US Space Force Monitors Satellites in the 'Robotic Battlefield' of Space (nytimes.com) 15

"At least 44,500 space objects now circle Earth," reports the New York Times magazine, "including 9,000 active satellites and 19,000 significant pieces of debris."

The article notes a threat assessment from U.S. Space Force Chief Master Sergeant Ron Lerch: What's most concerning isn't the swarm of satellites but the types. "We know that there are kinetic kill vehicles," Lerch said — for example, a Russian "nesting doll" satellite, in which a big satellite releases a tiny one and the tiny one releases a mechanism that can strike and damage another satellite. There are machines with the ability to cast nets and extend grappling hooks, too. China, whose presence in space now far outpaces Russia's, is launching unmanned "space planes" into orbit, testing potentially unbreakable quantum communication links and adding A.I. capabilities to satellites.

An intelligence report, Lerch said, predicted the advent, within the next decade, of satellites with radio-frequency jammers, chemical sprayers and lasers that blind and disable the competition. All this would be in addition to the cyberwarfare tools, electromagnetic instruments and "ASAT" antisatellite missiles that already exist on the ground. In Lerch's assessment, space looked less like a grand "new ocean" for exploration — phrasing meant to induce wonder that has lingered from the Kennedy administration — and more like a robotic battlefield, where the conflicts raging on Earth would soon extend ever upward.

One interesting detail from the article. "[I]f a requirement to 'blind and deafen' an enemy's satellites were to arise from U.S. Space Command, the Space Force could help fulfill the order. The means would most likely not be "kinetic" — some form of physical or explosive contact — but electronic, a weapon of code-related stealth, or perhaps a kind of debilitating high-energy burst."

And Space Force's highest-ranking officer, General Chance Saltzman, describes the kind of new military calculations made, for example, when Ukraine moved its communications to Starlink satellites: "The Russians are trying to interrupt it," he said, "and they're not having very good success." And the takeaway is that proliferated systems of many small machines in low orbit can be more technologically resilient to hacking and disruption than a few big machines in higher orbits... [W]hile small satellites in a large configuration could potentially be a more expensive investment than two or three megasatellites, the shift could be worthwhile. If an adversary believes that it cannot achieve a military objective, Saltzman remarked, it will hesitate to cross "a threshold of violence." No conflicts. No debris. No crisis.

FCC Tightens Telco Rules To Combat SIM-Swapping (securityweek.com) 21

An anonymous reader quotes a report from SecurityWeek: Moving to clamp down on the growing scourge of SIM-swapping and port-out fraud, the Federal Communications Commission (FCC) has unveiled new rules mandating telcos to give consumers greater control of their mobile phone accounts. Under the new rules, wireless carriers are required to notify customers of any SIM transfer requests, a measure designed to thwart fraudulent attempts by cybercriminals. The FCC has also revised its customer proprietary network information and local number portability rules, making it more challenging for scammers to access sensitive subscriber information.

The new protective measures (PDF) are meant to address SIM-swapping and port-out attacks widely documented in cybercriminal attacks against businesses and consumers. The attack technique is used to hijack mobile accounts, change and steal passwords, bypass MFA roadblocks and raid bank accounts. Studies have found that major mobile carriers in the US are vulnerable to SIM-swapping with the Federal Bureau of Investigation (FBI) receiving thousands of consumer complaints every year.

Online Atrocity Database Exposed Thousands of Vulnerable People In Congo (theintercept.com) 6

An anonymous reader quotes a report from The Intercept: A joint project of Human Rights Watch and New York University to document human rights abuses in the Democratic Republic of the Congo has been taken offline after exposing the identities of thousands of vulnerable people, including survivors of mass killings and sexual assaults. The Kivu Security Tracker is a "data-centric crisis map" of atrocities in eastern Congo that has been used by policymakers, academics, journalists, and activists to "better understand trends, causes of insecurity and serious violations of international human rights and humanitarian law," according to the deactivated site. This includes massacres, murders, rapes, and violence against activists and medical personnel by state security forces and armed groups, the site said. But the KST's lax security protocols appear to have accidentally doxxed up to 8,000 people, including activists, sexual assault survivors, United Nations staff, Congolese government officials, local journalists, and victims of attacks, an Intercept analysis found. Hundreds of documents -- including 165 spreadsheets -- that were on a public server contained the names, locations, phone numbers, and organizational affiliations of those sources, as well as sensitive information about some 17,000 "security incidents," such as mass killings, torture, and attacks on peaceful protesters.

