EU Lawyers Say Plan To Scan Private Messages For Child Abuse May Be Unlawful (theguardian.com) 68

An anonymous reader quotes a report from The Guardian: An EU plan under which all WhatsApp, iMessage and Snapchat accounts could be screened for child abuse content has hit a significant obstacle after internal legal advice said it would probably be annulled by the courts for breaching users' rights. Under the proposed "chat controls" regulation, any encrypted service provider could be forced to survey billions of messages, videos and photos for "identifiers" of certain types of content where it was suspected a service was being used to disseminate harmful material. The providers issued with a so-called "detection order" by national bodies would have to alert police if they found evidence of suspected harmful content being shared or the grooming of children.

Privacy campaigners and the service providers have already warned that the proposed EU regulation and a similar online safety bill in the UK risk end-to-end encryption services such as WhatsApp disappearing from Europe. Now leaked internal EU legal advice, which was presented to diplomats from the bloc's member states on 27 April and has been seen by the Guardian, raises significant doubts about the lawfulness of the regulation unveiled by the European Commission in May last year. The legal service of the council of the EU, the decision-making body led by national ministers, has advised the proposed regulation poses a "particularly serious limitation to the rights to privacy and personal data" and that there is a "serious risk" of it falling foul of a judicial review on multiple grounds.

The EU lawyers write that the draft regulation "would require the general and indiscriminate screening of the data processed by a specific service provider, and apply without distinction to all the persons using that specific service, without those persons being, even indirectly, in a situation liable to give rise to criminal prosecution." The legal service goes on to warn that the European court of justice has previously judged the screening of communications metadata is "proportionate only for the purpose of safeguarding national security" and therefore "it is rather unlikely that similar screening of content of communications for the purpose of combating crime of child sexual abuse would be found proportionate, let alone with regard to the conduct not constituting criminal offenses." The lawyers conclude the proposed regulation is at "serious risk of exceeding the limits of what is appropriate and necessary in order to meet the legitimate objectives pursued, and therefore of failing to comply with the principle of proportionality".
The legal service is also concerned about the introduction of age verification technology and processes to popular encrypted services. "The lawyers write that this would necessarily involve the mass profiling of users, or the biometric analysis of the user's face or voice, or alternatively the use of a digital certification system they note 'would necessarily add another layer of interference with the rights and freedoms of the users,'" reports the Guardian.

"Despite the advice, it is understood that 10 EU member states -- Belgium, Bulgaria, Cyprus, Hungary, Ireland, Italy, Latvia, Lithuania, Romania and Spain -- back continuing with the regulation without amendment."

Europe's Major Satellite Players Line Up To Build Starlink Competitor (arstechnica.com) 91

Eric Berger writes via Ars Technica: A consortium of nearly every major European satellite company announced Tuesday that it plans to bid for a proposed satellite constellation to provide global communications. Essentially, such a constellation would provide the European Union with connectivity from low-Earth orbit similar to what SpaceX's Starlink offers. The bid, which includes large players such as Airbus Defence and Space, Eutelsat, SES, and Thales Alenia Space, comes in response to a request by the European Union for help in constructing a sovereign constellation to provide secure communications for government services, including military applications.

European Union Commissioner Thierry Breton announced the continent's plans for this constellation -- known as Infrastructure for Resilience, Interconnectivity and Security by Satellite, or IRIS^2 -- last November. The European Union will provide 2.4 billion euro, with additional contributions expected from the European Space Agency and private investments. "IRIS^2 establishes space as a vector of our European autonomy, a vector of connectivity and a vector of resilience," Breton said at the time. "It heightens Europe's role as a true space power. With a clear ambition and sense of direction."

The partnership announced Tuesday, which also includes Deutsche Telekom, Hispasat, OHB, Orange, Hisdesat, and Telespazio, will aim to create a state-of-the-art satellite constellation based on a multi-orbit architecture. Although it is top-heavy with established industry players, the partnership said it will encourage startups in the European space sector to join the coalition. This is in response to a desire by Breton to broaden the European commercial space sector. At present, Europe estimates the cost of this constellation at about 6 billion euro and desires it to be ready to provide global coverage by the year 2027.

