MNT Shrinks Its Open Source Reform Laptop Into a 7-Inch Pocket PC Throwback (arstechnica.com) 23

An anonymous reader quotes a report from Ars Technica: A few months ago, we reviewed the MNT Reform, which attempts to bring the dream of entirely open source hardware to an audience that doesn't want to design and build a laptop totally from scratch. Now, MNT is bringing its open-hardware ethos to a second PC, a 7-inch "Pocket Reform" laptop that recalls the design of old clamshell Pocket PCs, just like the big Reform references the design of chunky '90s ThinkPads.

The Pocket Reform borrows many of the big Reform laptop's design impulses, including a low-profile mechanical keyboard and trackball-based pointing device and a chunky, retro-throwback design. The device includes a 7-inch 1080p screen, a pair of USB-C ports (one of which is used for charging), a microSD slot for storage expansion, and a micro HDMI port for connecting to a display when you're at your desk. [...] The version of the Pocket Reform in the announcement isn't ready to launch yet, and MNT says it represents "near-final specs and design." For users interested in the Pocket Reform's imminent early beta program, there's a newsletter sign-up link at the bottom of the announcement.
One of the main complaints Ars noted about the big Reform was the "miserably slow ARM processor," which will be included in the Pocket Reform.

With that said, MNT has addressed other complaints about the big Reform by "adding reinforced metal side panels to cover the ports and a redesigned battery system that won't let the batteries fully discharge if the laptop is left unplugged."

FBI Says People Are Using Deepfakes To Apply To Remote Jobs (gizmodo.com) 47

An anonymous reader quotes a report from Gizmodo: The FBI wrote to its Internet Crime Complaint Center Tuesday that it has received multiple complaints of people using stolen information and deepfaked video and voice to apply to remote tech jobs. According to the FBI's announcement, more companies have been reporting people applying to jobs using video, images, or recordings that are manipulated to look and sound like somebody else. These fakers are also using personal identifiable information from other people -- stolen identities -- to apply to jobs at IT, programming, database, and software firms. The report noted that many of these open positions had access to sensitive customer or employee data, as well as financial and proprietary company info, implying the imposters could have a desire to steal sensitive information as well as a bent to cash a fraudulent paycheck.

What isn't clear is how many of these fake attempts at getting a job were successful versus how many were caught and reported. Or, in a more nefarious hypothetical, whether someone secured an offer, took a paycheck, and then got caught. These applicants were apparently using voice spoofing techniques during online interviews where lip movement did not match what's being said during video calls, according to the announcement. Apparently, the jig was up in some of these cases when the interviewee coughed or sneezed, which wasn't picked up by the video spoofing software.
Companies who suspect a fake applicant can report it to the complaint center site.

India Delays VPN Rules To Log Customers Data by 3 Months (techcrunch.com) 4

India will give VPN providers and cloud service operators an additional three months to comply with new rules that require they maintain names and addresses of their customers and their IP addresses, delivering some relief to firms as many scramble to follow the new guidelines and others explore exiting the South Asian market. From a report: The Indian Computer Emergency Response Team, the body appointed by the government to protect India's information infrastructure, said Monday evening it is extending the enforcement of the new rules to September 25. The rules, unveiled in late April, was set to go into effect Monday. Its announcement follows sharp criticism from VPN providers, many of which including Nord and ExpressVPN have announced their intentions to remove local servers in the country in recent weeks. [...] CERT's new directions require "virtual private server (VPS) providers, cloud service providers, VPN service providers, virtual asset service providers, virtual asset exchange providers, custodian wallet providers and government organisations" to store customers' names, email addresses, IP addresses, know-your-customer records and financial transactions for a period of five years.

Google Hangouts is Shutting Down in November 24

After sunsetting Google Hangouts for Workspace users in February, Google's now beginning the process of migrating free, personal Hangouts users to Chat. In an announcement posted to its blog, Google says people who still use the Hangouts mobile app will see a prompt to move to Chat. From a report: As for users who use Hangouts in Gmail on the web, Google says it won't start prompting users to make the switch to Chat until July. Hangouts will remain usable on its desktop site until November, and Google says it will warn users "at least one month" in advance before it starts pointing the Hangouts site to Chat.

