Additionally, terrorists have never used public computers in the past. And if they did, they didn't use public computers in the furtherance of terrorist plots.

Regardless people still have several alternatives including Kinkos [slashdot.org], internet cafes [slashdot.org], and other people's WIFI [slashdot.org]. This will just encourage deviants to use private connections where FBI tapping is harder to justify.

Now, OTOH, I don't KNOW whether terrorists used public library PCs or not... but considering the fact taht I would have if I needed to do something similar, I'm not assuming they are too stupit to do the same.