Starlink Nixes Plan To Impose 1TB Data Cap and Per-Gigabyte Overage Fees (arstechnica.com) 45

In a policy reversal, Starlink no longer plans to charge data overage fees to standard residential users who exceed 1TB of monthly usage. Ars Technica reports: When SpaceX's Starlink division first announced the data cap in November 2022, it said that residential customers would get 1TB of "priority access data" each month. After using 1TB, customers could keep accessing the Internet at slower (but unspecified) speeds or pay $0.25 per gigabyte for "additional priority access." This was originally supposed to take effect in December, but Starlink delayed the change to February and then to April.

But now, Starlink's list of support FAQs no longer mentions the residential data cap and the current version of the fair use policy says that standard service plan users have unlimited data. The previous version of the Starlink fair use policy described the 1TB residential cap and optional $0.25-per-gigabyte overage fees. Starlink sent an email to users that said, "Good news! Your Starlink subscription will remain unlimited and will no longer be deprioritized after 1TB of data use." Nathan Owens, a Netflix engineer who frequently tweets about Starlink, posted a screenshot of the email yesterday.

China's AI Industry Barely Slowed By US Chip Export Rules (reuters.com) 24

Export controls imposed by the U.S. on microchips, aiming to hinder China's technological advancements, have had minimal effects on the country's tech sector. While the restrictions have slowed down variants of Nvidia's chips for the Chinese market, it has not halted China's progress in areas like AI, as the reduced performance is still an improvement for Chinese firms, and researchers are finding ways to overcome the limitations. Reuters reports: Nvidia has created variants of its chips for the Chinese market that are slowed down to meet U.S. rules. Industry experts told Reuters the newest one - the Nvidia H800, announced in March - will likely take 10% to 30% longer to carry out some AI tasks and could double some costs compared with Nvidia's fastest U.S. chips. Even the slowed Nvidia chips represent an improvement for Chinese firms. Tencent Holdings, one of China's largest tech companies, in April estimated that systems using Nvidia's H800 will cut the time it takes to train its largest AI system by more than half, from 11 days to four days. "The AI companies that we talk to seem to see the handicap as relatively small and manageable," said Charlie Chai, a Shanghai-based analyst with 86Research.

Part of the U.S. strategy in setting the rules was to avoid such a shock that the Chinese would ditch U.S. chips altogether and redouble their own chip-development efforts. "They had to draw the line somewhere, and wherever they drew it, they were going to run into the challenge of how to not be immediately disruptive, but how to also over time degrade China's capability," said one chip industry executive who requested anonymity to talk about private discussions with regulators. The export restrictions have two parts. The first puts a ceiling on a chip's ability to calculate extremely precise numbers, a measure designed to limit supercomputers that can be used in military research. Chip industry sources said that was an effective action. But calculating extremely precise numbers is less relevant in AI work like large language models where the amount of data the chip can chew through is more important. [...] The second U.S. limit is on chip-to-chip transfer speeds, which does affect AI. The models behind technologies such as ChatGPT are too large to fit onto a single chip. Instead, they must be spread over many chips - often thousands at a time -- which all need to communicate with one another.

Nvidia has not disclosed the China-only H800 chip's performance details, but a specification sheet seen by Reuters shows a chip-to-chip speed of 400 gigabytes per second, less than half the peak speed of 900 gigabytes per second for Nvidia's flagship H100 chip available outside China. Some in the AI industry believe that is still plenty of speed. Naveen Rao, chief executive of a startup called MosaicML that specializes in helping AI models to run better on limited hardware, estimated a 10-30% system slowdown. "There are ways to get around all this algorithmically," he said. "I don't see this being a boundary for a very long time -- like 10 years." Moreover, AI researchers are trying to slim down the massive systems they have built to cut the cost of training products similar to ChatGPT and other processes. Those will require fewer chips, reducing chip-to-chip communications and lessening the impact of the U.S. speed limits.