Facebook Agrees To Massive Settlement For Data Privacy Class Action Lawsuit (apnews.com) 25

Here's an announcement from lawfirm DiCello Levitt Gutzler. This week a U.S. District court "granted preliminary approval of a $90 million settlement" with Facebook's parent company, Meta Platforms, "to resolve a long-running class action accusing Facebook of tracking its subscribers' activities on non-Facebook websites — even while signed out of their Facebook accounts."

"The monetary component makes this the seventh-largest data privacy class action settlement ever to receive preliminary court approval."

Long-time Slashdot reader destinyland quotes the announcement: Individuals who, between April 22, 2010, and September 25, 2011, inclusive, were Facebook users in the United States and visited non-Facebook websites that displayed the Facebook Like button, may be eligible for a payment from the settlement fund. Email notices from the claims administrator, Angeion, have started to go out, and will continue in batches through July 15, 2022. Recipients of an email notice should note an ID and confirmation code in the top left corner, which should be use in submitting their claim.

However, even those who do not receive an email notice are still permitted to file a claim, and the administrator will determine whether they are eligible.

New Linux Foundation Podcast: 'Untold Stories of Open Source' (linuxfoundation.org) 13

The nonprofit Linux Foundation pays Linus Torvalds' salary and supports many other open source projects. But they also launched a new podcast series this week covering "The Untold Stories of Open Source."

"Each week we explore the people who are supporting Open Source projects, how they became involved with it, and the problems they faced along the way," explains the podcast's GitHub page (where you can put in a pull request to suggest future episodes or track the project's progress.)

The podcast is available on its official web page, as well as on Spotify, Apple, Google, or "wherever you listen to your podcasts," according to an announcement from the Linux Foundation. An introductory page says the podcast will be "used to inform the Linux and Open Source communities as to the current state in development of open source initiatives and Linux Foundation Projects. It is vendor neutral, with no interviews of commercial product vendors or sales teams."

A Single AI-Enhanced Brain Scan Can Diagnose Alzheimer's Disease (imperial.ac.uk) 10

Long-time Slashdot reader schwit1 shares an announcement from London's Imperial College of Science, Technology and Medicine: A single MRI scan of the brain could be enough to diagnose Alzheimer's disease, according to new research by Imperial College London.

The research uses machine learning technology to look at structural features within the brain, including in regions not previously associated with Alzheimer's. The advantage of the technique is its simplicity and the fact that it can identify the disease at an early stage when it can be very difficult to diagnose. Although there is no cure for Alzheimer's disease, getting a diagnosis quickly at an early stage helps patients. It allows them to access help and support, get treatment to manage their symptoms and plan for the future. Being able to accurately identify patients at an early stage of the disease will also help researchers to understand the brain changes that trigger the disease, and support development and trials of new treatments....

The researchers adapted an algorithm developed for use in classifying cancer tumours, and applied it to the brain. They divided the brain into 115 regions and allocated 660 different features, such as size, shape and texture, to assess each region. They then trained the algorithm to identify where changes to these features could accurately predict the existence of Alzheimer's disease... They found that in 98 per cent of cases, the MRI-based machine learning system alone could accurately predict whether the patient had Alzheimer's disease or not. It was also able to distinguish between early and late-stage Alzheimer's with fairly high accuracy, in 79 per cent of patients.

Professor Eric Aboagye, from Imperial's Department of Surgery and Cancer, who led the research, said: "Currently no other simple and widely available methods can predict Alzheimer's disease with this level of accuracy, so our research is an important step forward...." The new system spotted changes in areas of the brain not previously associated with Alzheimer's disease, [which] opens up potential new avenues for research into these areas and their links to Alzheimer's disease.

Professor Aboagye adds that this new approach "could also identify early-stage patients for clinical trials of new drug treatments or lifestyle changes, which is currently very hard to do."

Software Maker Zendesk To Be Bought by Investor Group in $9.5 Billion Cash Deal (bloomberg.com) 5

Software maker Zendesk agreed to be acquired by a group of buyout firms led by Hellman & Friedman and Permira for about $9.5 billion. From a report: The all-cash transaction offers shareholders $77.50 a share, a premium of 34% over Zendesk's closing stock price on Thursday, the company said in a statement on Friday. The stock jumped about 29% to $74.75 on the news. Including debt, the deal is valued at about $10.2 billion. The announcement comes after Zendesk said earlier this month that it would remain independent after failing to find a potential buyer. The San Francisco-based company said June 9 that it would no longer seek to sell itself after a strategic review that reached out to 16 potential strategic partners and 10 financial sponsors. Ultimately, "no actionable proposals were submitted," Zendesk said in a statement, and final bidders cited "adverse market conditions and financing difficulties at the end of the process."