The data was available via KST's main website, and anyone with an internet connection could access it. The information appears to have been publicly available on the internet for more than four years. [...] The spreadsheets, along with the main KST website, were taken offline on October 28, after investigative journalist Robert Flummerfelt, one of the authors of this story, discovered the leak and informed Human Rights Watch and New York University's Center on International Cooperation. HRW subsequently assembled what one source close to the project described as a "crisis team." Last week, HRW and NYU's Congo Research Group, the entity within the Center on International Cooperation that maintains the KST website, issued a statement that announced the takedown and referred in vague terms to "a security vulnerability in its database," adding, "Our organizations are reviewing the security and privacy of our data and website, including how we gather and store information and our research methodology." The statement made no mention of publicly exposing the identities of sources who provided information on a confidential basis. [...] The Intercept has not found any instances of individuals affected by the security failures, but it's currently unknown if any of the thousands of people involved were harmed.
"We deeply regret the security vulnerability in the KST database and share concerns about the wider security implications," Human Rights Watch's chief communications officer, Mei Fong, told The Intercept. Fong said in an email that the organization is "treating the data vulnerability in the KST database, and concerns around research methodology on the KST project, with the utmost seriousness." Fong added, "Human Rights Watch did not set up or manage the KST website. We are working with our partners to support an investigation to establish how many people -- other than the limited number we are so far aware of -- may have accessed the KST data, what risks this may pose to others, and next steps. The security and confidentiality of those affected is our primary concern."

Sam Altman has been fired as CEO of OpenAI, the company announced on Friday. Slashdot reader tagous submitted this statement from OpenAI's board: Mr. Altman's departure follows a deliberative review process by the board, which concluded that he was not consistently candid in his communications with the board, hindering its ability to exercise its responsibilities. The board no longer has confidence in his ability to continue leading OpenAI. The Verge reports: Chief technology officer Mira Murati will be the interim CEO, effective immediately. The company will be conducting a search for the permanent CEO successor. Employees at OpenAI found out about the news when it was announced publicly, according to multiple sources. This is an extremely sudden turn of events as Altman has largely been the face of OpenAI, which arguably kickstarted the current AI arms race with last year's hugely popular ChatGPT. Just last week, Altman keynoted at the company's DevDay conference, where it announced a suite of major new updates to compete with other big tech companies like Microsoft and Google. Altman also spoke at Thursday's Asia-Pacific Economic Cooperation conference. "I loved my time at OpenAI," Altman said in a post on X. "It was transformative for me personally, and hopefully the world a little bit. Most of all I loved working with such talented people. Will have more to say about what's next later."

UPDATE: OpenAI President Greg Brockman and three senior researchers at OpenAI resigned. According to The Information, Brockman "helped launch the artificial intelligence developer and has been key to developing ChatGPT and other core products." He was also a "member of the six-member board that fired Altman."

Tech reporter Kara Swisher writes that there was a conflict between "the profit direction of the company under Altman and the speed of development, which could be seen as too risky, and the nonprofit side dedicated to more safety and caution.... One person on the Sam side called it a 'coup,' while another said it was the the right move."

One-Third of US Newspapers As of 2005 Will Be Gone By 2024 (axios.com) 109

Sara Fischer reports via Axios: The decline of local newspapers accelerated so rapidly in 2023 that analysts now believe the U.S. will have lost one-third of the newspapers it had as of 2005 by the end of next year -- rather than in 2025, as originally predicted. There are roughly 6,000 newspapers left in America, down from 8,891 in 2005, according to a new report from Northwestern's Medill School of Journalism, Media, Integrated Marketing Communications. "We're almost at a one-third loss now and we'll certainly hit that pace next year," said the report's co-authors -- Penelope Muse Abernathy, a visiting professor at Medill, and Sarah Stonbely, director of Medill's State of Local News Project. Of the papers that still survive, a majority (4,790) publish weekly, not daily.