New Biocomputing Method Uses Enzymes As Catalysts For DNA-Based Molecular Computing (phys.org) 8

Researchers at the University of Minnesota report via Phys.Org: Biocomputing is typically done either with live cells or with non-living, enzyme-free molecules. Live cells can feed themselves and can heal, but it can be difficult to redirect cells from their ordinary functions toward computation. Non-living molecules solve some of the problems of live cells, but have weak output signals and are difficult to fine-tune and regulate. In new research published in Nature Communications, a team of researchers at the University of Minnesota has developed a platform for a third method of biocomputing: Trumpet, or Transcriptional RNA Universal Multi-Purpose GatE PlaTform.

Trumpet uses biological enzymes as catalysts for DNA-based molecular computing. Researchers performed logic gate operations, similar to operations done by all computers, in test tubes using DNA molecules. A positive gate connection resulted in a phosphorescent glow. The DNA creates a circuit, and a fluorescent RNA compound lights up when the circuit is completed, just like a lightbulb when a circuit board is tested.

The research team demonstrated that:

- The Trumpet platform has the simplicity of molecular biocomputing with added signal amplification and programmability.
- The platform is reliable for encoding all universal Boolean logic gates (NAND, NOT, NOR, AND, and OR), which are fundamental to programming languages.
- The logic gates can be stacked to build more complex circuits.

The team also developed a web-based tool facilitating the design of sequences for the Trumpet platform.
"Trumpet is a non-living molecular platform, so we don't have most of the problems of live cell engineering," said co-author Kate Adamala, assistant professor in the College of Biological Sciences. "We don't have to overcome evolutionary limitations against forcing cells to do things they don't want to do. This also gives Trumpet more stability and reliability, with our logic gates avoiding the leakage problems of live cell operations."

"It could make a lot of long-term neural implants possible. The applications could range from strictly medical, like healing damaged nerve connections or controlling prosthetics, to more sci-fi applications like entertainment or learning and augmented memory," added Adamala.

Spotify Tries To Win Indie Authors By Cutting Audiobook Fees (theverge.com) 5

In an effort to appeal to indie authors, Spotify's Findaway audiobook seller "will no longer take a 20 percent cut of royalties for titles sold on its DIY Voices platform -- so long as the sales are made on Spotify," reports The Verge. From the report: In a company blog post published on Monday, Findaway said that it would "pass on cost-saving efficiencies" from its integration with the streaming service. While it's free for authors to upload their audiobooks onto Findaway's Voices platform, the company normally uses an 80/20 pricing structure -- where Findaway takes a 20 percent fee on all royalties earned. But that fee comes after sales platforms take their own 50 percent cut on the list price. So under the old revenue split, an author who sold a $10 audiobook would have to give $5 to Spotify and $1 to Findaway. But moving forward, that same author will no longer have to pay the $1 distribution fee to Findaway when a sale is made through Spotify.

The margins on audiobooks are exceptionally high, much to the chagrin of the authors. For example, Audible takes 75 percent of retail sales (though it'll only take 60 percent with an exclusivity contract). Many authors share royalties with their narrators and have to pay production fees -- meaning they get an even smaller share of royalties. The move by Spotify and Findaway is likely a bid to draw more indie authors from Audible, which is currently its biggest competitor. But Spotify's audiobooks business -- which it launched last fall -- still has a long way to go. Unlike music or podcasts, most audiobooks on Spotify must be purchased individually, and sales are restricted to its web version. Even CEO Daniel Ek admitted that the current process of buying an audiobook through Spotify is "pretty horrible."
"We at Spotify are just at the beginning of our journey supporting independent authors -- we have many plans for how to help authors expand their reach, maximize revenue, and ultimately build a strong audiobooks business," said Audiobook's communications chief, Laura Pezzini.