Intel Delays Groundbreaking Ceremony for Ohio Plant Amid Uncertainty Over Chips Legislation (wsj.com) 63

Intel has told lawmakers and officials that it is delaying indefinitely the groundbreaking ceremony for a planned multibillion-dollar chip-manufacturing facility in Ohio, signaling frustration over uncertainty in Congress about legislation that would provide support for the U.S. chip industry. From a report: The ceremony had been tentatively scheduled for July 22. Intel informed the office of Ohio Gov. Mike DeWine and members of Ohio's congressional delegation on Wednesday that it was delaying the groundbreaking "due in part to uncertainty around" the chips-related legislation, known as the Bipartisan Innovation Act, according to an email reviewed by The Wall Street Journal.

Intel still plans to build the facility and hasn't pushed back the start of construction, said Intel spokesman Will Moss. Intel, which announced the plant plans in January, said it intended to invest at least $20 billion in the Ohio facility, with construction expected to begin in late 2022 and production to start in 2025. The company said in its announcement that spending on the Ohio project could reach around $100 billion over the next decade, but that the expansion depends in part on progress on the U.S. chips legislation.

Solana Launches Web3-Focused Smartphone Saga To Improve Crypto-Mobile Relationship (techcrunch.com) 52

An anonymous reader quotes a report from TechCrunch: The co-founder and CEO of Solana, Anatoly Yakovenko, had a Steve Jobs moment when he stood in front of an auditorium in New York City and announced the launch of Saga, an Android web3-focused smartphone. "This is something that I fundamentally believe the industry needs to do," Yakovenko said. "We didn't see a single crypto feature at the Apple developer conference 13 years after Bitcoin was alive." People will pull out their laptops in the middle of dates so they don't miss an NFT minting opportunity, Yakovenko joked. "So I think it's time for crypto to go mobile," Yakovenko added.

Saga aims to implement digital asset products and services, so users can easily transact with their cryptocurrency through the device, opposed to a laptop browser. In addition to the announcement of Saga, Yakovenko shared the launch of the Solana Mobile Stack, or SMS, which is a web3 layer for Solana built on the phone. SMS will consist of a number of products including a seed vault, a custody solution, a mobile wallet adapter, Solana Pay for Android and its decentralized application (dApp) store. It "provides a new set of libraries for wallets and apps, allowing developers to create rich mobile experiences on Solana," a press release said.

A number of crypto companies including FTX, Phantom and Magic Eden will partner with SMS and there is also a $10 million developer fund for people who build apps on it. "The builders are coming and they are higher quality than before," Raj Gokal, COO at Solana Labs said. "They're ready for the next leg of user growth." The $1,000 device will have 512 GB of storage with a 6.67-inch OLED display and is available for preorder with a $100 deposit and deliveries will occur in Q1 2023, Yakovenko said.

Netflix Confirms Plans For Ad-Supported Service, Begins Second Round of Layoffs (variety.com) 78

According to the Wall Street Journal, Comcast's NBCUniversal subsidiary and Google are the "top contenders" for Netflix's upcoming ad-supported streaming tier. "After many years of resisting ads, Netflix CEO Reed Hastings announced the plan for an ad-supported tier in April," reports Ars Technica. "Netflix's stock price dropped 35 percent the day of that announcement, and Netflix revenue growth has been slowing amid a loss in subscribers." From the report: A deal with NBCUniversal would likely mean that "Comcast's video ad unit, FreeWheel, would supply technology to help serve up ads, while NBCUniversal's ad-sales team would help sell ads in the US and Europe," the report said. The Alphabet-owned Google, of course, has plenty of experience serving ads, including on its own YouTube and YouTube TV video platforms. Netflix already uses Google's ad-buying tools.

A deal with either NBCUniversal or Google would likely be exclusive, the WSJ report said. Comcast/NBCUniversal and Google aren't the only contenders, as "Roku has also had early talks with Netflix about ad partnerships," the report said. The Information reported last week that Netflix executives recently "met with representatives of both Roku and Comcast to discuss arrangements under which those companies would handle either the ad sales or the technical infrastructure for Netflix's forthcoming ad-supported tier of service."