Over the past two years, newspapers continued to vanish at an average rate of more than two per week, leaving 204 U.S. counties, or 6.4%, without any local news outlet. Roughly half of all U.S. counties (1,562) are now only served with one remaining local news source -- typically a weekly newspaper. Abernathy and Stonbely estimate that 228 of those 1,562 counties, or roughly 7% of all U.S. counties, are at high risk of losing their last remaining local news outlet.

There isn't enough investment in digital news replacements to stop the spread of news deserts in America. The footprint for alternative local news outlets is tiny and they are mostly clustered around metro areas that already have some local coverage. The report estimates that -- for outlets focused on state and local news -- there are roughly 550 digital-only news sites, 720 ethnic media organizations and 215 public broadcasting stations in America, compared to 6,000 newspapers.
The authors argue that the dynamic between those with access to quality local news and those who don't "poses a far-reaching crisis for our democracy as it simultaneously struggles with political polarization, a lack of civic engagement and the proliferation of misinformation and information online."

Scientists Use Raspberry Pi Tech To Protect NASA Telescope Data (theregister.com) 38

Richard Speed reports via The Register: Scientists have revealed how data from a NASA telescope was secured thanks to creative thinking and a batch of Raspberry Pi computers. The telescope was the Super Pressure Balloon Imaging Telescope (SuperBIT), launched on April 16, 2023, from Wanaka Airport in New Zealand. The telescope was raised to approximately 33km in altitude by NASA's 532,000-cubic-meter (18.8-million-cubic-foot) balloon and, above circa 99.5 percent of the Earth's atmosphere, it spent over a month circumnavigating the globe and acquiring observations of astronomical objects. The plan had been for the payload to transmit its data to the ground using SpaceX's Starlink constellation and the US Tracking and Data Relay Satellite System (TDRSS). However, the Starlink connection went down soon after launch, on May 1, and the TDRSS connection became unstable on May 24. The boffins decided to attempt a landing on May 25 due to poor communications and concerns the balloon might be pulled away from further land crossings by weather.

The telescope itself was destroyed during the landing; it was dragged along the ground for 3km by a parachute that failed to detach, leaving a trail of debris in its wake. Miraculously, though, SuperBIT's solid-state drive was recovered intact. However, other than as a reference, its data was not needed thanks to the inclusion of Raspberry Pi-powered hardware in the form of four Data Recovery System (DRS) capsules. Each capsule included a Raspberry Pi 3B and 5TB of solid-state storage. A parachute, a Global Navigation Satellite System (GNSS) receiver, and an Iridium short-burst data transceiver were also included so the hardware could report its location to the recovery team. The capsules were connected to the main payload via Ethernet, and 24V DC was also available.

The plan had been to release the first DRS capsule on day 40, and then another every 20 days after that, whenever SuperBIT passed over land. However, when it became clear that SuperBIT would have to come down on May 25, it was decided to drop two DRS capsules over Argentina's Santa Cruz Province. Both of the DRS capsules released were recovered from their reported locations -- a curious cougar apparently nosed around one of them without causing damage -- and the data was fully intact. Of the unreleased DRS capsules, one failed for unknown reasons at launch -- the team speculated that perhaps a cable came loose -- but the other also contained an intact data set.