A Brain Scanner Combined With an AI Language Model Can Provide a Glimpse Into Your Thoughts 23

While this specialized type of magnetic resonance imaging has transformed cognitive neuroscience, it isn't a mind-reading machine: neuroscientists can't look at a brain scan and tell what someone was seeing, hearing or thinking in the scanner. But gradually scientists are pushing against that fundamental barrier to translate internal experiences into words using brain imaging. This technology could help people who can't speak or otherwise outwardly communicate such as those who have suffered strokes or are living with amyotrophic lateral sclerosis. Current brain-computer interfaces require the implantation of devices in the brain, but neuroscientists hope to use non-invasive techniques such as fMRI to decipher internal speech without the need for surgery.

Now researchers have taken a step forward by combining fMRI's ability to monitor neural activity with the predictive power of artificial intelligence language models. The hybrid technology has resulted in a decoder that can reproduce, with a surprising level of accuracy, the stories that a person listened to or imagined telling in the scanner. The decoder could even guess the story behind a short film that someone watched in the scanner, though with less accuracy. "There's a lot more information in brain data than we initially thought," said Jerry Tang, a computational neuroscientist at the University of Texas at Austin and the study's lead author, during a press briefing. The research, published on Monday in Nature Communications, is what Tang describes as "a proof of concept that language can be decoded from noninvasive recordings of brain activity."

The decoder technology is in its infancy. It must be trained extensively for each person who uses it, and it doesn't construct an exact transcript of the words they heard or imagined. But it is still a notable advance. Researchers now know that the AI language system, an early relative of the model behind ChatGPT, can help make informed guesses about the words that evoked brain activity just by looking at fMRI brain scans. While current technological limitations prevent the decoder from being widely used, for good or ill, the authors emphasize the need to enact proactive policies that protect the privacy of one's internal mental processes. [...] The model misses a lot about the stories it decodes. It struggles with grammatical features such as pronouns. It can't decipher proper nouns such as names and places, and sometimes it just gets things wrong altogether. But it achieves a high level of accuracy, compared with past methods. Between 72 and 82 percent of the time in the stories, the decoder was more accurate at decoding their meaning than would be expected from random chance.
Here's an example of what one study participant heard, as transcribed in the paper: "i got up from the air mattress and pressed my face against the glass of the bedroom window expecting to see eyes staring back at me but instead finding only darkness." The model went on to decode: "i just continued to walk up to the window and open the glass i stood on my toes and peered out i didn't see anything and looked up again i saw nothing."

An anonymous reader quotes a report from Motherboard: Palantir, the company of billionaire Peter Thiel, is launching Palantir Artificial Intelligence Platform (AIP), software meant to run large language models like GPT-4 and alternatives on private networks. In one of its pitch videos, Palantir demos how a military might use AIP to fight a war. In the video, the operator uses a ChatGPT-style chatbot to order drone reconnaissance, generate several plans of attack, and organize the jamming of enemy communications. In Palantir's scenario, a "military operator responsible for monitoring activity within eastern Europe" receives an alert from AIP that an enemy is amassing military equipment near friendly forces. The operator then asks the chatbot to show them more details, gets a little more information, and then asks the AI to guess what the units might be.

"They ask what enemy units are in the region and leverage AI to build out a likely unit formation," the video said. After getting the AI's best guess as to what's going on, the operator then asks the AI to take better pictures. It launches a Reaper MQ-9 drone to take photos and the operator discovers that there's a T-80 tank, a Soviet-era Russia vehicle, near friendly forces. Then the operator asks the robots what to do about it. "The operator uses AIP to generate three possible courses of action to target this enemy equipment," the video said. "Next they use AIP to automatically send these options up the chain of command." The options include attacking the tank with an F-16, long range artillery, or Javelin missiles. According to the video, the AI will even let everyone know if nearby troops have enough Javelins to conduct the mission and automate the jamming systems. [...]

What Palantir is offering is the illusion of safety and control for the Pentagon as it begins to adopt AI. "LLMs and algorithms must be controlled in this highly regulated and sensitive context to ensure that they are used in a legal and ethical way," the pitch said. According to Palantir, this control involves three pillars. The first claim is that AIP will be able to deploy these systems into classified networks and "devices on the tactical edge." It claims it will be able to parse both classified and real-time data in a responsible, legal, and ethical way. According to the video, users will then have control over what every LLM and AI in the Palantir-backed system can do. "AIP's security features what LLMs and AI can and cannot see and what they can and cannot do," the video said. "As operators take action, AIP generates a secure digital record of operations. These capabilities are crucial for mitigating significant legal, regulatory, and ethical risks in sensitive and classified settings.