Netflix "is looking to start doing some pre-roll ads, which run before a show starts, in the fourth quarter," The Information report said. Netflix is also negotiating with entertainment companies to put ads into shows that Netflix doesn't create itself. Licensing TV shows and movies for both ad-free and ad-supported streaming will cost Netflix about 20 percent more than for ad-free streaming alone, The Information report said.
Variety has confirmed the streamer is "letting go of roughly 300 staffers [...] across multiple business functions in the company, with the bulk of the jobs lost in the U.S." Netflix also laid off 150 employees, and dozens of contractors and part-time workers in May.

"Today we sadly let go of around 300 employees," a Netflix spokesperson told Variety. "While we continue to invest significantly in the business, we made these adjustments so that our costs are growing in line with our slower revenue growth. We are so grateful for everything they have done for Netflix and are working hard to support them through this difficult transition."

New White House Partnership Aims To Speed Construction of Offshore Wind Farms (theverge.com) 49

The White House and 11 governors from East Coast states forged a new partnership on Thursday to build up domestic supply chains for offshore wind farms and related infrastructure. From a report: The new Federal-State Offshore Wind Implementation Partnership includes governors from Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, and Rhode Island. As part of the announcement, the Biden administration committed to the facilitation of "timely and effective permitting and environmental reviews" for offshore wind projects and lease sales. In the past, permitting has been a significant bottleneck for advancing offshore wind projects. Crucially, President Joe Biden also moved to ease another major bottleneck: securing the specialized ships needed to erect turbines as tall as skyscrapers in the open ocean. Projects compete for time with the few installation vessels available worldwide, which number just over 30. The US faces additional restrictions because of the Jones Act, which stipulates that ships moving between two points in the US need to be built, owned, crewed, and registered in the US.

Amazon Launches CodeWhisperer, a GitHub Copilot-like AI Pair Programming Tool (techcrunch.com) 13

At its re:Mars conference, Amazon today announced the launch of CodeWhisperer, an AI pair programming tool similar to GitHub's Copilot that can autocomplete entire functions based on only a comment or a few keystrokes. From a report: The company trained the system, which currently supports Java, JavaScript and Python, on billions of lines of publicly available open-source code and its own codebase, as well as publicly available documentation and code on public forums. It's now available in preview as part of the AWS IDE Toolkit, which means developers can immediately use it right inside their preferred IDEs, including Visual Studio Code, IntelliJ IDEA, PyCharm, WebStorm and Amazon's own AWS Cloud 9. Support for the AWS Lambda Console is also coming soon. Ahead of today's announcement, Vasi Philomin, Amazon's VP in charge of its AI services, stressed that the company didn't simply create this in order to offer a copy of Copilot. He noted that with CodeGuru, its AI code reviewer and performance profiler, and DevOps Guru, its tool for finding operation issues, the company laid the groundwork for today's launch quite a few years ago.

Apple Will Now Allow Developers To Transfer Ownership of Apps That Use iCloud (9to5mac.com) 10

"The most impactful change to come out of WWDC had nothing to do with APIs, a new framework or any hardware announcement," writes Jordan Morgan via Daring Fireball. "Instead, it was a change I've been clamoring for the last several years -- and it's one that's incredibly indie friendly. As you've no doubt heard by now, I'm of course talking about iCloud enabled apps now allowing app transfers." 9to5Mac explains how it works: According to Apple, you already could transfer an app when you've sold it to another developer or you would want to move it to another App Store Connect account or organization. You can also transfer the ownership of an app to another developer without removing it from the App Store. The company said: "The app retains its reviews and ratings during and after the transfer, and users continue to have access to future updates. Additionally, when an app is transferred, it maintains its Bundle ID -- it's not possible to update the Bundle ID after a build has been uploaded for the app."

The news here is that it's easier for developers to transfer the ownership of apps that use iCloud. Apple said that if your app uses any of the following, it will be transferred to the transfer recipient after they accept the app transfer: iCloud to store user data; iCloud containers; and KVS identifiers are associated with the app.