FCC Can Now Punish Telecom Providers For Charging Customers More For Less (theverge.com) 75

An anonymous reader quotes a report from The Verge: The Federal Communications Commission has approved (PDF) a new set of rules aiming to prevent "digital discrimination." It means the agency can hold telecom companies accountable for digitally discriminating against customers -- or giving certain communities poorer service (or none at all) based on income level, race, or religion. The new rules come as part of the Biden Administration's 2021 Bipartisan Infrastructure Law, which requires the FCC to develop and adopt anti-digital discrimination rules. "Many of the communities that lack adequate access to broadband today are the same areas that suffer from longstanding patterns of residential segregation and economic disadvantage," FCC Chairwoman Jessica Rosenworcel said following today's vote. "It shows that minority status and income correlate with broadband access."

Under the new rules, the FCC can fine telecom companies for not providing equal connectivity to different communities "without adequate justification," such as financial or technical challenges of building out service in a particular area. The rules are specifically designed to address correlations between household income, race, and internet speed. Last year, a joint report from The Markup and the Associated Press found that AT&T, Verizon, and other internet service providers offer different speeds depending on the neighborhood in cities throughout the US. The report revealed neighborhoods with lower incomes and fewer white people get stuck with slower internet while still having to pay the same price as those with faster speeds. At the time, USTelecom, an organization that represents major telecom providers, blamed the higher price on having to maintain older equipment in certain communities.

The FCC was nearly divided on the new set of rules, as it passed with a 3-2 vote. Critics of the new policy argue the rules are an overextension of the FCC's power. Jonathan Spalter, the CEO of USTelecom, says the FCC is "taking overly intrusive, unworkably vague, and ultimately harmful steps in the wrong direction." Spalter adds the framework "is counter" to Congress' goal of giving customers equal access to the internet. Still, supporters of the new rules believe they can go a long way toward improving fractured broadband coverage throughout the US. The FCC will also establish an "improved" customer portal, where the agency will field and review complaints about digital discrimination. It will take things like broadband deployment, network upgrades, and maintenance across communities into account when evaluating providers for potential rule violations, giving it the authority to hopefully finally address the disparities in internet access throughout the US.

Airbus Introduces 'Detumbler' Device To Address Satellite Tumbling In Low Earth Orbit (spacedaily.com) 23

Airbus has launched an innovative "detumbler" device designed to mitigate the risks posed by tumbling satellites in space. Space Daily reports: The Detumbler, a brainchild of Airbus and supported by the French Space Agency CNES under their Tech4SpaceCare initiative, was unveiled on Saturday, November 11. This magnetic damping device, weighing approximately 100 grams, is engineered to be attached to satellites nearing the end of their operational lives. Its purpose is to prevent these satellites from tumbling, a common issue in orbital flight dynamics, especially in LEO. The device features a central rotor wheel and magnets that interact with the Earth's magnetic field, effectively damping unwanted motion.

Airbus' development of the Detumbler commenced in 2021. Its operational principle is simple yet innovative. When a satellite functions normally, the rotor behaves akin to a compass, aligning with the Earth's magnetic field. However, if the satellite begins to tumble, the movement of the rotor induces eddy currents, creating a friction torque that dampens this motion. A Supernova 'Destroyed' Some of Earth's Ozone For a Few Minutes In 2022 53

An anonymous reader quotes a report from the New York Times: On Oct. 9, 2022, telescopes in space picked up a jet of high energy photons careening through the cosmos toward Earth, evidence of a supernova exploding 1.9 billion light-years away. Such events are known as gamma ray bursts, and astronomers who have continued studying this one said it was the "brightest of all time." Now, a team of scientists have discovered that this burst caused a measurable change in the number of ionized particles found in Earth's upper atmosphere, including ozone molecules, which readily absorb harmful solar radiation.

"The ozone was partially depleted -- was destroyed temporarily," said Pietro Ubertini, an astronomer at the National Institute of Astrophysics in Rome who was involved in discovering the atmospheric event. The effect was detectable for just a few minutes before the ozone repaired itself, so it was "nothing serious," Dr. Ubertini said. But had the supernova occurred closer to us, he said, "it would be a catastrophe." The discovery, reported Tuesday in a paper published in the journal Nature Communications, demonstrates how even explosions that occur far from our solar system can influence the atmosphere, which can be used as a giant detector for extreme cosmic phenomena.