Climate scientists already know that the East Coast of the United States could see around a foot of sea-level rise by 2050, which will be catastrophic on its own. But they are just beginning to thoroughly measure a "hidden vulnerability" that will make matters far worse: The coastline is also sinking. From a report: It's a phenomenon known as subsidence, and it's poised to make the rising ocean all the more dangerous, both for people and coastal ecosystems. New research published in the journal Nature Communications finds that the Atlantic coast -- home to more than a third of the US population -- is dropping by several millimeters per year. In Charleston, South Carolina, and the Chesapeake Bay, it's up to 5 millimeters (a fifth of an inch). In some areas of Delaware, it's as much as twice that. Five millimeters of annual sea-level rise along a stretch of coastline, plus 5 millimeters of subsidence there, is effectively 10 millimeters of relative sea-level rise.

Atlantic coastal cities are already suffering from persistent flooding, and the deluge will only get worse as they sink while seas rise. Yet high-resolution subsidence data like this isn't yet taken into account for coastal hazard assessments. "What we want to do here is to really bring awareness about this missing component, that based on our analysis actually makes the near-future vulnerability a lot worse than what you would expect from sea-level rise alone," says Manoochehr Shirzaei, an environmental security expert at Virginia Tech and coauthor of the new paper.

It didn't give a launch date for the new service. But just wait, mobile companies are saying: The next upgrade will gin up enthusiasm for advances still to come. From a report: This next iteration of 5G, which the mobile companies are calling "5G Advanced" or "5.5G," is expected to be rolled out by around 2025. For consumers, the upgrades may bring faster connection speeds -- something that many parts of the world need. But everyday users may not see many more applications than that, say experts and industry officials. The real advance is that the technology will finally help facilitate more of the far-fetched business applications that 5G initially promised, like self-driving cars, autonomous drones and self-operating factories.

The forthcoming upgrades underscore a reality for many 5G users so far: Beyond faster connection speeds, it hasn't made a huge difference in their day-to-day lives. 5.5G may not either. With 5.5G, "for you or me using their phone, you won't necessarily notice a huge difference," says Patrick Filkins, a research manager at International Data Corp. who tracks the internet-of-things and telecommunications-infrastructure markets.

AT&T Helps Complete the First 'Space-Based Voice Call' Using a Standard Smartphone (engadget.com) 34

Satellite manufacturer AST SpaceMobile partnered with AT&T to make the first two-way audio call using satellites with a standard smartphone. "The initial call was placed using AT&T's networks in Midland, Texas, to mobile carrier Ratuken in Japan on an unmodified Samsung Galaxy S22 smartphone using AST SpaceMobile's BlueWalker 3 satellite," reports Engadget. AST SpaceMobile claims to be building "the first and only space-based cellular broadband network." From the report: AT&T aims to use satellites to provide global cellular broadband from 2G to 5G. "Achieving what many once considered impossible, we have reached the most significant milestone to date in our quest to deliver global cellular broadband from space," Abel Avellan, CEO and chairman of AST SpaceMobile, said in a release. "While we take a moment to celebrate this tremendous accomplishment, we remain focused on the path ahead and pivotal next steps that get us closer to our goal of transforming the way the world connects."

It's unclear whether satellite access would come at an extra cost. In AT&T's original AST SpaceMobile partnership announcement, the company couldn't say whether existing plans would include satellite coverage. China Building Cyberweapons To Hijack Enemy Satellites, Says US Leak (arstechnica.com) 38

An anonymous reader quotes a report from Ars Technica: China is building sophisticated cyber weapons to "seize control" of enemy satellites, rendering them useless for data signals or surveillance during wartime, according to a leaked US intelligence report. The US assesses that China's push to develop capabilities to "deny, exploit or hijack" enemy satellites is a core part of its goal to control information, which Beijing considers to be a key "war-fighting domain." The CIA-marked document, which was issued this year and has been reviewed by the Financial Times, was one of dozens allegedly shared by a 21-year-old US Air Guardsman in the most significant American intelligence disclosures in more than a decade. A cyber capability of this nature would far exceed anything Russia has deployed in Ukraine, where electronic warfare teams have taken a brute-force approach with little effect.