The company said: "If multiple apps on your account share a CloudKit container, the transfer of one app will disable the other apps' ability to read or store data using the transferred CloudKit container. Additionally, the transferor will no longer have access to user data for the transferred app via the iCloud dashboard. Any app updates will disable the app's ability to read or store data using the transferred CloudKit container. If your app uses iCloud Key-Value Storage (KVS), the full KVS value will be embedded in any new provisioning profiles you create for the transferred app. Update your entitlements plist with the full KVS value in your provisioning profile."

America's First CRISPR Trial is Still Nearly 100% Effective 3 Years On (newatlas.com) 49

Incredible new data presented recently at the European Hematology Association Congress has revealed an experimental CRISPR gene editing therapy is both safe and effective up to three years after treatment. The follow-up results come from one of the longest-running human trials using CRISPR technology to treat a pair of rare genetic blood diseases. From a report: The first human trial in the United States to test CRISPR gene editing technology started back in 2019. The trial focused on two rare blood diseases: beta-thalassemia and sickle cell disease. The treatment involves first gathering stem cells from a patient's blood. Using CRISPR technology a single genetic change is made, designed to raise levels of fetal hemoglobin in red blood cells. The stem cells are then re-administered into the patients. Initial results were extraordinarily promising. The first two patients treated were essentially cured within months, but questions over long-term efficacy remained.

A follow-up announcement last year continued the impressive results with 22 patients treated and all demonstrating 100 percent success. Importantly, seven of those patients were 12 months past the initial treatment with no waning of efficacy. Now, a new data release is offering results from 75 patients treated with the groundbreaking CRISPR therapy, now dubbed exa-cel (exagamglogene autotemcel). Of those 75 patients treated, 44 were suffering transfusion-dependent beta thalassemia (TDT) and 31 had severe sickle cell disease (SCD). All but two of the 44 patients with TDT were essentially cured of their disease, needing no more blood transfusions. The two TDT patients still requiring blood transfusions had 75 percent and 89 percent reductions in transfusion volumes respectively. All 31 SCD patients were also free of disease symptoms at long-term follow-up.

New Photovoltaic Tech Could Rival Silicon-Based Solar Cells (princeton.edu) 87

"While silicon-based solar cells dominate the photovoltaics market, silicon is far from the only material that can effectively harvest electricity from sunlight," notes Ars Technica: Thin-film solar cells using cadmium and telluride are common in utility-scale solar deployments, and in space, we use high-efficiency cells that rely on three distinct materials to harvest different parts of the spectrum. Another class of materials, which we're currently not using, has been the subject of extensive research: perovskites. These materials are cheap and incredibly easy to process into a functional solar cell. The reason they're not used is that they tend to degrade when placed in sunlight, limiting their utility to a few years. That has drawn the attention of the research community, which has been experimenting with ways to keep them stable for longer.

In Thursday's edition of Science, a research team from Princeton described how they've structured a perovskite material to limit the main mechanism by which it decays, resulting in a solar cell with a lifetime similar to that of silicon. While the perovskite cell isn't as efficient as what is currently on the market, a similar structure might work to preserve related materials that have higher efficiencies.

Their research involved a capping layer that's just a few atoms thick, according to an announcement from Princeton University, calling the resulting solar cell "a major milestone for an emerging class of renewable energy technology... the first of its kind to rival the performance of silicon-based cells, which have dominated the market since their introduction in 1954..."

"The team projects their device can perform above industry standards for around 30 years, far more than the 20 years used as a threshold for viability for solar cells." Perovskites can be manufactured at room temperature, using much less energy than silicon, making them cheaper and more sustainable to produce. And whereas silicon is stiff and opaque, perovskites can be made flexible and transparent, extending solar power well beyond the iconic panels that populate hillsides and rooftops across America....

[Engineering professor/team lead] Loo said it's not that perovskite solar cells will replace silicon devices so much that the new technology will complement the old, making solar panels even cheaper, more efficient and more durable than they are now, and expanding solar energy into untold new areas of modern life. For example, Loo's group recently demonstrated a completely transparent perovskite film (having different chemistry) that can turn windows into energy producing devices without changing their appearance. Other groups have found ways to print photovoltaic inks using perovskites, allowing formfactors scientists are only now dreaming up.