To study the effects of last year's gamma ray burst on Earth, Dr. Ubertini and his colleagues looked for signals at the top of the ionosphere using data from the China Seismo-Electromagnetic Satellite, an orbiter designed to study changes in the atmosphere during earthquakes. They identified a sharp jump in the electric field at the top of the ionosphere, which they correlated to the gamma ray burst signal measured by the European Space Agency's International Gamma-Ray Astrophysics Laboratory, a mission that launched in 2002 to observe radiation from faraway celestial objects. The researchers found that the electric field rose by a factor of 60 as gamma rays ionized (essentially knocking away electrons from) ozone and nitrogen molecules high in the atmosphere. Once ionized, the molecule is unable to absorb any ultraviolet radiation, temporarily exposing Earth to more of the sun's damaging rays.

The $2,000 Phones That Let Anyone Make Robocalls (404media.co) 24

An anonymous reader writes: Videos collected by 404 Media over months give a peek into the world of spoofing numbers, automated call scripts, and a specific seller of the phones. From the report: "Alright lads," a man sitting in the passenger seat of a moving car says in a heavy British accent. In his left hand he holds a special phone he is showing off to his clients, while with the other he films his demonstration which was later uploaded to Telegram. "I'm only going to say it once, yeah. You swipe, and it's gone," he continues, demonstrating one app installed that can instantly destroy data stored on the device. The phone in question is one from "Russiancoms," an underground outfit that sells the devices for just under $2,000 each. For that price, customers get a laundry list of features: the ability to spoof phone numbers, play hold music, and have a computerized voice read pre-determined scripts. While Russiancoms does not acknowledge in its Telegram channel what the phones might really be for, those are features well suited to committing fraud.

The Russiancoms Telegram channel periodically deletes its videos and other messages, but 404 Media has been archiving many of them for months. They provide insight into a little known industry of fraud phones, ones that make it easy for anyone to enter the world of robocalling or other scams. While much of the underground phone industry has been focused on providing secure communications to criminals -- companies like Phantom Secure, Encrochat, and Sky for example -- Russiancoms and similar companies appear to cater to a different use case: enabling people to make calls that fraudulently appear to come from someone else. A common tool in the underground is also so-called Russian SIMs, which can spoof numbers in some cases. Russiancoms' phones, however, are more fully featured.

US Pledges Work Toward More Airwaves for Wireless Providers Facing Surging 5G Demand (bloomberg.com) 57

The Biden administration on Monday told US agencies to work toward giving up use of some telecommunications airwaves in order to make room for commercial providers facing surging demand for fast 5G services. From a report: The plan, called the National Spectrum Strategy, called for "detailed studies" to be concluded within two years. The document provides for "more transparent, more coordinated" efforts at airwaves management, Lael Brainard, director of the National Economic Council, said.

"We have to make better use of the airwaves we have," said Alan Davidson, an assistant secretary of commerce who will help lead further steps to fulfill the strategy. Commercial providers have long sought more access to airwaves occupied by US agencies, saying that government uses at times aren't efficient and they should share space with new commercial technologies. Spectrum refers to the array of airwaves that carry everything from voice calls to satellite transmissions to signals for industrial machinery.

NASA's Mars Fleet Will Still Conduct Science While Lying Low (nasa.gov) 13

Rovers and orbiters will continue collecting limited data during a two-week communications pause due to the position of Earth, the Sun, and the Red Planet. From a report: NASA will hold off sending commands to its Mars fleet for two weeks, from Nov. 11 to 25, while Earth and the Red Planet are on opposite sides of the Sun. Called Mars solar conjunction, this phenomenon happens every two years. The missions pause because hot, ionized gas expelled from the Sun's corona could potentially corrupt radio signals sent from Earth to NASA's Mars spacecraft, leading to unexpected behaviors.

