China has invested heavily in its space program, with a crewed orbiting station, developing ground-based missiles and lasers as well as more surveillance capabilities. This is part of its broader military aims of denying adversaries access to space-based assets.

China is "testing on-orbit satellite systems which could be weaponized as they have already shown the capability to physically control and move other satellites," Gen. Chance Saltzman, chief of space operations for the U.S. Space Force, told a congressional hearing this month. "There's nothing we can do in space that's of any value if the networks that process the information and data are vulnerable to attack," Gen. Saltzman said. A central part of the Space Force's next tranche of military contracts for rocket launches is protecting them from attacks by China and other adversaries. The hope is to make satellites tougher to approach by adversaries' equipment as well as less susceptible to lasers and jamming from space or the ground, said Space Force leaders.

The article also notes the US Defense Department "is moving away from a small number of school bus-size satellites to a planned constellation of hundreds of smaller ones.

"The larger number of targets makes any one satellite less crucial to the network but also requires changes in the capabilities of the satellites themselves, the rockets that put them into orbit and the communications systems they host."

Magnon-Based Computation Could Signal Computing Paradigm Shift (phys.org) 19

An anonymous reader quotes a report from Phys.Org: Like electronics or photonics, magnonics is an engineering subfield that aims to advance information technologies when it comes to speed, device architecture, and energy consumption. A magnon corresponds to the specific amount of energy required to change the magnetization of a material via a collective excitation called a spin wave. Because they interact with magnetic fields, magnons can be used to encode and transport data without electron flows, which involve energy loss through heating (known as Joule heating) of the conductor used. As Dirk Grundler, head of the Lab of Nanoscale Magnetic Materials and Magnonics (LMGN) in the School of Engineering explains, energy losses are an increasingly serious barrier to electronics as data speeds and storage demands soar. "With the advent of AI, the use of computing technology has increased so much that energy consumption threatens its development," Grundler says. "A major issue is traditional computing architecture, which separates processors and memory. The signal conversions involved in moving data between different components slow down computation and waste energy."

This inefficiency, known as the memory wall or Von Neumann bottleneck, has had researchers searching for new computing architectures that can better support the demands of big data. And now, Grundler believes his lab might have stumbled on such a "holy grail". While doing other experiments on a commercial wafer of the ferrimagnetic insulator yttrium iron garnet (YIG) with nanomagnetic strips on its surface, LMGN Ph.D. student Korbinian Baumgaertl was inspired to develop precisely engineered YIG-nanomagnet devices. With the Center of MicroNanoTechnology's support, Baumgaertl was able to excite spin waves in the YIG at specific gigahertz frequencies using radiofrequency signals, and -- crucially -- to reverse the magnetization of the surface nanomagnets. "The two possible orientations of these nanomagnets represent magnetic states 0 and 1, which allows digital information to be encoded and stored," Grundler explains.

The scientists made their discovery using a conventional vector network analyzer, which sent a spin wave through the YIG-nanomagnet device. Nanomagnet reversal happened only when the spin wave hit a certain amplitude, and could then be used to write and read data. "We can now show that the same waves we use for data processing can be used to switch the magnetic nanostructures so that we also have nonvolatile magnetic storage within the very same system," Grundler explains, adding that "nonvolatile" refers to the stable storage of data over long time periods without additional energy consumption. It's this ability to process and store data in the same place that gives the technique its potential to change the current computing architecture paradigm by putting an end to the energy-inefficient separation of processors and memory storage, and achieving what is known as in-memory computation.

Missouri Reps Vote To Completely Defund State's Public Libraries (vice.com) 337

An anonymous reader quotes a report from Motherboard: Late Tuesday night, the Missouri House of Representatives voted for a state operating budget with a $0 line for public libraries. While the budget still needs to work its way through the Senate and the governor's office, state funding for public libraries is very much on the chopping block in Missouri. This comes after Republican House Budget Chairman Cody Smith proposed a $4.5 million cut to public libraries' state aid last week in the initial House Budget Committee hearing, where Smith cited a lawsuit filed against Missouri by the American Civil Liberties Union of Missouri (ACLU-MO) as the reason for the cut.

ACLU-MO filed the suit on behalf of the Missouri Association of School Librarians and the Missouri Library Association (MLA) in an effort to overturn a state law passed in 2022 that bans sexually explicit material from schools. Since it was first enacted in August, librarians and other educators have faced misdemeanor charges punishable by up to a year in jail or a $2,000 fine for giving students access to books the state has deemed sexually explicit. The Missouri law defined (PDF) explicit sexual material as images "showing human masturbation, deviate sexual intercourse," "sexual intercourse, direct physical stimulation of genitals, sadomasochistic abuse," or showing human genitals. The lawsuit claims that school districts have been pulling books from their shelves.