These attacks, first developed in the 1980s, attempt to drown out signals between low-orbit SpaceX satellites and their on-ground terminals by broadcasting on similar frequencies from truck-borne jamming systems such as the Tirada-2. China's more ambitious cyber attacks aim to mimic the signals that enemy satellites receive from their operators, tricking them into either being taken over completely or malfunctioning during crucial moments in combat. The classified US document said this cyber capability would allow China "to seize control of a satellite, rendering it ineffective to support communications, weapons, or intelligence, surveillance, and reconnaissance systems." The US has never disclosed whether it has similar capabilities.

Taiwan, which has taken note of how indispensable satellite communications have been to the Ukrainian military, is seeking to build out communications infrastructure that can survive an attack from China. It is courting investors to establish its own satellite provider, while experimenting with non-geostationary satellite receivers in 700 locations around Taiwan to guarantee bandwidth in the event of war or disasters, the Financial Times reported in January. China's goals, according to the leaked assessment, [...] would seek to knock out the ability of satellites -- which tend to operate in interconnected clusters -- to communicate with each other, to relay signals and orders to weapons systems, or to send back visual and intercepted electronic data, according to experts.
"China understands the superiority that the United States has in the space and cyber domains, so they are very interested in not only improving their own capabilities but in capitalizing on what we refer to as a first-mover advantage in both domains," said Moore, now a visiting professor at Vanderbilt University in Tennessee.

"They are working on all the capabilities that they want to have from a defensive and offensive standpoint, and from an ISR [intelligence, surveillance, and reconnaissance] standpoint. They're firing on all cylinders," he said.

The EARN IT Act Will Be Introduced To Congress For the Third Time (engadget.com) 107

An anonymous reader quotes a report from Engadget: The controversial EARN IT Act, first introduced in 2020, is returning to Congress after failing twice to land on the president's desk. The Eliminating Abusive and Rampant Neglect of Interactive Technologies Act, (EARN IT) Act is intended to minimize the proliferation of Child Sexual Abuse Material (CSAM) throughout the web, but detractors say it goes too far and risks further eroding online privacy protections.

Here's how it would work, according to the language of the bill's reintroduction last year. Upon passing, EARN IT would create a national commission composed of politically-appointed law enforcement specialists. This body would be tasked with making a list of best practices to ostensibly curb the digital distribution of CSAM. If online service providers do not abide by these best practices, they would potentially lose blanket immunity under Section 230 of the Communications Decency Act, opening them up to all kinds of legal hurdles -- including civil lawsuits and criminal charges. [...] The full text of H.R.2732 is not publicly available yet, so it's unclear if anything has changed since last year's attempt, though when reintroduced last year it was more of the same. (We've reached out to the offices of Reps. Wagner and Garcia for a copy of the bill's text.) A member of Senator Graham's office confirmed to Engadget that the companion bill will be introduced within the next week. It also remains to be seen if and when this will come up for a vote. Both prior versions of EARN IT died in committee before ever coming to a vote.
The Center for Internet and Society at Stanford Law School, the Center for Democracy and Technology, and the American Civil Liberties Union all oppose the bill.

Those defending it include the Rape, Abuse & Incest National Network (RAINN), saying that it will "incentivize technology companies to proactively search for and remove" CSAM materials. "Tech companies have the technology to detect, remove, and stop the distribution of child sexual abuse material. However, there is no incentive to do so because they are subject to no consequences for their inaction."