That's not to say those robotic explorers are on holiday. NASA's Perseverance and Curiosity rovers will monitor changes in surface conditions, weather, and radiation as they stay parked. Although momentarily grounded, the Ingenuity Mars Helicopter will use its color camera to study the movement of sand, which poses an ever-present challenge to Mars missions. The Mars Reconnaissance Orbiter and the Odyssey orbiter will continue imaging the surface. And MAVEN will continue collecting data on interactions between the atmosphere and the Sun.

Qualcomm-Iridium Deal To Bring Satellite Connectivity To Phones Collapses (pcmag.com) 35

A partnership between Qualcomm and Iridium to bring satellite connectivity to Android phones has fallen apart, almost a year after the deal was announced. From a report: In January, the two companies debuted the Snapdragon Satellite platform, a way to bring satellite-based SMS and emergency messaging to high-end smartphones. But on Thursday, Iridium said Qualcomm will cancel the partnership, effective Dec. 3. "The companies successfully developed and demonstrated the technology; however, notwithstanding this technical success, smartphone manufacturers have not included the technology in their devices," Iridium said in the announcement. "Due to this, on November 3, 2023, Qualcomm notified Iridium that it has elected to terminate the agreements."

Qualcomm didn't immediately respond to a request for comment. But the statement from Iridium suggests the Snapdragon Satellite platform suffered from technical issues, or perhaps failed to attract interest from smartphone vendors. Back in January, the companies also indicated that the Snapdragon Satellite platform would require supported phones to be manufactured with modems that could communicate with the Iridum network's L-Band radio frequencies.

Internet Providers Say the FCC Should Not Investigate Broadband Prices 64

Internet service providers and their lobby groups are fighting a US plan to prohibit discrimination in access to broadband services. In particular, ISPs want the Federal Communications Commission to drop the plan's proposal to require that prices charged to consumers be non-discriminatory. From a report: In 2021, Congress required the Federal Communications Commission to issue rules "preventing digital discrimination of access based on income level, race, ethnicity, color, religion, or national origin" within two years. FCC Chairwoman Jessica Rosenworcel last month released her draft plan to comply with the congressional mandate and scheduled a November 15 commission vote on adopting final rules. The plan is likely to pass in a party-line vote as Rosenworcel has a 3-2 Democratic majority, but aspects of the draft could be changed before the vote. Next week's meeting could be a contentious one, judging by a statement issued Monday by Republican Commissioner Brendan Carr.

Carr described Rosenworcel's proposal as "President Biden's plan to give the administrative state effective control of all Internet services and infrastructure in the US." He also objects to the Rosenworcel plan's statement that the FCC rules may apply to entities that are not broadband providers, such as landlords, if they "impede equal access to broadband Internet access service." Consumer advocates generally support the proposal but say the planned system for handling complaints, ISP responses, and investigations is not transparent enough, reducing the system's potential to act as a deterrent. Consumer advocates also say Internet users who have already been harmed by discrimination may not get any relief because the proposed rules do not apply retroactively. ISPs including Comcast, Charter, AT&T, and Verizon have held a flurry of meetings with FCC officials and commissioners in which they argued that the rules are too broad.

The Seattle-based appellate judge ruled that the practice does not meet the threshold for an illegal privacy violation under state law, handing a big win to automakers Honda, Toyota, Volkswagen and General Motors, which are defendants in five related class action suits focused on the issue. The plaintiffs in the four live cases had appealed a prior judge's dismissal. But the appellate judge ruled Tuesday that the interception and recording of mobile phone activity did not meet the Washington Privacy Act's standard that a plaintiff must prove that "his or her business, his or her person, or his or her reputation" has been threatened. In an example of the issues at stake, plaintiffs in one of the five cases filed suit against Honda in 2021, arguing that beginning in at least 2014 infotainment systems in the company's vehicles began downloading and storing a copy of all text messages on smartphones when they were connected to the system. An Annapolis, Maryland-based company, Berla Corporation, provides the technology to some car manufacturers but does not offer it to the general public, the lawsuit said. Once messages are downloaded, Berla's software makes it impossible for vehicle owners to access their communications and call logs but does provide law enforcement with access, the lawsuit said.