"The house budget committee's choice to retaliate against two private, volunteer-led organizations by punishing the patrons of Missouri's public libraries is abhorrent," Tom Bastian, deputy director for communications for ACLU-MO said in a statement to Motherboard. Like in all ACLU cases, the organization is not charging the two Missouri library groups for services. Both library organizations are also run by volunteers -- every state has an equivalent of these two organizations that serve public and school libraries. In other words, a politician either lied or didn't have his facts straight, and now 160 library districts risk losing state aid in June.
"State Aid helps libraries provide relevant collections, literacy based programming, and technology resources to their communities," Otter Bowman, president of the MLA told Motherboard in a statement. "Our rural libraries rely the most heavily on this funding to serve their communities, and they will be crippled by this drastic budget cut."

Lockheed Martin Is Building a Moon-To-Earth Satellite Communications Network (engadget.com) 31

Lockheed Martin has created a spinoff devoted to lunar infrastructure, Crescent Space, whose first project is a Moon-to-Earth satellite network. Engadget reports: Parsec, as it's called, uses a constellation of small lunar satellites to provide a non-stop connection between astronauts, their equipment and the people back home. The system will also provide navigation help. The technology should help explorers keep in touch, and assist with spacecraft course changes. As Lockheed Martin explains, though, it could prove vital to those on lunar soil. Parsec's nodes create a lunar equivalent to GPS, giving astronauts their exact positions and directions back to base. A rover crew might know how to return home without driving into a dangerous crater, for instance.

Crescent's first Parsec nodes should be operational by 2025, with Lockheed Martin providing the satellites. And before you ask: yes, the company is clearly hoping for some big customers. CEO Joe Landon (formerly a Lockheed Martin Space VP) claims Crescent is "well positioned" to support NASA's Artemis Moon landings and other exploratory missions.

The New US-China Proxy War Over Undersea Internet Cables (reuters.com) 43

400 undersea cables carry 95% of the world's international internet traffic, reports Reuters (citing figures from Washington-based telecommunications research firm TeleGeography).

But now there's "a growing proxy war between the United States and China over technologies that could determine who achieves economic and military dominance for decades to come." In February, American subsea cable company SubCom LLC began laying a $600-million cable to transport data from Asia to Europe, via Africa and the Middle East, at super-fast speeds over 12,000 miles of fiber running along the seafloor. That cable is known as South East Asia-Middle East-Western Europe 6, or SeaMeWe-6 for short. It will connect a dozen countries as it snakes its way from Singapore to France, crossing three seas and the Indian Ocean on the way. It is slated to be finished in 2025.

It was a project that slipped through China's fingers....

The Singapore-to-France cable would have been HMN Tech's biggest such project to date, cementing it as the world's fastest-rising subsea cable builder, and extending the global reach of the three Chinese telecom firms that had intended to invest in it. But the U.S. government, concerned about the potential for Chinese spying on these sensitive communications cables, ran a successful campaign to flip the contract to SubCom through incentives and pressure on consortium members.... It's one of at least six private undersea cable deals in the Asia-Pacific region over the past four years where the U.S. government either intervened to keep HMN Tech from winning that business, or forced the rerouting or abandonment of cables that would have directly linked U.S. and Chinese territories....

Justin Sherman, a fellow at the Cyber Statecraft Initiative of the Atlantic Council, a Washington-based think tank, told Reuters that undersea cables were "a surveillance gold mine" for the world's intelligence agencies. "When we talk about U.S.-China tech competition, when we talk about espionage and the capture of data, submarine cables are involved in every aspect of those rising geopolitical tensions," Sherman said.

Starlink Rival OneWeb Poised for Global Coverage After Weekend Launch (gizmodo.com) 40

British satellite company OneWeb is gearing up for the launch of its final batch of internet satellites, completing a constellation in low Earth orbit despite some hiccups along the way. Gizmodo reports: India's heaviest launch vehicle LVM-3 will carry 36 OneWeb satellites, with liftoff slated for Sunday at 11:30 p.m. ET, according to OneWeb. OneWeb has been building an internet constellation in low Earth orbit since 2020, and it currently consists of 579 functioning satellites, according to statistics kept by Harvard-Smithsonian astrophysicist Jonathan McDowell. The addition of 36 new units will raise the population of the constellation to 615, completing the first orbital shell. The company had originally planned on building a 648-unit constellation, but it says this final launch will cap it off and allow for global coverage.