Defunct NASA Satellite Returns To Earth After 21 Years 12

A NASA satellite that observed solar flares and helped scientists understand the sun's powerful bursts of energy will fall to Earth this week, almost 21 years after it was launched. CNN reports: The retired Reuven Ramaty High Energy Solar Spectroscopic Imager (RHESSI) spacecraft, which launched in 2002 and was decommissioned in 2018, is expected to reenter Earth's atmosphere Wednesday at approximately 9:30 p.m. ET, according to NASA. The spacecraft was equipped with an imaging spectrometer, which recorded the sun's X-rays and gamma rays. From its former perch in low-Earth orbit, the satellite captured images of high-energy electrons that carry a large part of the energy released in solar flares, NASA said.

Before RHESSI, no gamma-ray images or high-energy X-ray images had been taken of solar flares, and data from the spacecraft provided vital clues about the phenomena and their associated coronal mass ejections. [...] NASA said that the agency, along with the Department of Defense, would monitor the satellite's reentry into Earth's atmosphere.

WhatsApp, Signal and Encrypted Messaging Apps Unite Against UK's Online Safety Bill (bbc.com) 69

WhatsApp, Signal and other messaging services have urged the UK government to rethink the Online Safety Bill (OSB). From a report: They are concerned that the bill could undermine end-to-end encryption - which means the message can only be read on the sender and the recipient's app and nowhere else. Ministers want the regulator to be able to ask the platforms to monitor users, to root out child abuse images. The government says it is possible to have both privacy and child safety. "We support strong encryption," a government official said, "but this cannot come at the cost of public safety. "Tech companies have a moral duty to ensure they are not blinding themselves and law enforcement to the unprecedented levels of child sexual abuse on their platforms. "The Online Safety Bill in no way represents a ban on end-to-end encryption, nor will it require services to weaken encryption." End-to-end encryption (E2EE) provides the most robust level of security because nobody other than the sender and intended recipient can read the message information. Even the operator of the app cannot unscramble messages as they pass across systems - they can be decrypted only by the people in the chat. "Weakening encryption, undermining privacy and introducing the mass surveillance of people's private communications is not the way forward," an open letter warns.

New Leaked Documents on Discord Reveal More Chinese Spy Balloons (msn.com) 43

The Washington Post found a new tranche of "top-secret intelligence documents" on Discord, and based on them reported Friday that U.S. intelligence agencies were aware of at least two additional Chinese spy balloons.

Based on the classified documents, the Post also reports that "questions lingered about the true capabilities of the one that flew over the continental United States in January and February." The Chinese spy balloon that flew over the United States this year, called Killeen-23 by U.S. intelligence agencies, carried a raft of sensors and antennas the U.S. government still had not identified more than a week after shooting it down, according to a document allegedly leaked to a Discord chatroom by Jack Teixeira, a member of the Massachusetts Air National Guard.

Another balloon flew over a U.S. carrier strike group in a previously unreported incident, and a third crashed in the South China Sea, a second top-secret document stated, though it did not provide specific information for launch dates.... [Chinese spy balloon] Bulger-21 carried sophisticated surveillance equipment and circumnavigated the globe from December 2021 until May 2022, the NGA document states. Accardo-21 carried similar equipment as well as a "foil-lined gimbaled" sensor, it says....

Annotating what appear to be detailed photos of the balloon that flew over the United States, presumably taken from a U-2 spy plane, intelligence analysts assessed that it could generate enough power to operate "any" surveillance and reconnaissance technology, including a type of radar that can see at night and through clouds and thin materials [including tarps].... China's military has operated a vast surveillance balloon project for several years, partly out of Hainan province off China's south coast, U.S. officials have previously told The Post.

But the NGA document is notable as much for what it doesn't say, reflecting the government's possible lack of insight, at least in mid-February, into the balloons' capabilities... The lack of detailed conclusions about the balloon's surveillance capabilities raises questions about the decision to let it fly over the United States before shooting it down, an action the Defense Department justified at the time as an opportunity to collect additional intelligence.

The Post also reports that another leaked document (relying on intercepted communications) assessed that within the Chinese military the balloon surveillance program lacked "strong leadership" oversight.