Tim Hardwick reports via MacRumors: WhatsApp has introduced a new privacy feature that lets you hide your IP address from whoever you call over the encrypted communications platform. As it stands, one-to-one calls over WhatsApp are established as a direct peer-to-peer connection between users. While this ensures the best possible voice quality, it means the connected devices must reveal their IP addresses to each other. According to WhatsApp, the new privacy setting introduced today works differently by relaying all of your calls through WhatsApp's servers to obfuscate your location, rather than connecting you directly to the person you are calling.

Meta engineers elaborated on the feature in a blog post: "Most calling products people use today have peer-to-peer connections between participants. This direct connection allows for faster data transfers and better call quality, but it also means that participants need to know each other's IP addresses so that call data packets can be delivered to the correct device -- meaning that the IP addresses are visible to both callers on a 1:1 call. IP addresses may contain information that some of our most privacy-conscious users are mindful of, such as broad geographical location or internet provider. To address this concern, we introduced a new feature on WhatsApp that allows you to protect your IP address during calls. With this feature enabled, all your calls will be relayed through WhatsApp's servers, ensuring that other parties in the call cannot see your IP address and subsequently deduce your general geographical location."
WhatsApp notes that call quality might be reduced as a result of using the new setting. The feature can be enabled under "Advanced" privacy settings in the app.

North Greenland Ice Shelves Have Lost 35% of Their Volume In Last Half-Century, Study Finds (cbsnews.com) 113

An anonymous reader quotes a report from CBS News: Scientists have long thought that the glaciers in North Greenland have been stable -- a vital condition, as they contain enough ice to raise the sea level by nearly 7 feet. But a new study published on Tuesday found that ice shelves in the region have lost more than a third of their volume in the last half-century because of rising temperatures -- and if it continues, scientists say there could be "dramatic consequences" for glaciers, and the planet. Using thousands of satellite images and climate modeling, the study, published in Nature Communications, found that North Greenland's ice shelves "have lost more than 35% of their total volume" since 1978.

Ice shelves are the part of ice sheets -- a form of glacier -- that float over water. Three of those shelves in North Greenland have "completely" collapsed, researchers said, and of the five main shelves that remain, they said they have seen a "widespread increase" in how much mass they have lost, mostly due to the warming of the ocean. One of the shelves, called Steenbsy, shrank to just 34% of its previous area between 2000 and 2013. Along with the loss of overall ice shelf volume, scientists said the area of floating ice decreased by more than a third of its original extent since 1978. This observation could pose a major problem, as the Greenland ice sheet is the second-largest contributor to sea level rise. From 2006 to 2018, scientists noted that the single sheet was responsible for more than 17% of sea level rise in that period.

In an attempt to boost broadband competition, Canada's telecom regulator is forcing large phone companies to open their fiber networks to competitors. Smaller companies will be allowed to buy network capacity and use it to offer competing broadband plans to consumers. From a report: Evidence received during a comment period "shows that competition in the Internet services market is declining," the Canadian Radio-television and Telecommunications Commission (CRTC) said in its announcement. The CRTC said the "decrease is most significant in Ontario and Quebec, where independent competitors now serve 47 percent fewer customers than they did just two years ago. At the same time, several competitors have been bought out by larger Internet providers. This has left many Canadians with fewer options for high-speed Internet services."

The CRTC hasn't made a final decision on fiber resale. But in the meantime, until a more permanent ruling is made, large telcos in Ontario and Quebec will be "required to provide competitors with access to their fibre-to-the-home networks within six months," the CRTC said. The six-month period is intended to give companies time to prepare their networks and develop information technology and billing systems, the agency said. "On a temporary and expedited basis, the CRTC is providing competitors with a workable way to sell Internet services using the fibre-to-the-home networks of large telephone companies in Ontario and Quebec, where competition has declined most significantly," the agency said. "The CRTC is also setting the interim rates that competitors will pay when selling services over these fibre-to-the-home networks. These rates were chosen to allow Canada's large Internet companies to continue investing in their networks to deliver high-quality services to Canadians."