Meta Slams Telco Fee Proposal, Says ISPs Should Pay Their Own Network Costs (arstechnica.com) 37

Proposals to pay for broadband networks by imposing new fees on Big Tech companies "are built on a false premise," Meta executives wrote in a blog post today. From a report: "Network fee proposals do not recognize that our investments in content drive the business model of telecom operators," Meta executives Kevin Salvadori and Bruno Cendon Martin wrote. Meta's comments came a few weeks after Netflix co-CEO Greg Peters spoke out against the proposal being reviewed by European regulators. Meta executives said telecom operators and content application providers (CAPs) "are symbiotic businesses, occupying different but complementary roles in the digital ecosystem. Every year, Meta invests tens of billions of euros in our apps and platforms -- such as Facebook, Instagram, and Quest -- to facilitate the hosting of content. Billions of people go online every day to access this content, creating the demand that allows telecom operators to charge people for Internet access. Our investment in content literally drives the revenue and business model of telecom operators."

Internet service providers in the EU argue that Big Tech companies should pay a "fair share" toward network-building costs. In the US, Federal Communications Commission Republican Brendan Carr claims that "Big Tech has been enjoying a free ride on our Internet infrastructure while skipping out on the billions of dollars in costs needed to maintain and build that network." Big Tech companies don't actually get free access to the Internet, though. Anyone distributing content over the Internet pays their own providers, builds their own network infrastructure, or does some combination of the two. For extremely large companies like Netflix and Meta, investments include building their own content-delivery networks. "Over the last decade, CAPs have collectively invested over $880 billion in global digital infrastructure, including approximately $120 billion a year from 2018 to 2021," Meta's blog post today said. "These infrastructure contributions made by technology companies save telecom operators around $6 billion per year."

Biden Broadband Plan Runs Headlong Into 'Buy American' Mandate (bloomberg.com) 89

President Joe Biden made clear in his State of the Union address last month that as the US spends billions of dollars on new broadband connections, "we're going to buy American." But that aspiration is easier said than done. From a report: While there seems to be enough domestic fiber optic cable to connect communities, the electronic components such as routers that transform glass strands into data highways are made mainly in other countries. Cable providers, chip makers and wireless carriers are pleading for relief from the requirement to "buy American," saying they can't build new networks without foreign electronics. Otherwise the broadband buildup that Biden has set as a priority will be delayed by years as domestic sources are developed. "Everybody's sorting this out," said Michael Romano, executive vice president of NTCA-The Rural Broadband Association, a trade group. "It's not clear there's much, if any, American equipment that would satisfy Build America Buy America as it stands today." The Build America Buy America Act was enacted as part of the Infrastructure Investment and Jobs Act in 2021, and requires any infrastructure projects to use domestically sourced materials in order to receive federal assistance. That applies to the $42.5 billion Broadband Equity, Access and Deployment Program (BEAD), the flagship Biden initiative for building new networks to connect the 30 million Americans the administration estimates are without fast internet service.

El Salvador President Readies Bill To Eliminate Taxes On Tech (reuters.com) 24

An anonymous reader quotes a report from Reuters: El Salvador's President Nayib Bukele said on Thursday he will send to the country's Congress next week a bill to eliminate all taxes on technology innovations as well as computing and communications hardware manufacturing. "Next week, I'll be sending a bill to congress to eliminate all taxes (income, property, capital gains and import tariffs) on technology innovations, such as software programming, coding, apps and AI development," he said on Twitter. The tax cut would also encompass computing and communications hardware manufacturing, Bukele added. In 2021, the Salvadoran leader introduced legislation to make El Salvador the world's first sovereign nation to adopt bitcoin as legal tender. He also unveiled plans to build a "Bitcoin City" at the base of a volcano.

'Click-to-Cancel' Rule Would Penalize Companies That Make You Cancel By Phone (arstechnica.com) 101

Canceling a subscription should be just as easy as signing up for the service, the Federal Trade Commission said in a proposed "click-to-cancel" rule announced today. If approved, the plan "would put an end to companies requiring you to call customer service to cancel an account that you opened on their website," FTC commissioners said. From a report: The FTC said the click-to-cancel rule would require sellers "to make it as easy for consumers to cancel their enrollment as it was to sign up," and "go a long way to rescuing consumers from seemingly never-ending struggles to cancel unwanted subscription payment plans for everything from cosmetics to newspapers to gym memberships."

The FTC said the proposed rule would be enforced with civil penalties and let the commission return money to harmed consumers. "The proposal states that if consumers can sign up for subscriptions online, they should be able to cancel online, with the same number of steps. If consumers can open an account over the phone, they should be able to cancel it over the phone, without endless delays," FTC Chair Lina Khan wrote. The FTC is seeking public comment on the proposal, which also includes other changes to the commission's 1973 Negative Option Rule. "Some businesses too often trick consumers into paying for subscriptions they no longer want or didn't sign up for in the first place," Khan said.