Babel Finance, the Asia-based crypto financial services firm, suspended client withdrawals five days after a similar move by Celsius triggered a fresh bout of turbulence in crypto markets. From a report: "Due to the current situation, Babel Finance is facing unusual liquidity pressures," Babel said in a notice on its website on Friday. "During this period, redemptions and withdrawals from Babel Finance products will be temporarily suspended." A spokesperson for Babel said it's taking action to best protect the interests of clients. The firm promised a follow-up announcement once normal service has resumed.

YouTube Shorts Tops 1.5 Billion Logged-in Users Monthly Users (techcrunch.com) 65

In an effort to present itself as a viable competitor to the reigning short-form video platform TikTok, YouTube announced today its rival service YouTube Shorts is now being watched by over 1.5 billion logged-in users every month, less than two years after its launch. By comparison, TikTok announced 1 billion monthly users in September 2021. From a report: Though it hasn't announced updated figures since, TikTok was forecast to hit the 1.5 billion month user figure sometime this year. Related to its new milestone, YouTube also promoted Shorts' ability to drive viewers to creators' long-form video channels as a byproduct of its investments in Shorts. It's referring to the trend as "the rise of the multiformat creator" but, in reality, it seems to be more an admission that YouTube still sees more value in its longer-form content. The company, in its announcement, positioned its video platform as one that better reflects the reality of today's viewer, who engages with video at different times and places throughout the day. In some cases, users will want to quickly scroll through shorter content -- such as when killing time while out and about. At other times, they may be able to watch for longer periods and will turn to traditional YouTube videos to do so.

Google Talk, Surprisingly Still Operational, Ends on Thursday (theverge.com) 35

Google is shutting down Talk (also known as GChat) for good -- its instant-messaging service you probably haven't used much since 2007. From a report: Although Google migrated Talk users over to Google Hangouts in 2017 -- another one of its now-sidelined messaging platforms -- it was still accessible by third-party XMPP clients like Pidgin and Gajim. But Google will cut these last lines of life support on June 16th -- three days from now. In a message on Talk's support page, Google says it's "winding down Google Talk" and will no longer support third-party apps, citing its initial announcement in 2017. Users who try to sign into GChat after the 16th will see a sign-in error. If you still want to use Pidgin through Google services, Pidgin recommends using this plugin for Google Chat instead.

It's Warren Buffett versus Google, Facebook and Microsoft, according to a recent article by Bloomberg. (Alternate URL here.) Google, Facebook and Microsoft Corp. — three of the world's biggest corporate buyers of clean power — are sounding the alarm that a nearly $4-billion, Warren Buffett-backed renewable-energy project proposed in Iowa isn't necessarily in the best interest of customers, including them.

If approved, it would be the largest complex of wind farms in the entire country when it comes online by the end of 2024, producing enough electricity for more than 700,000 homes. MidAmerican Energy, a utility owned by Buffett conglomerate Berkshire Hathaway Inc., has asked state regulators to approve terms including a guaranteed 11.25% rate of return before starting construction on a project it says will help in its efforts to trim carbon emissions by 75% compared to 2005 levels. But the big-name tech giants that operate data centers in the state warn the project, dubbed Wind Prime, could drive up electricity costs. MidAmerican, they say, should consider alternatives....

The fight is an important one to watch because it demonstrates the increasing influence technology giants have on the energy transition. Tech companies have pushed utilities in other parts of the U.S. to offer more clean energy options as they seek to clean up the sources of power for their energy-intensive operations. And since they buy so much power, the utilities often listen to them....

Facebook, which also buys large amounts of power to run data centers in Iowa, referred to the proposed project in a joint regulatory filing with Google as an "exceedingly costly, massive increase in generation that MidAmerican has not demonstrated is necessary." Last month, Microsoft filed its own petition with the Iowa Utilities Board saying it planned to join the tech-customer coalition.

Facebook and Google specifically complain that "Without a resource planning analysis, it is difficult if not impossible to assess all feasible alternatives to replace/expand existing generation capacity and which alternatives are a reasonable, cost-effective way to meet reliability requirements, forecasted customer need, a diversified fuel mix, and the like, or if it is simply being proposed to drive utility — or parent company — profitability....

"Wind Prime is an exceedingly costly, massive increase in generation that MidAmerican has not demonstrated is necessary or reasonable in light of other feasible alternatives. Before customers are forced to bear the increased costs that this project will result in, Wind Prime should be carefully considered by the Board through a complete record informed by a full and thorough discovery process."
